INTRODUCTION 1.1. Government of India, with an objective to provide to the citizens of India access to information under the control of Public Authority and in order to promote transparency and accountability in the working of every public authority promulgated ‘Right to Information Act, 2005 on 15th June 2005. 1.2. This Hand Book issued by the Finance Department of A.P.Secretariat, aims at disseminating information as and when requested by the General Public in the matter relating to Budgetting, Fiscal Policy, matters relating to Finance Commission and PAC report, Expenditure Control and Rules governing the State Government Employees like Fundamental Rules, Traveling Allowance / LTC Rules, Pay Fixation Rules etc., and the Rules Governing the actions of the Government Departments like Financial code, Treasury Code, Accounts Code, Budget Manual etc., as envisaged in ‘the Right to Information Act 2005’. 1.3 Finance Department being an advisory body, have very limited users. Citizens, Civil Society Organizations, Public Representatives, Research Organizations in the fields of Public Finance and policy are the intended users in respect of the information on Budgeting, Finance Commission and PAC matters and Expenditure Control. Employees of Government and some Research Organizations may be the other intended users. 1.4 Definitions of key terms is as provided hereunder. (1) Accountant General: Representative and Subordinate to C&AG of India who keeps the accounts of the State and exercises audit function. (2) Financial Year: 1st April to 31st March of the succeeding year. (3) Government: 1.5 Government of Andhra Pradesh; State: State of Andhra Pradesh (4) Govt.Account: Total of Consolidated Fund, Contingency Fund and Public Account of the State. (5) Government Servant : Any person serving in connection with the affairs of the State. (6) Salary: The amount drawn monthly by a Government servant for the service rendered to Government. (7) Traveling Allowance : Allowance Granted to a Government Servant to the expenses which he/she incurs in traveling in the interest of public. The main function of the Finance Department, is budgeting and expenditure control. Information is therefore organized starting from Budgeting, Expenditure control, Finance Commission and PAC matters and Employee related matters. 1.6 A person who desires to obtain any additional information shall make a request in writing to all the Assistant Public Information Officer of the Finance Department.
