(46 points) Later in this problem we have to use two prices: Pb = the price to the buyer and Ps = price received by the seller net of the taxes they pay on coal. The external costs from the pollution of using coal to generate electricity are estimated to be $0.18 per kilowatt hour (kwh) ($20 per ton of coal) in addition to the direct (private) costs of about $0.11/kwh. Since electricity companies are regulated and can charge only the average private cost per kilowatt hour, the electricity consumer get the benefit of the external costs being imposed on the rest of society. I. In the absence of any taxes, remember Pb and Ps are equal.
