Dear Market Participants and Interested Parties
Notification Regarding Proposed Changes Relating to the Transition of the AESO’s
Supervisory Control and Administrative Data Acquisition Standard (“SCADA Standard”)
into Proposed New ISO Rules
Re:
In 2005, the AESO implemented the SCADA Standard which sets out the minimum technical SCADA
requirements that market participants are expected to meet when designing and building transmission
facilities. The SCADA Standard has expired and in keeping with the AESO’s direction on other AESO

Standards , the AESO is transitioning the requirements from the SCADA Standard into proposed New
ISO rules Section 502.8 Supervisory Control and Administrative Data Acquisition Requirements (“New
ISO Rules Section 502.8”),
Prior to transitioning the requirements from the SCADA Standard, the AESO formed an external technical
workgroup to review the SCADA requirements, and as well, reviewed the SCADA requirements with
AESO internal subject matter experts.
After considering comments from both the external technical workgroup and AESO internal subject matter
experts the AESO will be carrying over existing SCADA requirements subject to the following proposed
amendments in the proposed New ISO Rules Section 502.8:
1. Expanded the applicability to include distribution connected generating units or multiple aggregate
generating units, including wind generating facilities, where the total turbine nameplate rating is equal
to or greater than five (5) MW. These facilities will be required to submit the following SCADA data to
the AESO:
a. Gross real power as measured at the stator winding terminal or the collector bus;
b. Gross reactive power as measured at the stator winding terminal or collector bus;
c.
Generating unit voltage at the stator winding terminal or collector bus; and
d. Breaker, circuit switchers, motor operated switches and other devices that can remotely or
automatically control the connection to the Alberta interconnected electric system, and does not
include manually operated air breaks;
2. Added new SCADA data points for a generating unit connected to the transmission system:
a. Ambient temperature for a gas turbine generating unit;

b. Remedial action scheme armed status, if applicable ;
c.

Remedial action scheme operated status on communications failure; if applicable ;

d. Remedial operated status on runback, if applicable ; and
2
e. Remedial action scheme operated status, if applicable ;
3. Removed the five (5) MW threshold for transmission connected generating units;
4. Relocated the SCADA requirements from the AESO’s Ancillary Services Technical Requirements
documents into proposed New ISO Rules Section 502.8;
5. Removed the requirement for a market participant to provide a communication block diagram to the
AESO and instead, the market participant will be required to indicate from the generic block diagrams
provided by the AESO, which block diagram represents the communication protocols for the facility;
6. Consolidated the SCADA requirements into a table format;
7. Proposed that proposed New ISO Rules Section 502.8 be applicable to market participants on a go
forward basis; and
8. Discussed the development of an Information Document for general information and diagrams to
support proposed New ISO Rules Section 502.8.
In summary, proposed New ISO Rules Section 502.8 will set out the existing SCADA requirements from
the SCADA Standard and the changes proposed above. Stakeholders are encouraged to provide
comments on the proposed New ISO Rules Section 502.8 when it is issued for consultation in August,
2012.

The SCADA Standard indicated that remedial action scheme data would be assessed on a “case by case basis”. In the proposed new ISO rules replacing the SCADA
Standard the AESO will be removing the “case by case” language and all units and facilities with a remedial action scheme will be required to provide t he remedial action
scheme data.
