particular;

Through an initiative of Magadan Provincial Government, Northern Mines Ltd is proud
to present the unique exploration potential of the Kolyma Region. For many years the
Kolyma Region has been the leading gold producing area in Russia and one of the
leading gold producers in the world. The majority of gold extracted was from alluvial
deposits while the mineral potential related to gold hardrock mineralization has
remained mainly untapped despite several world class deposits having been
discovered.
Apart from Kolyma there is huge exploration potential in other regions of the
Russian Far East. New projects are awaiting in Chukotka, Khabarovsk and Primorskiy
regions.
A number of leading exploration and mining companies realized the potential of the
Russian Far East prior to the end of the Russian soviet era.
This presentation is aimed at junior exploration companies experienced in the
opening up of new frontiers and focused on large discoveries.
During the presentation, the following topics will be discussed:




Exploration potential of Russian Far East in general and the Magadan
region in particular.
Current legislation and the way forward to establish operations in Russia.
Experience of foreign junior exploration companies in the Russian Far
East.
Information sources.
The most important issue is that this presentation will give you the
opportunity to meet Russian companies operating in the region, to have
face to face discussions with representatives of local government and gain
a better understanding of the business potential in the Russian Far East.

Mr. Nikolay Karpenko, First Deputy Governor of the Magadan Region, was born
in 1949 . Since 1977 his professional activity has been related to the Magadan Region.
Mr. Karpenko has a huge experience in administrative work. In 1993 he was
appointed as Administration Head of the Magadan Region. In 1997 and in 2001 he was
elected as Government Executive of Magadan.
From July 2004 to June 2005 Mr. Nikolay Karpenko hold executive posts in
Federal Executive Authority.
From July 2005 he works as First Deputy Governor of the Magadan Region.
Mr. Karpenko graduated from Novocherkassk Polytechnical Institute with degree in
industrial and civil construction . In 1995 graduated from Russian Academy of Public
Administration under the President of the Russian Federation with degree in economics
and management . He is PhD. in Economics, author of more than 20 scientific works
and publications.
In the position of First Deputy Governor of the Magadan Region Mr. Nikolay
Karpenko is in charge of directions development and priorities in industrial , scientific
and technical areas , external economic activity, enterprise and small business ,
antitrust policy and competition development, state business regulation,
including state regulation of tariffs for electric and thermal energy , custom services
regulation, government statistics, innovations.
The wide range of issues includes matters of one of the main area of Dr.
Karpenko’s expertise: subsurface usage, mineral resources protection , protection of
environment, mining, usage and replacement of the mineral raw material base, license
and investment policy , dispose of state subsoil fund (within authority of the Magadan
Region).
Dr. Nikolay Karpenko is Chairman of Board of Directors of Kolymsky gold and
silver refinery OJSC.

projects are also controlled by Nikolay Karpenko.
Dr. Nikolay Karpenko is awarded an Order of Peter the First and other
government decorations.

Mr. Andrey Rashin was born in 1968, Master in Laws. At the present
time holds a position of General Director of Northern Mines Ltd. It is a
Russian management company of Northern Gold Mines Ltd Holding, which
consolidates a few Far East companies, specialized in gold and silver mining,
research, exploration and other mineral resources mining.
The principal Holding’s asset is Juliette deposit, where now the active gold
extraction is carried out, besides, there are exploration operations in other
properties, located in the territory of Magadan and Primorsky regions.
Mr. Yuriy Radchenko was born in Almaty in 1952, Kazakhstan and
graduated as a geologist from the Kazakhstan Polytechnical Institute. From 1975
Mr. Radchenko worked with the Dukat Exploration Expedition, starting on the
Dukat gold-silver deposit and in 1991 was appointed head of the Dukatsky
Exploration Expedition where he was involved in prospecting, exploration and
assessment of the Julietta deposit and many other exploration programmes. In
1994 Mr. Radchenko assisted in the foundation of and management of the OAO
Dukatsky Mining Geological Company which completed the exploration of the
Julietta deposit and undertook other exploration activities in the Magadan Oblast
including a programme to study and develop the copper porphyry deposits in
north east Russia. In 1995 Mr. Radchenko founded the joint venture
Omsukchansky Mining Geological Company with Arian Resources Limited, a
company, subsequently acquired by Bema Gold Corporation, which developed the
Julietta gold mine. In July 1998 Mr. Radchenko was awarded the 'Order of
Honour' by the President of the Russian Federation for his contribution in the
development of the mineral law of the Magadan Oblast and also was awarded the
Diploma of 'Mineral Deposit Discoverer' of the Lunnoe gold and silver deposit.
One of the most important project starting in 2007 where Dukat Geologial
and Mining Company takes part it is development of Goltsovoye deposit . Ore
mining and processing enterprise is planning to be constructed with production is
about 260,000 tons of ore per year or 180 tons of silver, that is equal to 3 tons of
gold. Silver contain in Omsukchan ore is higher than in famouse mines of South
America.
Mr. Alex Mikhailov – Principal geologist of SRK Exploration Services
has more than 20 years professional experience as an exploration
Geologist in Russia and in numerous locations around the world. His
main area of expertise is regional grass-roots mineral exploration. Alex’s
key skill is the ability to assimilate and integrate different sources of
information into remote sensing, GIS and databases for exploration,
environmental and water resource studies. His extensive expertise in the
field of GIS and remote sensing have also allowed him to expand his area
of expertise to disaster relief planning and the creation of promotional
databases. Recently Alex has played a critical part in developing
important business links in the Former Soviet Union.
Alex holds a Masters degree from the Moscow Institute of Mineral
Exploration.
Corresponding member of Russian Academy of Science, Professor
N.A.Goryachev completed his Ph.D. thesis in 1985 and his Doctor
Science thesis in 2000. Since 1985 he has been working in the North
Eastern Interdisciplinary Scientific Research Institute Far East Branch
Russian Academy of Sciences, Magadan, occupying currently a position of
Director. Hi is head of geological department of North-East State
University in Magadan. His principal experience is geology of gold lode
geposits, metallogeny of gold, relationship between granitoid magmatism
and gold deposits. Publications include more than 100 papers both in
Russian and International Journals and Monographs. Field experience is
related to researches in North East Russia, Ural, Altay, Transbaikalia, Far
East Russia, Alaska (USA), Yukon (Canada), Finland. He is participate of
several grants of the Russian Foundation of Basic Research and Far East
Branch of RAS and was co-leader long-term international project
Tectonics and Metallogenesis Russian Far East, Alaska, western Canada
(Russia, USA, Canada). He is member of SGA, GSA and SEG. Nikolay
Goryachev was SEG Regional Vice-President Lecturer 2007. Hi is
Regional SEG Vice President on Northern Eurasia in 2009-2011.


