The event that might lead to an uncontrolled release of fuel would involve a
7
fuel truck leaving the road due to the presence of potholes and cobble sized
8
rocks. There have been no such incidents to date. However the condition of
9
the road is such that the risk exists and potential for injury to personnel and
10
environmental damage, with attendant high cleanup cost, is real.
