Item 1 – Chair’s Remarks
Mr. Don Gates welcomed the committee and reviewed the day’s agenda. Mr. Gates announced
that the annual customer survey has been distributed. He requested that stakeholders complete
the survey and return it as soon as practical.
Item 2 – EIPC Gas/Electric System Update
Mr. Mark Babula (ISO) provided an update regarding ongoing work for the EIPC Gas/Electric
study.
There were no questions from the committee on this topic.
Item 3 – October 2014 RSP Project List
Mr. Brent Oberlin (ISO) provided an overview of the October 2014 RSP Project List.
Q – Are these projects planned or proposed?
A – I believe the majority of the projects are proposed.
Q – Would you consider including the “year of need” as part of the Project List?
A – We will take that back but it could be difficult as it tied to the load forecast and each time the
load forecast changes, the year of need would shift as well.
Other minor clarifying questions were asked and responded to by Mr. Oberlin.
Item 4 – Sudbury 115 kV Reactors – Needs and Solutions
Mr. John McLaughlin (NU) provided an overview of the Sudbury 115 kV reactors – needs and
solutions.
Q - Why are we seeing the high voltages as part of operations versus in a needs assessment?
A – When we assessed the area during light load conditions, our light load assessment wasn’t
low enough. As such, the high voltage conditions weren’t showing up. However, they did occur
in real time operations.
Item 5 – Webster Street Tap Upgrade Project
Ms. Soma Soko (NEP) provided an overview of the Webster Street Tap Upgrade project.

Item 6 – Generator Interconnection Material Modification Process
Mr. Dave Forrest (ISO) provided an overview of the Generator Interconnection Material
Modification Process.
Mr. Forrest responded to several hypothetical questions regarding what would, or would not be
considered a materials modification to a generator project.
Item 7 - Review of Transmission Planning Assumptions and Methods – Wind Generation
Mr. Dave Forrest (ISO) provided an overview of the Transmission Planning Assumptions and
Methods pertaining to Wind Generation.
Q – Do you have a timeline or schedule when additional Planning Guide topics will be coming
to PAC?
A – We can develop a schedule for you.
Item 8 - New Line from Mystic to Chelsea and East Eagle Street 115/14kV (GIS) Station
#131 Project – Needs and Preferred Solution
Mr. Bill Walsh (NU) provided an overview of the New Line from Mystic to Chelsea and East
Eagle Street 115/14kV (GIS) Station #131 Project – Needs and Preferred Solution.
Q – Have you looked at energy efficiency or other aspects to mitigate the need for these
projects?
A – We have but the projected load growth in the area will exceed any benefit that energy
efficiency or other programs would give.
Q – Did you look at any projected development of the Suffolk Downs area and its impact on load
growth?
A – With the pending closing of the racetrack, we estimate that the load requirements will be
reduced. However, we do expect some development there in the future. But without specific
development plans, it is tough to estimate what the load need will be.
Q – Is there a specific report for this work?
A - The Greater Boston Study.
