ISO Rules Part 500 Facilities Division 502 Technical Requirements Section 502.7 Load Facility Technical Requirements External Consultation Draft Version 1.0 February 13, 2014 Applicability 1 Section 502.7 applies to: (a) the legal owner of an electric distribution system; (b) a person who has entered into an arrangement directly with the ISO for the provision of system access service under subsection 101(2) of the Act; (c) the legal owner of an industrial system that has been designated as such by the Commission; (d) the City of Medicine Hat; (e) the legal owner of a transmission facility; and (f) the ISO. 2 For the purposes of this section 502.7, a “legal owner of a load facility” will be defined as any of the entities described in subsections 1(a) through 1(d) above. Facility with Functional Specification Issued Prior to September 19, 2006 3(1) Subject to subsection 3(2), the provisions of this section 502.7 do not apply to the legal owner of a load facility or a legal owner of a transmission facility, as applicable, (a) that was built in accordance with a technical requirement or technical standard; or (b) with a functional specification; the ISO issued prior to September 19, 2006, but the load facility or transmission facility, as applicable, must remain in compliance with that technical requirement, technical standard or functional specification. (2) Notwithstanding subsection 3(1), the ISO may require a legal owner of a load facility or a legal owner of a transmission facility as of the effective date of this section 502.7 to comply with any specific or all of the provisions of this section 502.7, if the ISO determines that such compliance is necessary for the safe and reliable operation of the interconnected electric system. Facility with Functional Specification Referring to the Generation and Load Interconnection Standard 4 The legal owner of any existing load facility or transmission facility, for which the ISO issued a functional specification that referenced the Generation and Load Interconnection Standard, must ensure that the load facility or transmission facility, as applicable, continue to comply with the relevant provisions of the Generation and Load Interconnection Standard, notwithstanding section 1.5, which is included as Appendix 1 to this section 502.7. Functional Specification 5(1) The ISO must, in accordance and generally consistent with this section 502.7 and any other applicable ISO rules, issue a functional specification containing further details, work requirements and specifications for the design, construction and operation of a new load facility. Issued for Stakeholder Consultation: 2014-02-13 Page 1 of 5 ISO Rules Part 500 Facilities Division 502 Technical Requirements Section 502.7 Load Facility Technical Requirements (2) The functional specification referred to in subsection 5(1) must be generally consistent with the provisions of this section 502.7 and any other applicable ISO rules, but may contain material variances the ISO issues based upon its discrete analysis of any one (1) or more of the technical, economic, safety, operational and reliability requirements related to the specific connection project. Power Quality 6 The legal owner of a load facility or the legal owner of a transmission facility, as applicable, must design that load facility to meet the following requirements: (a) the induced voltage of the load facility as measured at the point of delivery must: (i) be in compliance with the specifications set out in the version of the International Electrotechnical Commission 61000-3-7, Electromagnetic compatibility (EMC) – Part 3-7: Limits - Assessment of emission limits for the connection of fluctuating installations to MV, HV and EHV power systems; and (ii) without limiting the generality of subsection 6(a)(i), be in compliance with the short and long term flicker limits as set out in the following Table 1: Table 1 Short and Long Term Flicker Limits Pst Plt < 25 kV 0.9 0.7 > 25 kV 0.8 0.6 where: Pst is the magnitude of the resulting short term flicker level for the considered aggregation of flicker sources (probabilistic value); Plt is the magnitude of the resulting long term flicker level for the considered aggregation of flicker sources (probabilistic value); (b) the load facility must be in compliance with the specifications set out in the IEEE Standard 519, Recommended Practices and Requirements for Harmonic Control in Electrical Power Systems – Section 11; (c) all measurements regarding subsection 6 must be at the point of delivery; (d) the transmission facility and load facility must not introduce any resonance into the transmission system, including self-excitation of induction machines, transformer ferroresonance, resonant effects of capacitor additions and the capacitance of the lines and cables of the transmission facility and load facility; (e) the load facility must not increase the phase-to-phase voltage unbalance of the transmission system by more than one percent (1.0%) as measured at the point of delivery; (f) the voltage unbalance percentage requirement referenced in subsection 6(e) must be based on normal operating conditions for ninety five percent (95%) of the time over any continuous seven (7) day measurement period, calculated in accordance with the following formula: Voltage Unbalance = 100 x deviation from average Average Grounding 7 The legal owner of a load facility must design the load facility to take into account that the transmission system operates as an effectively grounded system. Issued for Stakeholder Consultation: 2014-02-13 Page 2 of 5 ISO Rules Part 500 Facilities Division 502 Technical Requirements Section 502.7 Load Facility Technical Requirements Lightning and Other Surge Protection 8(1) The legal owner of a transmission facility must ensure that the transmission facility has surge protection for any associated substation equipment, and the conditions under which the surge protection must operate include: (a) lightning, including the average isokeraunic level for the load facility location; (b) switching surges; (c) neutral shifts; (d) electrical islands; and (e) temporary over-voltages. (2) The legal owner of a load facility must ensure that the surge protection for the load facility is compatible with the connecting transmission facility to ensure coordination of insulation levels. Load Facility Disconnection and Interrupting Devices 9(1) The legal owner of a load facility and the legal owner of the transmission facility to which the load facility is connected must ensure that there are circuit breakers and controls which electrically disconnect the load facility from the transmission system. (2) The legal owner of a load facility must design the circuit breakers for the load facility to account for the present and future fault current contributions from both the transmission system and the load facility. (3) The legal owner of a load facility is prohibited from using fuses at sixty (60) kV or higher. Isolating Devices 10 The legal owner of a load facility and the legal owner of the transmission facility to which the load facility is connected must ensure that the load facility has a minimum of one (1) isolation device that: (a) has manual operation capability at a point of isolation; (b) permits visual verification of electrical isolation and has the capability of being locked open with multiple locks; (c) is under the control of a single control authority as agreed to between the legal owner of the load facility and the legal owner of the transmission facility, and the control authority must be confirmed in a joint operating agreement; and (d) permits the installation of temporary safety grounding so that either side can be safely maintained when the other side is energized. Transmission System Transformer 11(1) The legal owner of a transmission facility must design and construct the transmission facility to provide for: (2) (a) a favourable circuit to block the transmission of harmonic currents; and (b) off load tap changers capable of a minimum of plus or minus five percent (±5%) voltage range in two point five percent (2.5%) increments. The ISO must approve of any on load tap changers for a transmission facility.
