EXPLANATORY NOTE
1.General.
This preliminary design is made for building Herbert Masing’s school 3rd floor classroom low-current
systems, school is located at Vanemuise Street 33, Tartu.
This project solves the following special systems:
• Automatic fire alarm system;
• security alarm system;
• telephone and computer network;
• TV network;
• General audio system;
1.1 General information of the building
Herbert Masing school has been renovated in 2005. This project deals with the classroom that is built on
the 3rd floor.
1.2 standard – technical documentation/ requirements
This project has been prepared based on the following documentation.

The design is guided by Minister of Home Affairs Regulation No. 80 (07th June 2002):
"Requirements for Fire signalisation systems," changes of the Minister of Home Affairs Regulation No.
79 (August 25 of 2003) and the changes of the regulation by Ministry of 26th April 2005.

Also is taken into account: contractor-, architectural- and client requirements for the building, the
building architectural solution, function of rooms, construction, indoor climate, design and furnishings;
mounting spaceof the firing.
Properties of the automatic fire alarm systems components must comply with the European standard.
The contractor who installs these systems (the contractor) must be qualified, have a corresponding
certificate and must use skilled labor.
Low-current contractor is responsible for ensuring that buildings are built in accordance with the
project, what is based on normative documents and instructions of installation. Contractor must verify
and ensure that his own and all his subcontractors installed equipment and materials are appropriate
and meet the Estonian safety and quality requirements, also it must have EU-certificate.
Equipment and materials requested in this design can be replaced only by the materials that have the
same technical parameters, but only by the written approval of the designer and the client.
Installation components, materials and appliances that are non-standard and do not comply with
standard documents, are forbidden to use in this project!
Changes that the contractor makes during construction must be coordinated by the contracting
authority and designers. If the contractor replaces equipment with other so that it leads to a change in
the project, the Contractor shall cover the related costs.
Non-adherence to the project and making modifications without coordinating with the project designer,
electrical and fire-based accidents are considered as a fault of the contractor.
Hidden work acts must be done when hidden works are taking place, these acts must be included in
operational documentation.
1.3 Cabling
Type of cables, number of lines and cross-sections, mounting and montage instructions are included to
layouts, schemes and material specification tables. Supply and installation of the cabling are included to
this contract.
Cabling is installed, depending to the usage of the rooms, -environmental conditions and -construction,
so that accidental damage to it is excluded.
Preferably, cables are installed as hidden. In facilities cables are installed on surface, inside of the plastic
protection pipes or cabling ladders.
Low- and strong-current power cables are installed on the cabling ladders so, that the gap between
them is minimally 100mm, or the ladders are isolated with plates so, that the low- and strong-current
cables are separated from one another.
The required separation inside the floor cabling channels and in the distribution boxes are achieved with
placing isolation between the cables. When using rigid or flexible cable protection pipes strong and lowcurrent cabling are always separated.
All cabling, including separate cables and groups, are installed parallel to the main axis of the building.
Free cabling are protected where needed (floor penetrations, wall penetrations, etc.) with strong steel,
or PVC- installation pipes ( according to wall type).
Transferring from one fireproof zone to another, penetrations must be sealed with good quality fire-,
gas-, and moisture proof silicone foam.
Installed cables and wiring are labeled on both ends with weather-resistant cabling marks, according to
the cable listings.
Type of cables, number of lines and cross-sections, mounting and montage instructions are included to
layouts, schemes and material specification tables. Supply and installation of the cabling are included to
the subcontract of the low-current systems .
2. AUTOMATIC FIRE SIGNALISATION
2.1 General
This project resolves the building of an automatic fire alarm system to the auditorium space on the 3rd
floor of the building.
AFS is designed to detect a fire starting in the covered area as early stage as possible and it would
instantly detect wich area is under alert, also it must detect all defects that threaten the work of this
system, giving a notice of failure.
Fire alarm system of this building is installed in an earlier construction phase. AFS has been resolved as
analog- adressed system, equipped with ESMI SystemSensor sensors.
Projected fire alarm system must be connected to an existing loop(04) on 3rd floor.
2.2 Equipment and Materials
2.2.1 CPU
CPU of the AFS is existing device ESA.
2.2.2 Sensors
The sensors have been chosen according to a specific size of the room, the intended use of the room,
surrounding environmental conditions and impacts. In order to detect a fire as early as possible, the
optical (O-) smoke detectors are used. ESMI, SystemSensor addressable smoke detectors must be used.
Sensors must be installed evenly to the space, also they must be installed onto the ceiling or as hanging
in ceratain height(according to documentation and requirements) Sensors must be placed not farther
than 2 meters of the forced ventilation systems. (horizontally).
Isolating modules or isolation basis for the sensors must be installed in accordance with the
manufacturers given number of sensors allowed thereafter. Also must take into account that the
number of isolators must meet the Minister of Home 07th June 2002. Decree no. 80 "Requirements for
fire-signalization systems".
2.2.3 Alarm Devices
Alarm device must be added into every designed space. These must be connected to the main loop of
the alarm system wiring on the 3rd floor.
2.2.4 Blockages and Alarm transmitting
Blockings of the ventilation system need to be specified during construction.
2.2.5 Cabling
AFS cabling must be installed securely and in concealed position, using copper wired (Cu)
double insulated and shielded cables, whose type of cables, number of lines and cross-sections,
mounting and montage instructions are included to AFS layouts, schemes and material specification
tables. All cables, which must function in more than one (1) minute after the fire detection (surveillance
loops to alarm joints; alarm circuits; leaders, 24 VDC power circuits;circuits of the re-reading panels,
etc..), must be able to withstand fire at least thirty (30) minutes. Also, all the connector boxes, where
fireproof cables are connected, must be made of fire-resistant materials (silicium). ATS-I cables and
wires shall be installed according to the standards of the normative documents and general instructions
for this project wich deals with the requirements of the cable routes. Installed cables and wires are
marked at both ends, with cable subscription, in accordance with the Contractors register. All the
connecting joints must be labeled as "Fire Alarm".
AFS devices and material nomenclature, quantity, and specific technical parameters are given in the
specification of this project. Installation of components is carried out in accordance to the layouts and
with the instructions of the devices.
Project includes: AFS full completeness and delivery, installation, technical drawings;
testing, coordination with the local representative of the fire department; controlling for exploitation
and training for personnel.
3.SIGNALIZATION
3.1 General
This project resolves the building of an automatic signalization system(ASS) to the auditorium space on
the 3rd floor of the building.
3.2 Devices and Materials
3.2.1 CPU
Existing signalization system is installed an earlier construction phase. CPU is Galaxy512.
3.2.2 System extensible module
The project uses 8 zonal extensible module, Galaxy RIO.
To the extensible module, PSU(12V, 2A, 7Ah battery) is added.
3.2.3 Magnetic Contacts
Auditorium doors must be equipped with a magnetic contacts to fix the position of the doors. Mainly are
used hidden magnetic contacts, or if magnetic contacts is not possible to install as hidden, surface
magnetic contacts are used.
3.2.4 Motion Sensors
AFS motion sensors must be installed permanently onto classroom space (see Figures). The sensors have
been chosen considering specific room size, intended use, a security risk, and the surrounding
environmental conditions and impacts. Detectors should be of high professional and reliable to
sabotage, also they must be selected and installed so that the possibility of occurrence of false alarms
will be minimal.
The exact installation sites of the sensors are seen on layouts. Following detectors are used in ASS:
- Passive infrared motion detectors (IR) - react to the heat emitting body (a person, animal, etc..)
movement of the given area.
3.2.5 Cabling
ASS cabling must be installed securely and in concealed position, using copper wiring (Cu) cables, whose
type of cables, number of lines and cross-sections, mounting and montage instructions are included to
ASS layouts, schemes and material specification tables
ASS devices and material nomenclature, quantity, and specific technical parameters are given in the
specification of this project. Installation of components is carried out in accordance to the layouts and
with the instructions of the devices.
Project includes: ASS full completeness and delivery, installation, technical drawings, testing,
coordination with the local representative of the security provider; controlling for exploitation and
training for personnel.
4. COMMUNICATIONS AND COMPUTER NETWORK
4.1 General
A data distribution system is built following a general cabling system principles, which must meet the
requirements of normative documents in current versions.
Telephone and computer network design must be guided by the following norms:
- EN 50173-1 (general requirement and the requirement for the offices);
- EN 50174-1 (Specification and quality assurance);
- EN 50174-2 (indoor installation);
- EN 50346 (inspection of cables installed).
The entire distribution network is resolved as opened cable network. Each connection functions
(Telephone / computer) are not constructively designed and is freely selectable.
Cabling must allow the following data rate of the computer communications network: 100/1000/10000
Mbps.
The existing equipment cabinet is located on 3rd floor, in cabinet 324.
4.2 Switchgear
The existing equipment cabinet is located on 3rd floor, in cabinet 324.
4.3 Connection sockets
The distribution network is built based on the principle of an open cable network. At the workplace
2xRJ45 U Cat5 / UTP connector is installed, the exact location and the type will be specified by the
Contractor before construction begins.
Wich of the fittings is RJ45 phone connection and wich is branch network, is based to the installation of
the connections in the distribution box.
4.4 Cabling
Data communication socket is connected to the nearest switchgear (3rd floor) with a separate cable (s).
Workplaces distribution network is installed with 4x2x0.5 cable U / UTP Cat5.
Cables must be labeled legibly at both ends as a project demands or as the contractor's own labeling
system.
The installed network components are equipped with cable tag. The network is tested and prepared for
the network connections. Markings must be durable and waterproof. Signs must be legible. Socket
indication markings must be visually acceptable.
5. TV- Network
Auditorium must have the TV network connector
Designed system allows you to view digital television channels with TV which have a built-in tuner for
DigiTV (used in Estonia) or a separate tuner for DigiTV
Television distribution system design is based on the following normatives:
5.1. Estonian Standard EVS-EN 50083:2002 "television, audio and interactive multimedia signals from
the cable distribution systems."
The distribution network is installed star-shaped, calibrated to 47 MHz ... 2150 MHz frequency range
(the so-called star-2000 network). As signal cables, low damping, 75. Wave-resistant coaxial cables are
used (internal installation cable-white shelled;).
The TV+R type sockets are used, according to specifications. Connector height is indicated in the layouts.
RG-6 cable must be used. TV-system distribution switch must be connected with 3rd floor TV-line
TV-system devices and material nomenclature, quantity, and specific technical parameters are given in
the specification of this project. Installation of components is carried out in accordance to the layouts
and with the instructions of the devices.
Project includes: TV-system completeness and delivery, installation, technical drawings;testing,
controlling for exploitation and training for personnel.
6 GENERAL AUDIO SYSTEM
6.1 General
General audio system must be extended to 3rd floor auditorium from 3rd floor audio distribution line.
6.2 Equipment and Materials
6.2.1 Audio center
Audio Center is located at 1st floor, guard quarters.
6.2.2 Speakers
Loudspeakers are mounted on a wall 2.4 meters above the floor.
6.2.4. Regulators
Volume controls must be mounted two meters above the floor.
6.2.5 Speaker cabling
Audio system cabling must be installed securely and in concealed position, using copper wiring (Cu)
cables, whose type of cables, number of lines and cross-sections, mounting and montage instructions
are included to ASS layouts, schemes and material specification tables
Speakers must be connected with 2x0,8mm,2x2x0,8mm cables. Speaker cables must meet the
conditions of the 100V. General audio system devices and material nomenclature, quantity, and specific
technical parameters are given in the specification of this project. Installation of components is carried
out in accordance to the layouts and with the instructions of the devices.
Project includes: General audio system completeness and delivery, installation, technical drawings,
testing, controlling for exploitation and training for personnel.
7. Exploitation and handover
7.1 Exploitation
After the installation works are carried out, technical control of the low-current installation is
conducted, to find out the built-in installation, and final documentations compliance with regulations
and documentation requirements for this project.
Exploitation of the installation consists of:
1st visual inspection of a installation;
2nd function tests of the installation;
3rd; checking the overhanded documentation
Exploitation control is carried out by the contractor, the customer / holder and the local National
Fire Safety Representative monitoring the requirements of the relevant standard documents.
Control of exploitation and handover management, timely submission of documents and in
communicating with the relevant authorities is the contractors assignment.
Acceptance act for the low-current installation is handed over to the client if all handover procedures
are corractly performed and there are no complaints for the contractor.
The moment of signing the act, the responsible for the installation is the customer / holder.
The Contractor shall provide to the Customer with "low-currant installation passport", wich must include
at least the following documents:
1st act for transfer and receipt of installation;
2nd certificate for the proper installation;
3rd technical inspection reports of the installation;
4th layouts of installations;
5th building security pass;
6th operation and maintenance manuals of the installation;
7th acts of covered works, along with technical drawings of the installations;
8th control measurement results of the installation.
8. Maintenance
Owner / holder of the installation must provide initial and continued compliance of the low-current
installation with the requirements of normative documents. The system should be used to comply with
all relevant requirements of normative documents and user manuals.
To ensure low-current installation sound and uninterrupted functioning, it should be checked regularly
and maintained, on the basis of normative documents, and system requirements.
Installation rebuilding, upgrading, inspection, maintenance and repairs may be made only by a
competent operator. Repairing and building these devices on your own is forbidden!
If any deviation or malfunction occurs, it must be informed immediately by low-current installations
handyman or contractor. To AFS diary all fire-alarm announcements (both real and the fail messages),
faults, tests,loose connections inspections, maintenance and repairs must be recorded by date.
