October 30, 2010 RE: Participation in the Hardest-Hit Fund Program in Florida To Whom It May Concern: Fannie Mae and Freddie Mac announced on October 29, 2010 the required participation in the Hardest Hit Fund Programs for all servicers of their loans. Those directives are attached. Florida Housing Finance Corporation (FHFC) has assembled the attached package of information to assist you with registering with the State of Florida as a Participating Servicer. Florida has been allocated over $1 billion dollars for this program. Florida aims to help approximately 24,000 Floridians avoid foreclosure by launching the following programs: Mortgage Loan Reinstatement Payment Program – Provides a payment to bring delinquent mortgages current; Unemployment Mortgage Assistance Program – Provides up to 18 months assistance with mortgage payments. As a servicer of mortgage loans in Florida, your participation is critical to the success of this program. We encourage your company’s active participation in Hardest Hit Funds. The enclosed materials provide the information your company needs to participate as well as the information FHFC needs to confirm your company’s participation. Participation includes: Allowing funds to flow to your company from FHFC on behalf of eligible borrowers; Providing a point of contact within your institution for FHFC staff; Assisting FHFC with any reporting requirements that Treasury might require; Receiving secure, electronic documents from FHFC through a secure data transmission; and Acting in accordance with any and all applicable laws that may govern the use of the funds that are being given by Treasury. We have enclosed the following documents to help your company sign-up to participate in and learn more about Hardest Hit Fund: Fannie Mae Lender LetterLL-2010-12 Freddie Mac Bulletin 2010-25 Servicer Participation Agreement Program term sheets that provide details about each Hardest Hit Fund program; ACH application for your company to receive funds from FHFC on behalf of eligible borrowers; Contact form to provide a dedicated primary and secondary contact and to designate your preferred method of data transmission. A successful program in Florida will enable more homeowners to remain in their homes and lenders to maintain their current portfolios.
