The underlying social standard 5 The AVE sector model is linked to the SA 8000 standard (I) • Combining the joint declaration „AVE -acting worldwide in a socially responsible manner“ with SA 8000 standard, but • making SA 8000 practicable through 2 development stages 1st stage obligatory: Social minimum requirements (part B of questionnaire), with pragmatic social management system and documentation requirements reasonable for all business sizes Responsibility of main suppliers initially only for social performance of their sub-contractors (not the entire value-added chain) Payment of the statutory minimum wage or normal industry wage if this is higher than the statutory minimum wage 6 The AVE sector model is linked to the SA 8000 standard • (II) Making SA 8000 practicable through 2 development stages 2nd stage on a voluntary basis but encouragement of suppliers by participating trading companies: „Full scope SA 8000“ (part C of the questionnaire), in particular Social management systems and documentation obligations including communication obligations Responsibility of the main suppliers for the entire value-added chain including social performance of own suppliers, sub-suppliers, subcontractors and home workers Living wage Support from SAI*, New York * Social Accountability International 7 3. Procedures and instruments 8 The AVE sector model combines audits at the suppliers with training/controlling measures for the suppliers (I) • Audits solely by SAI-accredited companies commissioned by the main suppliers or by the participating trading companies for the main suppliers only on the basis of the AVE questionnaire generally at the expense of the main suppliers must comply in all respects with AVE‘s quality and procedural specifications including SAI accreditation regulations The audits with their 2 corrective action plans (questionnaire part B „Minimum Requirements“ and part C „Full Scope SA 8000“) give information on the performance of the main suppliers 9 The AVE sector model combines audits at the suppliers with training/controlling measures for the suppliers (II) • Training/controlling measures by trading companies themselves, service providers of the trading companies and/or „Gesellschaft für technische Zusammenarbeit“ (GTZ) in the import markets on the basis of the 2 audit corrective action plans (questionnaire part B „Minimum Requirements“ and part C „SA 8000 Full Scope“) according to uniform procedures Development of an AVE information system to ensure coordination of audits and training measures 10 Process chain AVE sector model (I) 1 Awarding of audit contract • • to SAI-accredited audit companies by participating trading company or main supplier 2 Notification on audit contract and intended start of audit 3 Audit implementation • on the basis of uniform AVE questionnaire • according to the quality and procedural specifications of AVE including SAI accreditation regulations • to AVE info system • to participating trading company if it did not award the contract itself • by SAI-accredited audit companies/main suppliers • by participating trading company if it awarded contract itself • at main suppliers • solely by SAI-accredited audit companies Formula: „Audit contract awarded to xyz audit company on ....., audit start on ...... • generally at the expense of the main suppliers • 11 Process chain AVE sector model (II) 4 Preparation of audit reports incl. corrective action plans • Corrective action plan part B of questionnaire „Minimum Requirements“ • Corrective action plan Part C of questionnaire „Full Scope SA 8000“ • by SAI-accredited audit companies and main suppliers 5 Audit reports incl. corrective action plans sent to participating trading company • by main suppliers 12 6 Coaching/controlling of main suppliers and (sub-contractors) on basis of the audit reports, esp. of the corrective action plans part B and (as far as the main supplier wants to) part C of questionnaire • by participating trading company and/or service provider • by GTZ with local structures (have to be built up in most of the import markets) • according to uniform procedures • generally at the expense of the participating trading companies Process chain AVE sector model (III) 7 Notification of supplier status to AVE info system • • by participating trading company 8 9 Review of implementation of corrective action plans • Formula: „in training procedure“ In the case of main suppliers which are not SA 8000 certifiable or not willing to be certified under re-audits; yardstick: Implementation of correction plan part B of questionnaire • In the case of main suppliers which are certifiable and willing to be certified under an SA 8000 certification audit on basis of corrective action plans parts B + C of questionnaire • by SAI-accredited audit companies • generally on the expense of main suppliers 13 Re-audit report or SA 8000 certificate (copy) sent to participating trading company • by the main supplier Process chain AVE sector model (IV) 10 Notification of supplier status to AVE info system • • • by participating trading company Formula: „Training procedure completed and re-audit(s) carried out on ....“ or Formula: „SA 8000 certificate valid to ...“ For main suppliers which are not SA 8000-certified every 3 years repeat of the procedure beginning with 1 For SA 8000-certified main suppliers, monitoring of maintenance of certificate • by participating trading company with notification to the AVE info system 14 ....
