CONTEXT
The Provincial Electrical & ITS Engineering department provides expert Electrical and ITS (Intelligent
Transportation Systems) Engineering Services to HQ, Region, District and Major Projects, as well as ITS
Operation support for maintaining and operating ITS devices provincially. The ITS Engineering Section
develops and maintains provincial transportation ITS standards, and coordinates design and installation of
traffic sensors, cameras, fibre-optics, Dynamic Message Signs (DMS) and Intelligent Transportation Systems
(ITS).
JOB OVERVIEW
The position will be responsible for identifying, and supervising the development and implementation of
Intelligent Transportation System (ITS) standards that govern the design, installation, operation of Intelligent
Transportation Systems. The position provides expert advice and services to the Province, Regions, Public
Agencies regarding all Intelligent Transportation Systems infrastructure and fibre-optic communication. This
position must stay informed and current of the most recent developments in this professional field to ensure
effective and efficient service delivery. The position requires the individual to be technically proficient, selflearning and have excellent communication skills.
ACCOUNTABILITIES

Manages the development and maintenance of ITS standards, for the provincial highway infrastructure
and provides related technical support to Headquarters and Regional electrical, traffic and design
engineering personnel;

Manages ITS projects for the planning, development, design, and installation of ITS equipment and
systems in strategic locations throughout the Province where public safety and efficient traffic
movement are of primary concern, covering planning, design, procurement, financial control and
construction, to commissioning, analyzing operational and efficiencies benefits, electrical maintenance
training needs and concept acceptance;

Directs and evaluates the work of engineering consultants contracted to undertake ITS planning,
design, procuring equipment, systems integration and deployment, construction supervision,
commissioning, standards, training and quality assurance assignments;

Investigates ITS system related problems to assess their causes and consequences and prepares
recommendations for their resolution;

Participates in the design and research of special projects as the Ministry ITS expert in a team concept;

Updates and maintains Ministry expertise on both current and emerging ITS technology;

Documenting equipment installations in AutoCAD.

Record keeping of system documents and change tracking; and

Performs other duties such as preparing financial and operations reporting and providing general and
technical information on procedures and standards to other Ministries, local jurisdictions and other
outside organizations and providing technical expertise and support to Electrical Engineering staff in
traffic control system theory and practice.
Optional:

Performing other duties such as evaluating the work of technical contractors and consultants.

Determining specific equipment performance needs and recommending selections.
JOB REQUIREMENTS
Education and Experience: (resumes will be screened on these essential minimum education and experience
requirements)

Bachelor’s degree in Electrical Engineering plus a minimum of four years of varied ITS and
transportation related experience. An equivalent combination of education and experience may also
be considered.

Registration or eligible for registration with the Association of Professional Engineers and Geoscientists
of BC.

Experience working with the following:
o Telecommunications including fibre-optics;
o Electrical power distribution systems;
o Industry grade electronics and control systems;
o Programmable Logic Controller (PLC);
o Cctv systems;
o Intelligent Transportation systems.
Preference may be given to applicants with experience with any of the following: (applicants that screen in
on the above essential criteria may be further screened on any of the following preferences)

IMSA Traffic Signal certification;

Highway lighting and photometry;

Information systems technology;
Knowledge/Skills/Abilities: (those that screen in may be assessed on their knowledge, skills, abilities and
competencies)

Considerable knowledge of recent developments in Intelligent Transportation Systems;

Working knowledge of highway electrical engineering principles and practices;

Working knowledge of the Canadian Electrical Code;

Working knowledge of vehicle detection systems, cctv systems, industrial control systems,

Good knowledge of electronics and maintenance requirements.

Good knowledge of computer architecture, hardware, operating systems and network applications.

Working knowledge of Assembler Language, PLC Programming and other high-level languages.

Ability to establish and maintain effective working relations and communicate clearly and concisely,
both verbally and in writing, with colleagues, contractors, Ministry officials, the public and other
agencies.

Moderate coordination and dexterity required for driving to monitor and inspect field operations and
to perform complex equipment repairs, adjustments, and maintenance on site.

Skills and abilities in meeting, working with, and negotiation with various stakeholders and consultants.

Ability to use Microsoft Office products for word processing, spreadsheets, presentations, and other
electronic applications.

Excellent oral and written communications skills.
Provisos:

Valid Class 5 Motor Vehicle License.

Ability and willingness to travel throughout the Province.

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting
carefully to understand the specific security screening requirements pertaining to the position).
