MISSIONS AND STRUCTURE OF THE ROMANIAN ACADEMY
The Romanian Academy is an institution of public and national interest meant to
conduct research in the fundamental fields of science and culture, of higher professional
training, with legal personality and independent in its activities of any kind. These missions
are reflected by the following main tasks:

The Romanian Academy is Romania’s highest national forum of scientific and cultural
consecration as it has received among its members the most outstanding personalities in
the field os science and culture.
The Romanian Academy is a high forum in fundamental scientific research owing to the
activity in its sections, branches and in the system of its own research institutes.
The Romanian Academy trains young researchers by means of doctoral degree and post
doctoral studies.
The Romanian Academy has the function of thesaurisation/ information/ documentation/
publication by means of the activity of the research support-institutions of the Romanian
Academy – The Library of the Romanian Academy and the Publishing House of the
Romanian Academy.
The Romanian Academy is an active participant in Romanian society life by debates,
taking attitudes and advising in point of problems of high scientific, national and
international interest.
The Romanian Academy is a partner in the collaboration with other academies, and in the
collaboration in international programmes and projects.
The Romanian Academy is organized and operates according to Law no.752/2001.
The Romanian Academy is organized in specialized sections and has branches in Cluj
Napoca, Iaşi and Timişoara. The scientific activity of the Romanian Academy is carried out in
the specialized sections, research institutes and centres and by means of national committees,
commissions and advisory working groups made up of members of the Romanian Academy
and other personalities in the field of science and culture.

The fundamental research system of the Romanian Academy includes 47 research
institutes with legal personality, 11 units subordinated to a branch and 8 units subordinated to
a larger institute.
Romanian Academy mainly promotes fundamental research without excluding
applicative research. The research institutes and centres of the Romanian Academy vary
considerably in point of number of researchers from 220 certified researchers (National
Institute of Economic Research) to only 5 researchers (Institute for the History of Religions).
In the year 2013 the number of certified researchers is 1869 and of PhD holders is 1576.
DOCTOR’S DEGREE IN THE ROMANIAN ACADEMY
In the Romanian Academy the doctoral studies are organized according to the
provisions of the Law of national education and Law no.752/2001 on the organization and
operation of the Romanian Academy, to which later completions and modifications are
addedd.
In the Romanian Academy the institution organizing the doctoral studies (IOSUD) is
the School of Advanced Studies of the Romanian Academy (SCOSAAR). The doctoral
studies are organized on the basis of SCOSAAR Regulations, approved by the Presidium and
General Assembly of the Romanian Academy.
The fundamental objective in organizing the doctoral studies in SCOSAAR is to train
highly qualified specialists for academic scientific research, for tertiary education and for
fields of didactic activity in universities as well as in management and administration.
SCOSAAAR structure is presented in Figure 1. The SCOSAAR president is a vice-president
of the Romanian Academy, nominated by the Romanian Academy President’ resolution. In
the period 2010-2014, the nominated president in this function is Prof. Ionel Valentin Vlad.

In the present academic year, in SCOSAAR 923 PhD students are being trained out of
which about half are from the research system of the Romanian Academy. Every year about
130 students get their doctoral degree in this Doctoral School.
