CONTEXT
The Natural Resource Sector (NRS) is a key driver of economic activity and employment in the Province. In
order to meet the objectives of the BC Jobs Plan and other government priorities the NRS requires the
capability to act as an integrated manager of the province’s natural resources and to make timely, durable
natural resource decisions that appropriately balance social, economic and environmental objectives. Through
a significant investment in Transformation the NRS will fundamentally transform the way government services
are delivered, the way in which natural resources are managed, and the way in which authorization decisions
are made. This will be enabled by integrating technology, harmonizing legislation, streamlining business
processes, and supporting workforce transformation.
This multi-year transformation is overseen by various committees of Deputy Ministers and Assistant Deputy
Ministers from across government and once implemented the NRS Transformation will support the business,
regulatory, technology and workforce integration across NRS programs and services for more than 5,500
government employees around the province.
NRS Transformation operates in a multi-faceted environment with multiple, diverse stakeholders including the
participating ministries, the public, First Nations, clients and proponents, decision makers and other Provincial
and Federal government agencies.
JOB OVERVIEW
To lead and direct the development, implementation, operation and evaluation of a project management office
for a major business transformation initiative that involves overseeing sub-projects and/or multiple delivery
components. Projects are taken from original concept through final completion.
Reporting to the Executive Lead, Transformation Portfolio Office, the Program Director, Project Management
Office is accountable for the overall portfolio-wide project management needs of the Natural Resource
Permitting Project (NRPP) initiative. The role guides the implementation of various project governance
components, integrated plan, quality management, and monitors compliance and effectiveness.
The role supports the NRS Transformation Secretariat (NRTS) Leadership Team and participates in human
resource decisions around hiring, recognition and leave management, and re-organizations.

ACCOUNTABILITIES
Required:

Leads a project team to deliver major projects that involve overseeing sub-projects and/or multiple
delivery components (e.g., Scope management and change control; Risk, issue, action, and decision
management; Planning and schedule management; Dependency management; Financial forecasting;
Monitoring and reporting; Benefits and outcome management; Leadership and governance;
Integration management; Quality management) in accordance with project management standards.

Develops and determines project goals, objectives, and outcomes to align with the direction of the
NRPP Initiative.

Leads Architecture and Standards Assurance work streams.

Supervises staff including assignment of work, development and evaluation of performance plans,
approval of leave, response to grievances and initiation of discipline processes.

Provides advice to the Deputy Minister, Ministry Executive, senior government officials on project
status, issues, risks and mitigation strategies.

Oversees implementation of project governance models, control and quality assurance, and
monitoring of compliance / effectiveness.

Oversees management activities of strategic, multi-dimensional interdependencies between
transformation and other significant NRS programs/projects.

Oversees management and mitigation activities for portfolio-level (or escalated) issues and risks.

Determines the appropriate resourcing levels (e.g., staff, contractors, budget) to deliver the project;
Ensures that there is efficient allocation of common resources and skills within the portfolio.

Develops and maintains partnerships with internal and external stakeholders to achieve the
operational mandate.

Establishes and approves changes to business structure and operations to ensure project goals meet
the needs of the project.

Manages the financial resources for the Project Management Office.

Reviews and approves project evaluation and post-implementation reviews, including implementation
of any required business changes.
JOB REQUIREMENTS
 Degree in business administration or public administration, or other relevant, equivalent combination
of education and related experience may be considered.

Must be qualified to complete the Project Management Professional Designation within 6 months of
commencement.

Extensive (5 or more years) experience at a Leadership level leading major projects of large scale and
complexity that have multiple project delivery components.

Considerable current experience in in business planning, contract management, financial management,
and negotiations, and business and system architecture.

A minimum of two (2) years’ experience establishing collaborative relationships with executives and
leading organizational change associated with implementation.

A minimum of two (2) years’ experience leading and coaching multi-disciplinary senior level
professionals and/or managers in the development and implementation of complex projects.

Knowledge of project management principles.

Knowledge of procurement and resource and financial management.

Good problem-solving, organizational, communication and leadership skills.

Excellent written and oral communication skills.

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting
carefully to understand the specific security screening requirements pertaining to the position).
