Sections 1-3 should not exceed four A4 sides of paper.) SECTION 1: BASIC PROJECT INFORMATION Q 1.1 Where will the project be implemented (National, Province, District)? The project will be implemented in four sectors namely Gishamvu, Karama, Huye and Maraba Sectors. Q 1.2 Why is the project needed at this time, and why is funding being sought from FONERWA (clearly state justification)? Huye district is one of the districts in which Ibisi bya Huye Forest passes through and the majority of the local community residing around it are poor and depend on it. It is exploited through charcoal making, timber making, beekeeping, looking for medicinal plants and handicraft products. However the activities said above lead to forest degradation. Ibisi bya Huye forest is locating In the western part of the District with high undulating mountains including the famous Huye mountain is incorporated in ibisi forest chain, it covers 1874 ha within four sectors such as Gishamvu, Karama, Huye and Maraba with the following cells namely Nyumba, Nyakibanda, Ryakibogo; Kibingo, Buhoro, Bunazi, Muhembe, Gahororo; Sovu, Nyakagezi, Muyogoro; Shyembe, Shanga, Kabuye and Buremera respectively. This forest is the origin of many water catchments and small rivers which flows to Mwogo river in Maraba side (Huye DDP 2013-2018) and Migina which is a tributary of Akanyaru river (Huye DDP 2013-2018) However, Ibisi bya Huye Forest is facing a problem of ecosystem degradation due to soil FONERWA designed for FMT financed by Reporting | 4 Project Profile Document erosion and inappropriate conservation activities leading to reduced soil productivity. This was noticed in the sediments deposition in Mwogo, Kadahokwa and Migina water body which flows to Nyabarongo and Akanyaru respectively resulting into river siltation and as shown by EICV3, 2010- 2011, and a high number of population depend on biomass energy in Huye district because above 95% of population use energy from biomass by charcoal making and wood is the main source of energy for 99 % of the population, which leads to a massive deforestation. In addition to that excessive deforestation, the western part of the District is a high undulating mountains including the famous Huye Mountain with an altitude of more than 2000m. Huye District is characterized by sub equatorial temperate climate with an average temperature fluctuating around the 20°C and an average annual rainfall is 1160 mm ( Huye DDP 2013-2018). All of these issues are aggravated by lack of anti – erosion infrastructures (Terraces) and lack of soil retention vegetation which lead to severe rill, gully (Ravine) and stream bank erosion resulting in sedimentation of Mwogo and Migina rivers. Because of deforestation (which is a serious problem in ibisi bya Huye forest) caused by local community. The poverty of local community facilitates the searching of charcoal, timber harvesting, medicinal plants and beekeeping. However the flooding and landslides which are accelerated by lack of soil retention vegetation in the forest (Huye DDP 2013-2018). If this problem of ecosystem degradation due to the deforestation is reduced, the Ibisi bya Huye forest will be used sustainably to provide better livelihoods for the communities living in those areas. Huye will receive tourists coming in ibisi forest for culture value and tourism income is valuable and need to be promoted through environment protection measures like this project. Funding is being sought from FONERWA because the project objectives are very much in line with the purpose of FONERWA, including supporting sustainable management of FONERWA designed for FMT financed by Reporting | 5 Project Profile Document natural resources. In addition, Huye District has identified this problem of deforestation and soil erosion as one which causes the Ravines formation, rivers siltation linked to Nyabarongo and Akanyaru and loss of culture values affecting the local communities and takes it into account in its DDP and district around the forest measures (Huye, Nyamagabe and Nyaruguru) as a real issue to tackle but budget limit is the barrier. Q 1.3 What specific change is the project intended to achieve (clearly state specific objectives and expected results, and choose at least one indicator from FONERWA’s M&E framework that will be improved as a result of the project)? The overall objective of the project is to to protect Ibisi bya Huye forest mountains, to prevent soil erosion and to improve the water quality sources as the origin of many small rivers flow to Mwogo and Migina rivers. This objective leads to climate change in line with Huye DDP 2013-2018, ENR Sector strategy and EDPRS 2. The specific objectives: Objective 1: Soil erosion reduction in cells bordering IBHF (Ibisi bya Huye Forest) through progressive terraces development on 3600ha and agroforestry trees plantation in the area where all those terraces are being developed. The expected results: The population around the forest will obtain easily the firewood, charcoal and timber without entering the forest. Beside this the developed progressive terraces will contribute to the retention of fertile topsoil on hillside while the nitrogen fixing agroforestry trees (like CEDRELLA CERRATA) will help to increase soil fertility and their foliage will be an additional value as a fertiliser of that soil. All of these will result in increased agriculture productivity to use efficiently the arable soil available while avoiding environment degradation. Indicator 1: Number of ha of progressives terraces developed FONERWA designed for FMT financed by Reporting | 6 Project Profile Document Indicator 2: Number of ha of agroforestry trees planted Objective 2: Cooking stoves construction. The expected result: this project will promote Conservation and protection of IBHF under use of few firewood from their own agro-forest trees and this will read local community to consider the forest as their own. Livelihoods will be diversified through rational exploitation of agroforestry trees by harvesting timber, charcoal making, and firewood. Indicator: Number of households with new constructed cooking stoves. Objective 3: Ravines rehabilitation Expected results: The Ravines formed from erosion from the forest will be rehabilitated under bamboos plantation, so this will serve in water purification will local community will harvest them for handcraft purposes. The methodology and approach to be used in this project to achieve the specific objectives are the community approach combined with GoR tendering methods complying to the Law. The overall objective of the project is to protect Ibisi bya Huye forest mountains, to prevent soil erosion and to improve the water quality sources as the origin of many small rivers flow to Mwogo and Migina rivers by developing progressive terraces, planting agroforestry trees in land where progressive terraces are being developed and to rehabilitate by planting bamboos along the ravines surface for better filtration of water flow in order to reduce water siltation while avoiding the water level drop in linked rivers. The project will also allow the FONERWA designed for FMT financed by Reporting | 8 Project Profile Document creation of green jobs to reduce the vulnerability of the beneficiaries to climate change in line with Huye District Development Plan 2013-2018, and Rwanda green growth Strategy. To achieve specific objectives, the following activities will be used: 1. The project will look to engage local community especially the youth, environmental committees and environmental cooperatives in the implementation of the project. The community will be trained on the forest protection to avoid deforestation, and better soil erosion control practices will be highlighted along with their benefits such as increased soil productivity, reduced crop destruction and other socio-economic benefits of soil erosion control techniques. 2. In order to increase the agroforestry technique, progressive terraces will be developed and agroforestry trees will be planted where those terraces will be developed. For sustainability, the community approach combined with tender procedures will be favoured to increase economic income of the local population while promoting their adaptive capacity to get firewood, timber product, charcoal, animal food and by preventing soil erosion problems even siltation of rivers. 3. In order to ensure the sustainable maintenance of anti – erosion infrastructures maintenance (terraces and agroforestry trees), land owners where terraces and agroforestry trees were developed, will be trained on environmental conservation strategies and they will be made accountable for its supervision as they will benefit from it. This will increase public ownership as some community representatives will be invited in the steering committee as permanent members. 4. In order to rehabilitate the ravines, there will be plantation of bamboos and to reinforce its filtration capacity. In fact the rehabilitated ravines will be in line of mitigating human accident while promoting handcraft activities to be sold to tourists coming visiting the cultures values such as ibisi bya Nyagakecuru when the forest FONERWA designed for FMT financed by Reporting | 9 Project Profile Document protection is enhanced. 5. In order to minimise firewood used by local community the cooking stoves will be installed in all households of cells in touch with the forest said above. They will use in cooking the agro-forest trees planted in their own farmland. The indicator related to improved livelihoods will be measured by the number of green jobs created and the number of employees upgraded within the UBUDEHE categories. The UBUDEHE category refers to the categorization of people based on their level of living standards, there are 6 categories and the poverty increases in the descending order (the poorest are in the 1st category while the richest are in the 6th). 6. In order to better management of the project, there will be a design of a monitoring and evaluation framework plan and risk management plan based on the stated indicators of the objectives in Q.1.3. And the project will be managed by hired staff experienced in natural resources management field that will be focusing only on the project. 7. There will formation of a steering committee which has always been proven to be effective in carrying out the monitoring and evaluation to ensure the project effectiveness. 8. In order to ensure the impact of the project to local people and natural resources (water, soil and forest), a baseline survey will be conducted at the beginning of the project and the results obtained will be compared with results measured at the end of the project (for example: The area deforested survey will be compared with the one measured at the end of the project) to know how well has the project achieved its objectives. Q 1.6 Who will be carrying out the project activities (if submitting in partnership with others, describe which member will undertake which work)? FONERWA designed for FMT financed by Reporting | 10 Project Profile Document Huye District will be leading and Undertaking project Implementation, drawing an expertise from other institutions if necessary. There will be a project coordinator and three technical specialists. One technician will be in charge of progressive terraces development activities and make sure if they are technically and scientifically sound. The second technician will be in charge of ravines rehabilitation activities and trees plantation; he will focus on recommended species and maintenance of agroforestry trees. The third will be in charge of cooking stoves construction, mobilisation of local community on cooking stoves importance and training of local communities on their maintenance. Finally, the activities will be done in close cooperation with Gishamvu, Karama, Huye and Maraba sectors executive secretaries. The project coordinator will supervise and compile reports of all the project’s activities and ensure good collaboration of all stakeholders and effectiveness of project activities to meet the overall objective. Q 1.7 What is the experience of the team that will be carrying out the project activities (briefly explain project management experience and technical expertise)? 1. District staff has the relevant project administration, coordination and technical capability to undertake this kind of project. They have huge experience in managing annual budget fund over 1 billion Rwandan francs allocated to similar activities, therefore there is no doubt the project fund will be well managed. 2. The project coordinator and the 3 technical specialists to be recruited must have skills in land management, general agriculture, energy and forest and ecosystem conservation or environment management. APROJUMAP as Non-Governmental Organisation will support Huye District in the project coordination and has experience of working in environmental conservation related activities such as progressive terracing development and agroforestry trees plantation. Q 1.8 How will monitoring and evaluation of the project be undertaken? The monitoring and Evaluation (M&E) of the project will be carried out by the steering committee composed of the main stakeholders to be identified at the PD development stage and the local government authorities. It will be based on the logical framework and on an output - outcome - impact pathway model developed with stakeholders. M&E activities will take place at different stages of the project implementation namely on a daily basis (by the project staff and partners), 6 months, Mid-term M&E and final evaluation of the project depending on FONERWA procedures. The reporting process will be the source of data to be evaluated. It is the M&E process which enables the adaptive feedback management strategy. The Logical Framework Matrix of the proposal document will provide performance and outcome indicators of the project implementation along with their corresponding means of verification. These will form the basis on which the project’s M&E system and action plan will be built. The baseline information collected at the start of the project will give additional indicators to that indicated in the log frame of this project. The GIS tool will be used to monitor physical inputs in place such as area of terraces developed, trees planted or ravines rehabilitated. SECTION 2: SATISFACTION OF ELIGIBILITY CRITERIA Q 2.1 Eligibility Criteria 2: How will the benefits of the project be sustained after FONERWA funding comes to an end? The activities undertaken during the project duration will put in place trees and land resources management practices that will provide benefits for many years to come. Involvement of the local community, which will gain from the capacity building about the project’s activities importance, will allow for maintenance and supervision measures. FONERWA designed for FMT financed by Reporting | 12 Project Profile Document The project implementation design will be made in a way to increase stakeholders ownership especially the local community who will benefit directly from jobs created, tourism attraction income, sustainable harvesting of bamboos and sustainable forest management under this promotion of cooking stoves. The reason why even the supervision of planted trees and developed terraces will be given to the community representative to increase not only their ownership but also their accountability to the project implemented activities. And when the benefits of the project such as reduction of deforestation, availability of firewood, charcoals, timber and increased soil productivity will be clearly demonstrated through regular reports, then the local community will not only own the project but will sensitize to neighbouring communities on different forest management techniques and by changing their awareness toward forest conservation. Q 2.2 Eligibility Criteria 3: How will you ensure good value for money (VfM) in your proposed project, and how will the results be measured (refer to the VfM guidelines and briefly describe how you will use the VfM framework approaches to demonstrate, measure and assess VfM under the categories: Economy, Efficiency and Effectiveness)? The value for money will be ensured as project is intended to determine and implement priority climate change adaptation activities in ibisi bya Huye forest in order to build the awareness and adaptive capacity of the communities and protect forest. a).ECONOMY Inputs will be procured using the Rwandan Government Procurement Procedures as outlined below: i. A procurement plan will be prepared using government procedures. ii. The invitation to tender will be published for 30 days, iii.The tenders will be opened in a meeting with all the applicants and the Tender Committee, FONERWA designed for FMT financed by Reporting | 13 Project Profile Document v. The tender committee will evaluate the bids and recommends the successful bidder vi.The provisional result will be communicated to all the applicants, vii. The applicants will have 7 days to appeal the decision, and then a final notification will be sent to all the applicants; viii. If a guarantee is required, the successful bidder will have 15 days to secure it, ix. Then the Contract negotiation and signing follows. Various procurement procedures will be applied depending on the nature of the tender. b) EFFICIENCY The overall objective of the project is to the project is to enhance the protection of Ibisi bya Huye forest mountains, to prevent soil erosion and to improve the water quality sources as the origin of many small rivers flow to Mwogo and Migina rivers by developing progressive terraces, planting agroforestry trees in land where progressive terraces are being developed, installation of cooking stoves among all community residing around the forest and to rehabilitate by planting bamboos along the ravines surface for better filtration of water flow in order to reduce water siltation while avoiding the water level drop in linked rivers. The project aims to protect ibisi bya Huye forest, increase soil productivity, to contribute to the water quality poured in Mwogo and Migina rivers to contribute to Akanyaru and Nyabarongo water quality without forgetting that this reduced siltation for benefit of the hydropower plant built on Nyabarongo river. The right inputs to produce the high quality of the outputs will be procured. The project management team will ensure that those inputs are processed efficiently to generate the desired outputs. With the help of a well planned M&E framework and risk management plan to be developed at the PD development stage, the inputs will be enabled to a produce the expected outputs. Furthermore, the project Cost Benefit Analysis will be calculated as part of PD development and Net Present Value and Benefit-Cost Ratio estimated. c) EFFECTIVNESS FONERWA designed for FMT financed by Reporting | 14 Project Profile Document In order to meet the project objectives, the project management staff will be recruited and in collaboration with the main stakeholders, they will work together as to achieve more in a sustainable manner. Once the logframe is finalised in the PD stage, some Outcome indicators will be selected to measure effectiveness (project steering committee quarterly evaluation ensuring effectiveness of the project following M&E plan, the risk management plan will be useful too). Have they been consulted and how will they be involved in the project execution? The most important primary stakeholders are the local communities who will benefit directly from the project and influence it both ways, and then the influential stakeholders are APROJUMAP (a Non-Governmental Organisation), Club Ibisumizi, Government institutions like Rwanda Natural Resources Authorities, REMA will be consulted for best practical knowledge provision. Local communities as most important stakeholders were the first to raise their voice about FONERWA designed for FMT financed by Reporting | 15 Project Profile Document the problems of deforestation in ibisi bya Huye forest and contributed a lot by providing ideas from which the development of this PPD is based on. During the project implementation, local communities will contribute in terms of labour to realise all activities of the project. APROJUMAP as a strong stakeholder has been consulted and has strongly contributed to this PPD and will support Huye District in the project technical assistance (especially in progressive terraces development and agroforestry trees planting) and public awareness raising. Club IBISUMIZI was consulted for tourism based on mountain sport and culture values of Nyagakecuru histories. Club IBISUMIZI has in its plans the promotion of tourism in this forest (mainly Nyagakecuru site). RNRA and REMA are the knowledgeable institutions in the environment management matters and have a huge experience in forest management and are government institutions for policy making. Further consultation to REMA and RNRA will be conducted during the full project development design. FONERWA is the funding partner who will be providing financial support and project design facilitation support for a quality Project document because they have a great reputation in that matter with the FONERWA project. Q 2.4 Eligibility Criteria 5 & 6: How have you ensured that proposed activities are in line with national, and/or local strategies and that your project conforms with Government legislation? Does the project build on existing activities? The importance of climate change adaptation and Environment protection is clearly stated in the national Economic Development and Poverty Reduction Strategy (EDPRS II). And this proposal is strongly in line with the government priority especially EDPRS II in its thematic priority areas 1 and 2. In the District Development Plan (DDP) of Huye, there are activities FONERWA designed for FMT financed by Reporting | 16 Project Profile Document related to forest management, soil erosion control like trees plantation and terraces development (Progressive terraces) which are planned to be done in the Huye District while water bodies sedimentation is also a concern to water ecosystems as stated in the DDP. The project comes to complement the efforts being made by the district to enhance forest management, reduce soil erosion and increase soil productivity while also taking into account to increase agriculture productivity. SECTION 3: YOUR SUPPORT NEEDS Q 3.1 What is the likely cost of the project (RWF or USD; disaggregate by capital and recurrent expenditure)? The global cost of the project is 1,686,780,000 Rwf. At least 90% is the capital expenditure and 10% is recurrent expenditure. Q 3.2 How much of the expected cost of the project are you seeking from FONERWA? (%) ?What are the other expected sources of financing? The expected cost of the project from FONERWA is 90% which equals to 1,518,102,000 Rwf. In addition, funding will be made available from GoR ordinary budget. Other source of financing (10%) is Huye District which equals to 168,678,000 Rwf. Q 3.3 What information, training and support would your organisation need to develop a high quality full Project Document (PD) and/or to implement the Project? In order to develop a quality Full Project Document, Huye District will seek technical support from FONERWA on value for money framework and FONERWA logical framework in general.
