Request for assistance under the WMO Voluntary Co-operation Programme (VCP)

Title of project:
OB/1/2/1 - Acquisition of one year consumable supplies for the upper air station #78762,
Aeropuerto Internacional Juan Santamaria, Costa Rica, latitude 9° 59’ / longitude 84 ° 13’,
as a support for its participation within the Global Upper Atmospheric Network (GUAN) of
the Global Climate Observing System (GCOS).
Purpose and description of project
Our main objective is to acquire through this program, the consumables (Vaisala RS92SGP radiosondes and 600 gr balloons) for one year operation of our upper air station.
Reason why other sources of assistance cannot be expected
The financial constraints brought about by budget cuts in the Central Government has
been applied to all governmental institutions, and this has caused severe restrictions for
the purchase of equipments and consumables which are necessary to continue, in the
short term, the upper air observations in Costa Rica. In view of our needs and to
contribute further to GUAN, we ask for assistance through the WMO VCP.
Explanation of how the project is related to WMO Programmes** and outline of
the national development plan including related procurement plans from
other sources, and existing facilities and expertise
This data is a necessary input for Global and Regional Numerical Weather Prediction
models, especially for the data sparse region of Central America. In addition, this project
will provide data of vital importance to the GUAN (GCOS) in a cost effective way.
Global, regional or national benefits to be expected from the project and degree
of urgency
The needs to define initial conditions for numerical weather predictions models and the
availability of supplementary upper-air observations for forecasting purposes are, among
others, expected benefits of the project at global, regional and national levels.
Considering that we have only a few months of supplies, this project is classified as
urgent.
Nature and scope of national contribution to project, in particular as far as
continuous operation of the equipment provided is concerned
The National Meteorological Institute has the adequate facilities to operate as well as the
telecommunication system to transmit the upper air data via GTS accordingly with WWW
standards.
Estimated duration to complete project, including training, if any
One full year.
Nature and scope of VCP assistance requested including the estimated cost, if
available, of the project and of the proposed VCP contribution with detailed
description and the estimated cost of each item
We are requesting the donation of 400 (four hundred) radiosondes of the series Vaisala
RS92-SGP and 400 (four hundred) balloons TOTEX 600 gr sounding balloon.

Secretary General’s Comments
The Santamaria Airport GUAN station has been reliable in the past, and is central to both
numerical weather prediction and climate application in the region. Voluntary-Cooperation
Program support would thus enable a contribution both in weather and climate domains.
The project should be considered with high priority.
The project consequently qualifies for VCP support in accordance with paragraphs 10(a)
and (c) of the rules of the WMO Voluntary Co-operation Programme (VCP).
