This Invitation for expression of interests follows the General Procurement Notice for this Project that
appeared in Development Business, issue no. February 5, 2009
The Government of Montenegro has received a loan in the amount of EUR 11 million (US$15.7)
equivalent from the International Bank for Reconstruction Development (IBRD) and from the Global
Environment Facility Trust Fund, GEF, in the amount of US$ 4 million toward the cost of the
Montenegro Institutional Development and Agricultural Strengthening Project (MIDAS) and it intends
to apply part of the proceeds to payments under the Contract for International expert for preparation of
Strategic reform possibilities, proposal of systematization act and action plan of possible long term
sustainable solutions for advisory services for agriculture in Montenegro, and all in line with Montenegro
agriculture EU agenda.
The main objective that should be conducted through this service (“Service”) is to provide MARD an
assessment of current situation of advisory services, to indicate the direction and development
perspective of these services for the period covering next five to ten (5-10) years. Consultant should
provide solutions for possible reforms of services, proposition of internal systematization act which will
indicate position of services within the agriculture institutional system in Montenegro, scope of work of
services and options for long term sustainable functioning of services, as well as interconnections among
services and other relevant services in Montenegro and to develop models of (integrated) financing of
services.
The assignment will have duration of four (4) months and the required level of inputs is estimated to a
total of 40 work/days, deployed in several on-site missions. At least half of working days have to be
spent in Montenegro working on the assignment.
The Ministry of Agriculture and Rural Development, through Technical Service Unit (TSU) now invites
eligible individual consultants to indicate their interest in providing the Services. Interested Consultants
should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services (CV, brochures, description of similar assignments performed,

experience in similar conditions, etc shall be presented in English language). Individual consultants may
be offered through firms or other organizations, but the qualifications of the individual consultant will be
the basis of selection. Contract will be signed with proposed individual consultant.
Evaluation criteria are following:
Essential qualifications
At least a University Diploma – law, economics, agricultural sciences
animal husbandry, food technology, agricultural economics, environmental
sciences, natural resource management or veterinary medicine or
equivalent;
At least 10 (ten) years professional experience in the field of organization
and management of advisory services,
Excellent command of the English language, and strong oral and written
communication;
Practical experience in related fields in working with EU relevant
legislation;
Excellent technical skills (MS office).
Preferable qualifications
Experience in process of establishing and management in advisory
services,
Experience on similar projects to this assignment
Experience of implementation of EU CAP measures
Experience in development of Strategic documents and Action plans
related to CAP
Knowledge / Familiar with ex Yu languages
Experience with relevant ex YU law system

Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank
Borrowers (edition May 2004, revised October 2006) (“Consultant Guidelines”), setting forth the World
Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the
Consultant Guidelines.
Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or
