INTERIM BUSINESS PRACTICE FOR SUBMITTING ATTESTATION STATEMENTS FOR DESIGNATED NETWORK RESOURCES Entergy Services, Inc. (ESI), in conjunction with the Independent Coordinator of Transmission (ICT), is currently developing a temporary OASIS template that will provide sufficient data capacity to accommodate the exact language required when attesting that a particular generation facility or power purchase agreement qualifies as a Designated Network Resource (DNR) under Sections 29.2(viii) and 30.2 of ESI’s OATT. Once finalized, this template will be linked to a customer’s individual transmission service request (“TSR”) on OASIS and will allow customers to provide the full text of the required attestation. The current OASIS customer comment field can accommodate only a finite number of characters. The number of characters contained in the exact language requirement of Order No. 890-A far exceeds the capacity of the current OASIS comment field. ESI, however, does not expect that this template will be functional until the first week of June. In the interim period before the new template can be implemented, Customers must use the following procedures when requesting to designate a Network Resource: 1. In addition to providing the other required information on OASIS when requesting a DNR, Network Customers must provide the following statement in the customer comments field of OASIS, “The attestation described in section 29.2(viii) and 30.2 of the OATT has been sent via e-mail to [email protected].” 2. Network customers must also submit the full attestation required by Sections 29.2(viii) and 30.2, as outlined below, via e-mail to [email protected]. The emails’ subject line must contain the Entergy TSR number. The ICT requests that only one email be sent, per TSR, when possible. Attestation Requirements for On-System DNR Requests The email for On-System DNR requests must provide the following statements, as required by Sections 29.2 (viii) and 30.2: - The Network Customer owns the resource, has committed to purchase generation pursuant to an executed contract, or has committed to purchase generation where execution of a contract is contingent upon the availability of transmission service under Part III of the Tariff - The Network Resources do not include any resources, or any portion thereof, that are committed for sale to non-designated third party load or otherwise cannot be called upon to meet the Network Customer’s Network Load on a non-interruptible basis Timing Requirements for Attestation Statement Emails for On-System Service: - For pre-confirmed requests, the attestation must be submitted with the initial request. - For requests that are not pre-confirmed, the attestation must be provided no later than the time when the reservation is confirmed. Attestation Requirements for Off-System DNR Requests The email for Off-System DNR requests must provide the following statements as required by Sections 29.2 (viii) and 30.2: - The Network Customer owns the resource, has committed to purchase generation pursuant to an executed contract, or has committed to purchase generation where execution of a contract is contingent upon the availability of transmission service under Part III of the Tariff - The Network Resources do not include any resources, or any portion thereof, that are committed for sale to non-designated third party load or otherwise cannot be called upon to meet the Network Customer’s Network Load on a non-interruptible basis Additionally, the customer must provide information concerning (1) the Firm transmission arrangements on external systems (including the external OASIS name and external OASIS ID) (2) any generator operating restrictions and (2) approximate variable generating costs ($/MWH) for redispatch computations as fully described in Section 29.2 (v) of the Entergy OATT. Upon receipt of any request to designate off-system network resources, the ICT shall verify, through OASIS, that the transmission arrangements on the external transmission system are firm. Timing Requirements for Attestation Statement Emails for Off-System Service: - - For pre-confirmed off-system DNR requests, all of the attestation statements (including the operating restrictions/approximate costs) must be submitted, in one email, at the time the request is submitted to OASIS. For off-system DNR requests that are not pre-confirmed, the operating restrictions/approximate costs must be submitted by email at the time the request is submitted to OASIS. The email should, when possible, contain all of the attestation statements required. If it is not possible to submit all of the attestation statements in one email, the remaining attestation statements must be provided no later than the time when the reservation is confirmed.
