Conclusion SOCIAL PROTECTION LANDSCAPE PROGRAMMES IN LESOTHO Core social Assistance Programmes: • Old Age Pension Grant: 85,000 persons • Public Assistance: 12,000 individuals • Child Grants Programme: 25,600 HHS Complementary Programmes (selected): • School feeding (primary) • Free primary education • Agricultural subsidies PROGRAMMES IN LESOTHO (CONT) • High level of expenditure: 7% of GDP against 1-2% in most of countries in the region • Some programmes are not clearly targeting poverty • Inclusion and exclusion errors • Lack of coordination and harmonization – Overlaps – Gaps FROM PROJECT TO NATIONAL SYSTEMS GENESIS: THE CGP DESIGN • Conceived in 2008 to specifically mitigate impact of HIV on children • Government entered a tripartite agreement with EU and UNICEF • A properly designed programme to address above challenges – Development of a registry (NISSA) – Accurate targeting system to poverty and vulnerability – Predictable delivery mechanisms (quarter payments, case management etc.) GENESIS: FROM A PILOT TO NATIONALY OWN PROGRAMME • Donor supported project – Launched as a pilot in April 2009 – 2011 – Expansion from 2012 • Government take-over • 100% Benefit costs (oct 2013) • Inclusion of CGP costs in the MTEF (2013) • Commitment to National Roll-out ROLE OF EVIDENCES EVIDENCES FROM REVIEWS AND EVALUATION Rapid Assessment and Targeting 2011 • Targeting leakages (inclusion errors and exclusion) • Payments levels which needed to be improved and linked with HH size • Need to diversify paying agencies to reduce cost Safety-nets review 2012-2013 • Need to increase efficiency in social assistance expenditure (7%) • Rationalization can increase coverage without additional budget • Integration CGP with other safety-nets • Building single registry for social assistance through NISSA EVIDENCES FROM REVIEWS AND EVALUATION (CONT) CGP impact evaluation and costing study: 2013 – Impact on Children: • Access and retention to education, • Morbidity • Birth registration – Food security: 60% of the grant utilized for food – Impact on community: Increased local economic activity by 2.23 – Nationwide expansion of CGP is affordable: It does not affect macroeconomic stability MOVING TOWARDS AN INTEGRATED SYSTEM OF SOCIAL PROTECTION THE POLICY FRAMEWORK AND VISION • NSDP 2012 – 2017: Social protection has been considered as a priority sector • A Sector Policy framework on social protection National social development policy National social protection strategy: Life cycle approach: 2014- 2019 Coordination mechanism across life cycle INTEGRATED AND HARMONIZED SOCIAL PROTECTION • Integration of main safety nets programmes into one system: Piloting integration of PA, CGP and OVC Bursary Integrated management and operations Integrated targeting to reduce overlaps and gaps Common delivery mechanism: payment, case management for economy of scales • Integration with wider socioeconomic interventions to promote access and utilization of of services One stop shop or referral: Under design and development • Linking with livelihood initiatives Integrated Community development: Under development STRENGTHENED SOCIAL PROTECTION GOVERNANCE SYSTEM • Development of a national registry for social assistance (NISSA) Review of NISSA and targeting System completed New generation of Integrated MIS to manage and coordinate NISSA and other programmes : 2015 NISSA Roll out for national coverage: starting in 2015 • Capacity development of MOSD for coordination Coordination mechanism developed under the strategy New ministerial organizational structure SUMMARY OF LESOGHO INTEGRATED SYSTEM Policy framework and Vision • Approach: Economic and social vulnerabilities; life-cycle • Functions: protect, prevent, promote, transform Comprehensive package of services Social Assistance Productive Support Social Insurance Social protection Governance system: • Multidimensional vulnerabilities • Population profile • MIS and NISSA CONCLUSION • Political commitment is essential Leadership Ownership • Needs for strong evidence and technical analysis M&E to inform policy decisions • Realistic design in line with country context Learning from best practices and adapting to local context • Coordination and strong institutions for implementation Institutional arrangement for coordination MIS / Registry THANK YOU KEA LEBOHA ASANTE
