Job Purpose
As a key member of the senior leadership team the postholder will ensure the delivery of a range of
construction projects with a particular remit to introduce and embed the right skills and processes
across the department to ensure effective and efficient project delivery across a full range of size and
complexity. In doing so the postholder will make a key contribution towards ensuring the delivery of
the University’s strategic estates vision.in the context of an unprecedented capital investment
programme over the next ten years.
Main Duties and Responsibilities
Strategic Leadership
Develop and implement a strategic approach to the successful procurement and delivery of
construction projects (up to £10m per project). Ensure that the approach is customer focused and
allows full engagement of and, where appropriate, integration of stakeholders and other key services.
Introduce and embed a philosophy of partnership in the way the department delivers projects
demonstrated through effective stakeholder relationships, introduction of soft landings, performance
measures and continuous improvement.
Team Leadership
Shape and lead an internal team of project professionals and a range of technical consultants and
contractors in the delivery of a broad range of capital projects and major maintenance plans. This will
involve supporting colleagues in all matters relating to the occupation of property and ensuring
effective transfer of completed projects and properties to operations and other colleagues.
Develop and monitor a resource strategy ensuring an effective blend of in-house and external
resource.
Project Delivery
Personally lead, manage and delivery a range of projects ranging in size from minor works to £10m
plus projects. Ensure all projects are delivered on time, within budget and to appropriate quality
standards and that stakeholders are engaged throughout the project. Ensure the key stages of
development and delivery are undertaken in a timely manner and completely aligned with University
governance requirements. Regularly report performance, progress and finances and ensure accurate
reporting by all members of the team.
Ensure effective briefing of projects, development of business cases and effective hand over of
projects upon completion. Ensure that maintenance requirements, Government Soft Landings,
including BIM where appropriate, are embedded within all projects and that a whole life cycle
approach is taken when developing major capital and revenue projects.
Ensure that all projects are delivered in a safe manner complying with health and safety legislation
and reflecting best practice and legislative requirement.
Partnerships
Support the Colleges in submissions for grants and awards and be the lead professional expert
regarding development agreements, warranties, agreeing briefs and project monitoring.
Industry Engagement
Ensure effective engagement with construction partners and consultants on the framework, including
leading regular engagement events.
Change Management
Introduce a process of continuous improvement, ensuring that current practices and processes for the
delivery of projects are reviewed and best practice introduced. Measure performance against a set of
KPIs. Introduce a philosophy of customer service into project teams ensuring a consistency of
performance and approach across all members of the team.
Work with the Programme Office and Programme Manager, to test the proposed changes noting that
detailed processes may differ for the delivery of different types and scale of project while
acknowledging that issues like health and safety and environmental management should be firmly
embedded in all processes and procedures.
Contract Documentation
Assume responsibility for the preparation of relevant contract documentation, assisted by the Head of
Procurement and by internal or external legal resource when necessary.
Customer Service
Develop an ethos of customer service in the delivery of projects and represent the team in reporting to
the Programme Board on all projects and where relevant report to Project Boards and the University
Estates Committee.
Engage in a timely and appropriate professional manner with key stakeholders including Head of
College/School and Heads of other Professional Services.
Throughout the various stages of projects, support, guide and direct the relevant Project and
Development Managers and ensure that customer requirements are adequately briefed and
delivered. In addition take lead responsibility for ensuring that Schools, Colleges and University
Services receive an excellent service and engagement experience from the Capital Projects team and
that effective measures are in place to record and monitor this.
Measuring Performance
Ensure that all aspects of capital project activity represent best value for the University and that there
are demonstrable processes in place to support this. Responsible for establishing and monitoring key
performance indicators in relation to all the activities of the team.
Responsible for ensuring that the Capital Projects team produce relevant, accurate and timely reports
and information for a range of University purposes. In doing so work closely with the Programme
Office and Project Director for the main Campus Development.
Sustainability
Act as the professional lead within E&B on sustainability and develop the E&B strategic approach to
carbon reduction and sustainability, including assuming a key membership position on the Carbon
Management Committee.
Equality and Diversity
Act as the department champion in equality and diversity matters, including acting as the Universities
representative of DEG. Ensure across the Department that equality and diversity issues are
effectively considered in all design and service delivery.

A1 Professionally qualified with a relevant degree/postgraduate qualification which is well recognised
within the construction industry and or professional qualifications or approximately 10+ years relevant
management experience and proven success in a strategically important specialist role

conservation agencies are important to inform estate development recommendations
D2 Evidence of a minimum of 20 hours of Continuing Professional Development is to be attained and
recorded annually
D3 An understanding of the particular requirements of listed buildings, buildings located within
conservation areas and other historic structures
D4 An understanding of the construction of key maintenance and legislative requirement priorities in
relation to the existing estate

years

Job Features
Dimensions
The post will be responsible for delivering a large construction programme of typically between 200400 major and minor projects at various stages at any one time. With a total pipeline value of circa
£200m and an annual spend in the order of £40m - £50m (ranging in value from circa £1,000 to
£10m)
Direct line management responsibility for circa 11+ staff, plus an extensive range of external
consultants and contractors, subject to reorganisation.
Support the Deputy Director in the direction and delivery of the construction programme covering the
whole of the University Estate comprising in excess of 300 buildings and 400,000m2 of space.
Planning and Organising
• Plan and organise an extensive and large capital programme and project teams effectively and
efficiently
• Effectively plan and prioritise personal workload and effectively and proactively oversee the work of
others
• High level and long term planning and organisational management within significant delegated
budgets
Decision Making
• A wide range of decisions are required on individual projects, on a daily basis. The post holder will
bring their particular expertise to bear on ensuring that decisions are taken in a logical and rational
manner and will offer guidance and support to the team as necessary.
• Ensure decisions are legislatively and complaints and in accordance with University procedures.
• As a member of the estates and buildings management team, make an effective, positive and
supportive contribution to departmental and peer discussions.
Internal/External Relationships
• Internal – ensure communications and engagements across the University with colleagues and
peers are effective, positive and supportive.
• External – This role will require extensive engagement with a range of external bodies and
organisations e.g. Local Authorities, trade unions, professional bodies, local residents, consultants,
NHS, SFC
• Represent the University on internal/external groups, forums and committees helping to raise the
profile of the team’s activities; and to deputise for the Deputy Director as required.
• Provide support for the Deputy Director for internal management meetings with Schools, Colleges
and Senior Management Group
Problem Solving
Problem solving is a key and fundamental part of this role. The post holder will be expected to use
their experience to evaluate often technically complex and conflicting information, exploring all
possible solutions and to present well-reasoned options for the University to consider. The post holder
will need sound knowledge of the construction industry, NEC 3, Partnership Working, its practices and
processes in order to guide and advise their team and the University effectively.
Other
The Head of Estates Development and Projects will assist and support the Deputy Director of Estates
and Buildings with the effective and efficient delivery of strategic and operational change
management projects and programmes. It is essential that the post holder has change management
experience and the ability to innovate and to lead and empower staff to implement change and
continuous improvement.
