Analysis on Talent Persons Shortage in China through Supply and
Demand Model

Abstract This paper analyzes firstly the characteristics of the shortage talented person in new industry
under the knowledge-economy ages of our country. The talented person supply and demand
mathematical models are created based on the economics supply and demand theories. Through human
resources supply and demand equilibrium analysis, the paper elaborates the solution of the shortage
problem about the talented person in new industry of our country. It has important theories meaning and
instruction in fulfillment for China to realize modernization smoothly and facilitate the new industry
efficiently under knowledge-economy ages.

1 Introduction
Along with our country reform gradually and the successive adjustment of industrial structure, a
batch of new industry represented by computer technique, information and communication technique
and new energy technique development etc. has emerged .It depends on scientific and technological
progress to promote the development of economy . Talents become the foundation that create the core
ability, which decide whether competition ability is strong or not .However those talents who have
professional technique and creative ability are not easily to be acquired ..Need of new industry to
talented person it may be said such as hungry and thirsty .Managing a business enterprise is managing
the business enterprise in human resources, how to resolve the problem that the shortage of talented
person in new industry seems to be very important.
2 New Requests of New Industry to Human Resources
2.1 The Intelligence Type Talented Person
In the knowledge-economy society, the most important strategic resources of new industry in
economic production is the information ,knowledge ,science and technology and creative ability,
however the manufacturer of these resources can only be the intelligence type talented person. Most of
them are passed systematic and specialized education, well educated, higher knowledge level, sturdy
theoretical foundation, master the latest technology, possess the positive initiative spirit, and the ability
of other respects. As enterprises, the key to success or failure lies in whether it has the professional
person who can not only control high deeply professional knowledge but also can make use of
information technological and obtain precious information as basis for decision .The intelligence type
person namely talented person.
2.2 Creative Type Talented Person
The new industry in the knowledge economy is said from a certain angle, it is a kind of innovative
industry, the innovative industry needs innovative talents. It relies on the effective accumulation and
utility of knowledge directly, but not the scale and quantity of resource, capital , etc.. Its greatest
characteristic is the crystallization of the intelligence, the request for talent is innovation. With the
development of information technology, the wide application of computer, the computer will replace
some machinery mental labors. The most important produced goods of the knowledge product isn't the
equipments and tools, but the ability of person's knowledge, especially the person's creation
ability .Therefore, the key of development is innovation in science and technology .Creation include the
technique innovation ,system innovation ,product innovation ,market innovation ,manage innovation etc.,

then can maintain the ability of economy competition[1] .So ,developing knowledge-economy can not get
away from creative type talented person.
2.3 Comprehensive Type Talented Person
The development of new industry is the result that every discipline develops together in the
knowledge system; it is a common and progressive inexorable trend of scientific and technical field. So,
talents that the new industry needs must be comprehensive talents who have both sturdy professional
foundation and wide knowledge inside information. On one hand, require talent specialization, become a
specialized personnel of own field; on the other hand, talent must pay more attention to extensive
thinking , grasp the overall theory, pay attention to the systematization of thinking , omni-directional ,
three-dimensional type, become a comprehensive versatile person.
2.4 The Cooperation Type Talented Person
A research express that in many groups, the intelligence quotients of each member is above 120,
but the whole intelligence quotient is only 62.Everybody hopes to show their own intelligent wisdom
and ability at the most valid level , but at knowledge-economy ages, that kind of viewpoint only by one's
personal intelligence to realize is not proper .At the knowledge-economy society, the business enterprise
is the chain form supply, the bank is the net service, the information is shared in the net ,the innovation
is the net to order cooperation . This is a society with highly socialized interpersonal relationship. In
such a society, need closer connection and cooperation, need to draw support from collective strength
and others, could give play to one's own strength, make the success of career .In other words, it is hard
to engage in research, invent and create, or to produce and manage only by one person’s ability in the
knowledge-economy environment .Therefore, the cooperation type talented person also is the need of
talented person in knowledge-economy ages.
3 Shortages in Talented Person's Supply and Demand Model Analysis
3.1 Talented Person’s Supply and Demand Model Analysis
The shortage of talented person problem is also an economic problem, taking the supply and
demand model of the economics as analytical tool ,through the changes of price and quantity
development trend to judge talented person's market is viable .In the influent factors of supply and
demand, we suppose the factors are constant except price ,representing supply amount by x-axis, the
y-axis represent price, can get the demand and supply curve of talented person respectively .According
to the regulation of supply and demand, the supply curve and demand curve of any product have a just
inclined rate and negative inclined rate respectively .According to “the demand get down
regulation” ,while being a kind of price ascension of merchandise under the situation that other
conditions are constant , people hope to purchase handful of quantity of that merchandise, as a result the
inclined rate of demand curve is negative ;whereas, under the situation that other conditions is
constant ,the bigger supply quantity is opposite with higher price .So we can get the supply and need
curve of talented person.
3.2 The Supply and Demand of Talented Person Balance Analysis
The balance of talented person market occur at the point that the balanced price and quantity of
talented person’s supply and demand, at this point, the quantity that business enterprise employs the
talented person to be equal to talented person's quantity that society provide at the right moment .If other
factors are constant, the price and quantity of manpower capital will be tend to be stable .Through the
supply and demand curve figure, we can get statement of the image: the focus of supply and demand
curve is opposite with the actual price and amount of the manpower capital supply , this focus marks the
balanced price and quantity of talented person market clearly.
Here we need to distinguish two groups of concept that the variety of demand (supply) and the
variety of demand quantity (supply quantity). Demand(supply) change is because of the factors varies
except price then cause of the parallel ambulation of demand/supply curve .(such as the diagram b) , the

variety of demand quantity(supply quantity) is because of the price variety cause of demand and supply
quantity glide along with the demand ,supply curve respectively .(such as the diagram a)For instance
when we say the talented person supply grown, what our point is the parallel ambulation that supply
curve to follow the level direction, not the increment of supply quantity.
3.3 New industry talent's supply and demand dynamic analysis
The fast developing stage of new industry determine that its demand to talent is increase,
enterprises may pay huge sum of money attract advanced talents. This kind of phenomenon displays on
the figure is the curve of demand for talents move to right parallel, this because other factors of talent
except price have changed. This means that enterprises may attract more knowledge type talents on
every salary level. Meanwhile, social supply for knowledge type talent is also increase, so the supply
curve move to right parallel too, this because other factors of talent except price have changed so the
supply changed. However, talent training needs to invest a large amount of time, financial resources and
material resources, training is difficult and it will take a long time, although new industry would like to
pay high salary to hire knowledge type talents, society is unable to satisfy its demands for talents for the
moment, this displays the phenomenon that short-term supply lacks flexibility at this moment. As time
goes on, society can offer more knowledge type talents, in this way the elasticity of supply will become
greater. It was a bit more balanced point that we got the new one at this moment. Comparing with the
initial equilibrium, Overall income of new equilibrium (overall income that brings =the area of new
equilibrium, X-axis and Y-axis enclose a rectangle, namely the produce of balanced price and balanced
quantity. )The new income is much more than the old, this means increase of the whole economic
income of human resources market of new industry.
In sum, the supply and demand index of new industry to knowledge talents should be under the
new equilibrium at present. In this area, the supply quantity of any point in supply curve is less than the
demand quantity of any point in demand curve at same price. Deducing from this analysis: Only
increasing talents' supply progressively, making the price and quantity of talents' supply and demand
reach new balanced point, it could dispel the talent’s shortage obstacle to new industry’s development .
In fact, we should take the effective measure to train necessary talents of the new industry, increasing
the quantity and strengthening the quality of new industry, promoting knowledge type talents' effective
supply in order to satisfy new industry's demands for manpower capital.
4 Solution of the Shortage in Talented Person
4.1Exert the guide effect of government "Visible Hand ", carry out the strategy of developing the
nation through science and education
Under the market economic system, social resources are deployed by market this " invisible hand "
mainly, but the market is not ideal, it exists the ineffective market The demand information to talents of
new industry under the knowledge economy condition can't often be totally got by the human resources
market, generated the phenomenon of incomplete information. This needs to exert the role of "visible
hand, exert the role of direction of the policy. Carry out the strategy of developing the nation through
science and education actively, call the whole people to insist on educating as foundation through
media's public opinion , put the science and education in the important position of economy, social
development, strengthen the scientific and technological strength and ability to transform it to realistic
productivity of the country, improve the scientific and technological diathesis of the whole nation,
transfer economic construction to depending on the scientific and technological progress and improving
labor's quality, make great efforts to develop the human resources, lay the solid foundation for necessary
talents of the new industry.
4.2 Develops the educating industry in a more cost-effective manner, change the educational
pattern, train new-type talents
The human resources quality of our country is relatively low. The institution of higher learning is the
base to supply knowledge type talents to society, so develop higher education in a more cost-effective

manner is the inevitable choice to solve the problem that demand for talents in new industry. However
under the education system of China at present, talents who we trained do not totally adapt to the
development of the knowledge economy. The traditional educational pattern has damaged students'
initiative and creativity to a certain extent while emphasize the theory and memory excessively. In this
century, the school should combine technical ability of the theory with reality to educate, intelligent
talent and creation type talent with innovation ability is the modern society to need, in order to meet the
needs of new developing industry development. In addition, the whole society should all establish the
thought of life-long education in order to adapt the social high speed of information renewal. At present,
everybody's knowledge of study at school can't meet demands of life far already, so construct one face
market, face industrial structure adjustment, can respond the education and training system of the
innovative trend voluntarily, this is an inevitable condition of offering the qualified labor, and the
effective way of training high-quality talents too.
4.3 Business, school and scientific research base train knowledge type talents jointly
The efficiency of the knowledge-economy depend on a great degree on human resources knowledge
transforms , this needs to change talent resources and economic combination way. Famous economist
Marshall points out, the most valuable one is the investment in the manpower capital in all investment.
The investment training talents as to enterprise is the long-line investment, through constant study and
training, can realize the appreciation of the knowledge type manpower capital of talents , obtain more
anticipated incomes. So, the business circles should cooperate with school , scientific research
institution voluntarily, train talents with the university jointly, subsidize the cooperative scientific
research of the university, thus train more talents for enterprises, develop more scientific findings , meet
demands of new developing industry development. Meanwhile, talents of scientific research institutions
should combine with production voluntarily too, let one's own knowledge applied to production, and
form the pattern having complementary advantages among business circles, university, and scientific
research institution. This is a kind of mode that is generally utilized abroad, such as “Silicon Valley “of
U.S.A., Britain “Scientific park of Cambridge " ,etc.
4.4 Play the role of human resources market function, optimize talent's resource distribution
Talent's market mechanism means the demand for talent and talent's course with interactive value,
through this course , allocate and really function rationally, with perfect function that strive to
accomplish , " function perfectly, mechanism soundly, regulation completed, guide in time, courteous
service ". Nowadays, with the development of new industry, welcome talents' depth development,
golden age of talent's globosity, social development. In conformity with it, the human resources market
needs to make greater change too: First of all , realize selecting people , choosing a job to melt
independently , make sure that two rights are put in place; the second, construct market salary
mechanism, realize salary mal talent's barrier , realize qualified personnel in a specific field's
socialization ;the fourth, strengthen the information function; the third, cancel function , realize talent's
information networking; The fifth, set up and amplify every laws and regulations , realize the
legalization of human resources market.
4.5 Set up enterprise's human resources incentive mechanism and keeps existing talents here,
attract outside talents
In the era of knowledge-driven economy, talent competition is becoming fiercer, an important task
of enterprises is to keep existing talents here, attract outside talents through the incentive mechanism,
and excite talents' working enthusiasm and creativity. Solve talent's shortage problem progressively with
enterprise's own efforts through the development of existing talents and introduction of outside talents.
This requires incentive mechanism that enterprises set up personnel training and use as soon as possible.
These mechanisms including talents produce mechanism, the development mechanism of the job,
two-way choice mechanism, the mechanism that select the superior and eliminate the inferior, the
interests drive mechanism, the competition mechanism , government's regulation and control
mechanism, regulation mechanism of the market ,etc., among them the most important thing is that the

interests drive mechanism.
5 Conclusions
The development of new industry will aggravate talent competition, because the demand for talent
of the new industry is increasing day by day, the countries all over the world include developed country
and already face talent's puzzlement in short, talent's crisis in the 21st century will be a world
phenomenon , international talent contest will be fierce day by day, in the face of the keen competition
situation, our choice can only be to meet challenge, participate in the competition , should do the
cultivation of own talents well conscientiously , as well as control the brain drain conscientiously, will
strive for talents actively, three tubes will be left together, will bring out the best in each other, thus
train , develop and store more high-quality talents for the country, promote the high-efficient operation
of new industry of our country under the knowledge-economy situation.
