BASIC FACTS ABOUT LAOS 1.AREA OF 236,800 SQ. KM • 26 people /square kilometer; • Mountainous area with major Tributaries of the Mekong River Covering 35% of total Mekong River basin. 2. POPULATION 2014 • Total: 6.8 Millions 3. GDP in 2014 • GDP/per Capital: 1,720 US$ • Growth Rate GDP: 7.65% The 1st Power Sector Policy was formulated in 1990: 1.Earn foreign exchange through electricity export to finance the country’s economic and social programs; 2.Increase access to electricity by grid extensions and off-grid rural electrification; 3.Maintain an affordable tariff to promote economic and social development; 4.Replace dependence on imported fuels for energy generation. Off-take IPP(d) from IPP(e) SPPs Transmission Distribution Domestic Consumers Vertical integration of EDL Interconnected with neighboring grid through HV Transmission lines import and export Connected with neighboring grid through MV Transmission lines for import GOVERNMENT AGENCIES Responsibilities and exporting power market Generation IPP (e) Dedicated Transmission lines to neighboring grids for export Transmission Distribution systems of neighboring countries Power potential in Lao PDR LAOS HAS HYDRO POWER POTENTIAL OF ABOUT 26,000 MW: Only 3,294 MW have been developed with 27 plants and can generate 15,887 GWh of electricity per annum; 6,185 MW with annual energy output of 32,866 GWh in 44 hydro + 1 thermal (Lignite) power projects under construction; 1,642 MW with annual energy output of 7,305 GWh in 24 hydro power projects under final preparation/negotiation and F/S; By the year 2020, Laos will have 11,121 MW and annual energy output of 56,058 GWh= 43% of the total potential. RE Policy • Increase a share of renewable energy to 30% in the total energy mix by 2025; Solar Resource Xamnua St. Luang Prabang Vientiane St. Thakek St. Pakxe St. Wind Resource RE projects WIND: 600 MW (1st phase: 250MW) under negotiation for development in Sekong Prov. 3 additional projects under field investigation SOLAR: Only Home Solar System (SHS) (50-100W) (25,000 HH) 100 kW demonstration project (Japan grant) 50 MW solar farm under study in Vientiane. International Power Cooperation Transmission line system in 2014 Conclusion Lao PDR has set as top priority in the National Energy Policy to develop the vast hydropower potential available in order to stimulate the regional power trade and so optimizing the energy-mix within the ASEAN Community. However, this National Top Agenda requires optimal development of the country’s hydropower resources in a sustainable way by sharing the multifaceted benefits delivered.
