Stakeholder Comment Matrix – March 3, 2016 Second Letter of Notice – Proposed New ISO Rule Definitions Related to Proposed New ISO Rules Section 304.5, Provision for Operation of a Transmission Facility within Ratings (“New Section 304.5 Definitions”) Date of Request for Comment: Period of Comment: March 3, 2016 March 3, 2016 Comments From: AltaLink Date [yyyy/mm/dd]: March 18, 2016 through March 18, 2016 Contact: Rick Spyker Phone: 43-267-3433 Email: [email protected] Listed below is the summary description of changes for the proposed New Section 304.5 Definitions. Please place your comments/reasons for position underneath (if any). Definitions – New Existing No definition currently exists in the ISO Rules Original Proposed Definition Blackline Changes Made to Original Proposed Definition Clean Proposed Definition Stakeholder Comments and/or Alternate Proposal “emergency rating” means the rating as defined by the equipment owner that specifies the level of electrical loading or output, usually expressed in megawatts (MW) or Mvar or other appropriate units, that a system, facility, or element can support, produce, or withstand for a finite period. The rating assumes acceptable loss of equipment life or other physical or safety limitations for the equipment involved. “emergency rating” means the rating as defined by the equipment owner rating or the facility rating that specifies the level of electrical loading or output, usually expressed in megawatts (MW) equipment or Mvar or other appropriate units, that a system, facility, or elementfacility can support, produce, or withstandsustain for a finitespecified period. The rating , and takes into account the physical or safety limits of the equipment or facility and assumes acceptable loss of equipment life or facility life during the period, as determined by the legal owner of the equipment or other physical or safety limitations for the equipment involvedfacility. “emergency rating” means the equipment rating or the facility rating that the equipment or facility can sustain for a specified period, and takes into account the physical or safety limits of the equipment or facility and assumes acceptable loss of equipment or facility life during the period, as determined by the legal owner of the equipment or facility. Comment # 1: Insert Comments / Reason for Position (if any) For some equipment, “emergency rating” is equal to “normal rating”. Does this contradict with the proposed definition for emergency rating? Issued for Stakeholder Comment: March 3, 2016 Also, different transmission facility owners have different specified period for emergency ratings. This results in different applications for emergency ratings. Some emergency ratings are applicable for planning purpose but some are only applicable in operations coordination. Page 1 of 3 No definition currently exists in the ISO Rules “normal rating” means the rating as defined by the equipment owner that specifies the level of electrical loading, usually expressed in megawatts (MW) or other appropriate units that a system, facility, or element can support or withstand through the daily demand cycles without loss of equipment life. “normal rating” means the rating as defined by the equipment owner that specifies the level of electrical loading, usually expressed in megawatts (MW) rating or other appropriate units that a system, the facility, or element can support or withstand through the daily demand cycles without loss of rating that the equipment life.or facility can sustain on a continuous basis, as determined by the legal owner of the equipment or facility. “normal rating” means the equipment rating or the facility rating that the equipment or facility can sustain on a continuous basis, as determined by the legal owner of the equipment or facility. No definition currently exists in the ISO Rules New definition not previously circulated for comment. New definition not previously circulated for comment. “equipment rating” means the maximum and minimum voltage, current, frequency, real power flow and reactive power flow on individual equipment under steady state, short-circuit and transient conditions where applicable, as determined by the legal owner of the equipment. Issued for Stakeholder Comment: March 3, 2016 Change ‘real’ power to ‘active’ power per IEEE Standard 100-1992 (dictionary of electrical and electronics terms). Include ‘apparent’ power for equipment rated on a MVA basis (e.g. transformers). Remove ‘flow’ from ‘real power flow’ and ‘reactive power flow’ since equipment has a rating when there is no power flow. (i.e. change the sentence to read ….. active power, reactive power and/or apparent power rating of individual equipment…..) Define ‘transient’ and its time period since this can lead to all types of confusion afterwards (i.e. does this mean transient conditions during lightning strikes, switching, transient stability, dynamic stability, long term oscillations, resonance, energization etc. events? these phenomena occur over different time scales and are considered as ‘transient’ by many) Note that not all equipment has steady state, short-circuit and transient ratings. (e.g. what is the transient, apparent power rating of a transformer?) Page 2 of 3 No definition currently exists in the ISO Rules New definition not previously circulated for comment. Issued for Stakeholder Comment: March 3, 2016 New definition not previously circulated for comment. “facility rating” means the most limiting applicable equipment rating of the individual equipment that comprises the facility, as determined by the legal owner of the facility. Alternatively, shorten the definition to avoid confusion. (e.g. Equipment rating means the maximum amount of electrical power – stated in either MW, MVAr or MVA – that a facility is rated by the legal owner to transmit electrical energy continuously. Beyond this simplified definition, include a clause where AESO can request the rating of equipment for other, specified purposes (e.g. special studies) such as the transient rating of arrestors. A clear definition of “facility” should be provided. There is currently no definition in the “Consolidated Authoritative Document Glossary” document. For example what individual equipment (breaker, switch, CT, …) comprise a transmission line as a facility? Lack of definition can cause confusion when defining facility borders. It is possible to leave the definition of facility to the legal owner of the facility, but it should be noted somewhere. Page 3 of 3
