Tai’an Science and Technology Museum,Tai’an China, 271000 1.Dept. of Resources & Environment Abstract Based on the necessity of building campus property management information system ,and taking Shandong agriculture university as an example , this paper studied the design and implementation of campus property management information system, and constructed campus property management WebGIS. Making use of ArcView 8.2 as GIS software, VBA as the second exploiting program, VF as database, ArcGIS-based campus property management information system(CPMIS) of Shandong agriculture university not only realized common query, editing, statistic and analysis, but also explored the technique of building 3D data multipatch of buildings and section analysis of pipelines. Key Words GIS, ArcGIS, WebGIS, ArcView, ArcIMS 1 Introduction With the deepening of the innovation of the house property system, the data about property are more and more numerous and jumbled, people’s demand of the property information manipulation has been improved increasingly, so adopting computers as the tool of property management has became necessary for the history development. In the past years, the property management system has been applied in the professional and working property management uptown, but those systems mostly only thought highly of the attribute data input, manipulation, analysis and management, and considered geographic information a little, which was not enough to roundly analyze the system information overall , especially the geographic information. On the other hand in the past campus management, the , geographic data location management and query drawing recurred to assistant from the handiwork which essentially takes additional time and work, then causes that the data is refreshed slowly , saying nothing of the analysis of the relation between the geographic information and other elements in campus, moreover without connection with Internet, the existing systems can not meet these needs including property information communion, management, service, and it is very hard to adapt to the modernization construction. Therefore it is necessary to design and exploit GIS-based property management information system(PMIS), and to build the WebGIS in virtue of the network., so that the services can be provided to users more well and roundly. 2 Collectivity Design 2.1 Software environment design The implementation of CPMIS should not only settles some problems of own unit, but also consider the interface with other interrelated systems of locality city, so it is very important to select a nicer software. 2.1.1 GIS software After investigating and comparing, ArcGIS of Environmental Systems Research Institute Inc (ESRI ) was chosen as the GIS software, which is an integrate GIS software based on industry standard, and is easy to study, and has powerful functions. ArcGIS uses intelligent GIS data models for representing geography and provides all the tools necessary for creating and working with the geographic data. The stand-alone system decides ArcView 8.2 of ArcGIS family, which is one of the three functional product levels at which you can use ArcGIS desktop. It is a powerful toolkit for mapping, reporting and analysis. The internet-based system chooses ArcIMS of ArcGIS family, which is an internet-based GIS that allows you to centrally build and deliver a wide range of GIS maps, data, and applications to users in your organization as well as outside if your organization on the world wide web. 2.1.2 Other softwares PHP is a kind of in-line programs, which can build dynamic page more quickly than CGI and Perl.DreamWeaver is a well-known and professional HTML editor. 2.2 Database design 2.2.1 Graphics database design According to content of property management and needs of system construction, the graphics database is divided into three parts: basic database, establishment database, environment database and other database of campus property. 2.2.2 Attribute database design In the system all attribute data are managed in RDBMS, data are stored in the tables. Geographic and attribute data are linked by a key field. The current and historical data are storied separately. 2.3 Function modules design The purpose of the CPMIS is that utilizing all kinds of methods and means of information and computer knowledge stores, refreshes, manages, identifies, analyses and simulates all geographic information of campus property management. First the integrate system is taken as a module, then in term of data and function divided gradually into some prima modules and secondary modules. The prima module includes ten modules, eight of which are: water supply, drainage, power supply, CATV, communication, network, heating, gas, namely the establishment data. In order to make users know the land utilization and buildings’ distributing, the ninth module of the prima module is land utilization module, which realized the management of finance, personnel, equipment etc. Every prima module is divided into four secondary modules, which are editing, query, output and professional function module respectively. 2.4 Visitation function design of the internet-based CPMIS Considering the data security and running speed, different users are given different popedom: professional users and common users. All users can visit all modules, common users only can browse, but professional users can identify and analyze. The first step of constructing internet-based CPMIS is to organize ArcView data, design website and customize, then make use of PHP and DreamWeaver to link websites and set up users’ visitation purview. 3.2 Function realization The original tool of ArcGIS can only realize basic data query and editing, but can’t meet professional needs. Therefore second exploiting has been done using VBA, the friendly degree of interface and data precision was improved. The query tool exploited takes on characteristics of standing out professional information and clear font, which has gained good appraising in applying. ②Special query The supreme characteristic of GIS rests with effective manipulation of geographic and attribute information. Because personnel, finance and facilities of an unit have much to do with geographic information, according geographic information we can identify all correlative information, then realize campus property management. Query from buildings to personnel, facilities: we can not only identify information about the building, but also can identify relative location and information for any room of any floor in a building. The query tool can also realize searching and orientation according to a certain SQL sentences, namely realize the query between graphics and attribute. 3.2.2 Editing function The exploited editing function includes point input by coordinate, line input by coordinate, polygon input by coordinate, which settled topology problem of ArcView 8.2 and improved data precision. 3.2.3 Hyperlink function Using the intrinsic hyperlink tool every time makes that a new window is created and ArcGIS flash screen is appeared repeatedly. The exploited hyperlink tool has settled this problem and realized the hyperlink of many documents in a window. 3.2.4 Output function In the output module, there are four layouts in different scales: 1:500, 1:1000, A4, user-defined, which can well meet user’s needs. 3.2.5 History data management The vitality of system lies on the uninterrupted refreshing of data. History data management function provides users with contrastive query and analysis between the current data and the past. 3.2.6 Professional function Considering different branches have different data and demands, this function is exploited to be applied to geographic analysis mainly. 3D data model: the system built 3D data model of buildings, 3D data multipatch, and some animations, primarily trying to simulate the reality. Figure3 3D data multipatch Figure4 Section analysis of pipelines Section analysis of pipelines: this function is to identify the embedding depth and horizontal distance among adjacent pipelines tangent to a section. It makes pipeline show from different sides and different angles, which can make users to grip the complexion of unclear pipeline collocation, then to analyze rightly, and can provide leaders with gist to make decision rightly, as shown in figure4. 3.2.7 Security function In the CPMIS, combing VF database and using VBA the security control function was exploited, which ensures the normal run and data safe. 4 Conclusion Studies on applying ArcGIS to campus property management make us master the technology of design and implementation of CPMIS. The implementation of CPMIS can provide property managers with intelligent, advanced and fast management tools, and improve the daily work efficiency, and provide nicer property services to residents. The campus property WebGIS connects all offices, labs, classrooms and dorms, can create safe, comfortable, environmental life and work environment for residents, which will change people’s life style, and make people enjoy the convenience and pleasure brought by information technology to life.
