SCR 8 SD1/SR 6 SD1 – AUTHORIZING THE FORMATION OF A TASK FORCE TO
STUDY THE ISSUE OF A CANCER PRESUMPTIVE STATUTE RELATING
TO FIREFIGHTERS

The University of Hawai‘i provides the following comments.
The UH Cancer Center’s mission is to reduce the burden of cancer through research,
education, and patient care with an emphasis on the unique ethnic, cultural, and
environmental characteristics of Hawai‘i and the Pacific. The UH Cancer Center is one
of only 69 institutions in the United States that hold the prestigious National Cancer
Institute (NCI) designation, and the only NCI-designated center in the Pacific. The NCI
designation provides cancer researchers in Hawai‘i with greater access to federal
funding and research opportunities, and gives the people of Hawai‘i and the Pacific
region access to many innovative and potentially life-saving clinical trials without the
necessity of traveling to the mainland.
Our perspective on health-related legislation is informed by scientific literature, including
research conducted by our own faculty. While we have not yet formed an opinion on
whether a cancer-presumptive statute relating to firefighters should be enacted in
Hawai‘i, we appreciate the opportunity to participate in the proposed task force.

Adds definition of law enforcement officer. Amends references from police officer to law enforcement officer in the Hawai‘i Revised Statutes sections relating to emergency admission and involuntary hospitalization. Authorizes advanced practice registered nurses to assess whether there is probable cause to believe a person is mentally ill or suffering from substance abuse or is otherwise in need of care, treatment, or both. (SD1).
Adds definition of law enforcement officer. Part I allows 999-year homestead leases to be assigned to land trusts that are created for managing and holding the homestead leasehold estate for the benefit of the lessee and lessee's family members; part II authorizes exemptions from state and county permits for the Hawaii marine laboratory refuge for repair and maintenance of its facilities on Coconut island; part III requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system; requires all state agencies to report certain information to the department; requires the department to submit a progress report to the legislature; appropriates funds for a comprehensive statewide public land trust inventory database and funding for one staff position for a database and application developer.

Requires the department of agriculture to promote industrial hemp research and development of markets for industrial hemp. Requires the possession, use, sale, or transfer of industrial hemp for research and development purposes to not constitute certain offenses involving a detrimental drug.

Tasks the Office of Planning with establishing and implementing strategic climate adaptation plans and policy recommendations based on reports from sustainability coordinator. Establishes an interagency climate council with the task of implementing a general state policy to address climate change through 2050. Appropriates funds for staffing and resources. Effective July 1, 2014.
