The Charter
What is a Project Charter?
• Document containing the “contract terms” between the Sponsor and the PM
• Ensures scope and expected outcomes are understood by both parties
• Provides the background, objective and general boundaries for the project
Why do a Project Charter?
• Forces disciplined thought on front end
• Helps ensure no surprises at the end
• Provides guidance for team selection and structure
• Eliminates false starts and frustration
• Defines the end point – no “endless projects”
Parts of a Charter
• Problem statement – the pain the project will attempt to resolve
• Project goal - the reason for undertaking the project
• Scope - work to be done and parts of the enterprise will and will not be
included in the project
• Project participants - identify people needed and their roles
• Stakeholders - identify people who will be directly affected by the project
• Constraints - document potential roadblocks or bottlenecks
• Milestones - identify start date and completion date & dates for other
important checkpoints
• Communication - specify communication with project owners, participants
and stakeholders
• Deliverables - documents what specific products, processes or services
the project will provide upon completion

• Team selection may occur before or after Charter
• Keep team as small as practical
• Select team members for relevant skill, not personality
• Ensure members know their role and responsibilities
• Establish a sense of urgency, demand standards
• Create a Communication Plan
• Set clear rules of behavior
• Determine decision making procedure
