Criteria for Emotional Disturbance
by Federal Law
1. An inability to learn which cannot be explained by
intellectual, sensory, and health factors
2. An inability to build or maintain satisfactory
interpersonal relationships with peers and teacher
3. Inappropriate types of behavior or feelings under
normal circumstances
4. A general pervasive mood of unhappiness or
depression
5. A tendency to develop physical symptoms or fears
associated with personal or school problems

• DSM-IV-TR System: groups behaviors into
diagnostic categories by listing specific
criteria that must be present to make the
diagnosis
• Educational Classification System more

Conduct Disorder
Conduct disorder" refers to a group of behavioral and
emotional problems in youngsters. Children and
adolescents with this disorder have great difficulty
following rules and behaving in a socially acceptable
way
