Existence of illegal fishing gears 2. Non-alignment of objectives and mandates of different government agencies 3. Some drivers, e.g., government policies (esp. land use) & market (esp. product price), has led to some unsustainable development pathways 4. Delay in financial procedure badly slowed down progress of the project, and discouraged local participation.
