University of North Florida Institutional Biosafety Committee Meeting February 9, 2012 10:03am ORSP Conference Room Building 3, Room 2502 Voting members present: Michael Lentz (chair), Jamie Moon, Robin Rutledge, and Brandon Smith (Biosafety Officer) Quorum: yes (4 of 7 attending) Non-voting members: Dawn O’Connor and Kayla Champaigne Minutes I. Welcome and opening remarks II. Review and approval of minutes from 9/30/11 IBC meeting - 9/30 minutes unanimously approved without adjustment (4 approved). III. Discussion and review of non-exempt project IBC#12-001 Molecular Biology and Biochemistry submitted by Dr. Judy Ochrietor. a) Background: - Project did not fit any of the exempt categories. The exemption that was used for a previous project (IBC#11-003) has now been determined to be incorrect because proposed bacteria are not part of the K-12 strain. It is the committee’s understanding that research involving anything other than a K-12 strain does not meet the requirements for exemption (NIH Guidelines Appendix C-II); therefore this project was elevated to non-exempt review. Correction to IBC#11-003 addressed below. - Registration with the IRB is not required. No review items identified by lead reviewer. b) IBC Discussion: - Committee members determined that there were no required changes to the protocol. - Vote (the board voted to approve this project without modifications): (4 approved without modifications). Result: Project approved. IV. Re-evaluation of IBC#11-003 “Molecular Biology Techniques” submitted by Dr. Judith Ochrietor. a) Background: - Project was originally approved as exempt on 7/18/2011. However, as noted above the exemption that was used (NIH Guidelines Appendix C-II) has now been determined to be incorrect because proposed bacteria are not part of the K-12 strain. It is the committee’s understanding that research involving anything other than a K-12 strain does not meet the requirements for exemption therefore this project was elevated to non-exempt review. b) IBC Discussion: - Committee members determined that there were no required changes to the protocol. Principal investigator will receive an updated approval memo and the updated memo will also be included in the project file. - Vote (the board voted to elevate review and approval type for this project without modifications): (4 approved without modifications). Result: Project review and approval type elevated to non-exempt status. - All IBC projects that will be affected by the move to the new Biology building will need to be amended in the near future. However, it was determined that this change could be conducted at a later date. Approved IBC Protocols since last meeting: Exempt: a) IBC#11-004 Molecular mechanisms of neural interactions submitted by Dr. Judy Ochrietor (approved 11/22/2011). b) IBC #11-006 Nutrient allocation and anti-oxidant activity upon dietary restriction or ovariectomy in grasshoppers submitted by Dr. John Hatle (approved 11/17/2011). Non-Exempt: c) IBC#11-005 Virulence Factors of Gram Negative Bacteria by Dr. Terri Ellis (approved 10/12/2011).
