Weather What is the Troposphere? Earths atmosphere consists of 5 layers. The troposphere is the layer closest to Earths surface. All weather occurs in the troposphere. What is the difference between Weather and Climate? Weather is what is happening daily in the troposphere. Weather changes minute to minute, day to day. Climate is the average temperature and precipitation of a given area over time. What are the four conditions that influence the weather?
