The ETC Biological diversity reporting obligations, harmonisation needs and spatial information to support spatial assessment Dominique Richard Deputy manager European Topic Centre on Biological Diversity http://nature.eionet.eu.int/ A Consortium of nine organisations led by the Agency for Nature Conservation and Landscape Protection (AOPK, CZ) Museum National d’Histoire Naturelle, FR Estonian Environmental Information Centre (EEIC) (JNCC, UK) Central Institute for Research Applied to the Sea, Italy European Centre for Nature Conservation, NL Institute of Landscape Ecology, SK (WI, NL) European Forest Institute, (Finland) The work undertaken by the ETC/BD is very much driven by reporting obligations and commitments by countries Support to EC and EU Member States on Habitats and Birds Directives Contribution to building the NATURA 2000 network = Sites under the Habitat Directive + Sites under the Birds Directive EU: 25 000 sites = 17% of the EU land territory A consolidated database including description of sites + boundaries available 1st June 2007 This first phase of network building is in the finalisation stage for EU 15 and progressively expanding to EU 10 + 2 Support to EC and EU Member States on Habitats Directive Assistance to reporting on the conservation status of species and habitats of the Habitat Directive (Art. 17) • A new phase of the Habitat Directive • Countries to report every 6 years on conservation status of habitats and species listed in annexes • First report due by all countries this year • = 1500 species and habitats of European concern • Unfavourable – Bad • Unfavourable - Inadequate • Favourable (also ‘unknown’) EIONET PRIORITY DATA FLOW on Biodiversity The only one for biodiversity = Collection of data on Nationally designated areas (nature reserves, national parks, regional parks etc..) As part of the Common Database on Designated Areas (CDDA) 85 000 sites, from 38 countries , Boundaries from 25 countries «Kiev resolution» on biodiversity under the Pan-European « Environment for Europe » process Reporting on progress in the Pan-European ecological network = Overview of main activities related to ecological netwoks at various levels NATURA 2000 sites Nationally designated areas = core areas of the PanEuropean Ecological Network (PEEN) Core areas (Naturilis) & green background landscape (Corilis with GLC2000) + major roads «Kiev resolution» on biodiversity under the Pan-European « Environment for Europe » process Mapping the « High Nature Value areas » (contribution) Potential HNV farmland according to minimum Corine2000 selection (green) and Natura2000 network (purple) DRAFT!! Reporting on progress on the 2010 target to halt biodiversity loss Streamlining European Biodiversity Indicators for the 2010 target (SEBI 2010) 25 headline biodiversity indicators have been selected, 3 of which are related to spatial dimension •Trends in extent and composition of selected ecosystems in Europe • Changes in patch size distribution of natural areas • Status and trends in the fragmentation of river systems Contribution to ecosystem accounting and ecosystem assessment Help clarifying concepts and applications of ecosystem services in Europe • Participe as stakeholders in relevant scientific networks and projects • Rubicode: testing the notion of Service Provisioning Unit • ALTERNET: Long term Ecological and Sociological research • French ecosystem accounting • SENSAT? Contribution to classification of European ecosystem services according to MA In project: test the relevance and applicability at a European scale of a Species Community Specialisation Index (CSI) Ex: France: combining data on common bird monitoring with land use data (TERRUTI) Devictor et Al, 2006 Combine species atlas data integrating the degree of species community specialisation per grid 50 x 50 km DUMMY Conclusions Large amount of data now available through reporting on Birds and Habitats directive, including on conservation status In addition, large data set on nationally designated areas, including boundaries Agreement on a set of Biodiversity indicators will streamline further types of data Ecosystem assessment and ecosystem accounting driven by the foreseen EURECA 2012 project Thank you for your attention!
