Not women, slaves, and foreigners. • Government decisions made by majority rule. • As time passed citizens gained more power – Example- serving on juries Pericles • Leader of Athens, 460 BC- 429 BC • Encouraged Athenians to take pride in their city. • Believed in participating in government was just as important as defending Athens in war. • Encouraged Athenians to spread democracy. • Athenians created great works of literature, art, and columns “Our form of government does not enter into rivalry with the institutions of others.
