The Borderplex Alliance 2015 – 2020 Regional Strategic Plan for the North American Borderplex “I’ve had the pleasure of leading the Steering Committee developing the 2015 – 2020 Regional Strategic Plan commissioned by The Borderplex Alliance. During this time, I have been able to see firsthand how Cd. Juárez, El Paso, and Las Cruces have been operating independently, when we could work together to create one strong package for potential investors.
