the project into smaller, ‘bite-size’ pieces, Elion delivered
value to the business, reduced risk, and plan to put next
phases into production quickly. An early success was
when Elion’s new leased line service was completed in
less than six months. Amdocs OSS has had a significant
impact on the whole transformation process by merging
multiple systems into a single inventory, integrating with
GIS data, and helping to reduce total cost of ownership.
Amdocs OSS has helped achieve this through efficiencies
such as reducing operational process times by as much as
25 percent and reducing development cost by 30 percent.
Elion is the largest telecommunications and IT service provider
in Estonia. Owned by AS Eesti Telekom, Elion provides a range
of services to consumers and businesses including triple play and
data communications. Two years ago, Elion’s digital TV subscribers
increased dramatically by 25,000, with continuing average quarterly
increases of around 5,000 against a total, cross-service subscriber base
of less than a million. To meet this demand, the business is constantly
expanding and improving customer services with new products
like video on demand and IP telephony, and improving network
infrastructure capability. Supporting these services combined with its
long-term vision to deliver better services led Elion to launch a major,
next generation network strategy.

Elion’s next generation network transformation project involved
building out a nation-wide backbone infrastructure covering the
whole of Estonia, which is now complete. Linking the fiber network to
apartment premises started last year and roll out of fiber to the home
and office is expected in the next two to three years.
Enabling large-scale transformation with
smaller, quick-win phases
A transformation project of this scope is very complex, presenting
many challenges, including quickly delivering a return on investment.
Margus Pärnsalu, Chief IT Architect at Elion, decided to approach
the transformation project in a different way and has used Amdocs
OSS to help him do it. “Initially, we had a long-term roadmap
stretching over several years. But we changed our way of thinking
and took a more pragmatic approach by effectively breaking up the
transformation project into smaller phases. This stood a much better
chance of providing the business with quick wins in terms of tangible
business solutions and demonstrable return on investment. For

customers in less than six months.”

Pärnsalu adds, “The advantage of this pragmatic approach is that
timeframes and phases of the project are smaller. When you can
deliver something quickly and cleanly, with reduced risk, then the
team that implements the solution, and the business, realizes a return

Otherwise, if timeframes are too long, the organization tires, and you
can lose sight of where you are going, and understanding of the project
value is lost in time.”

Amdocs OSS supports a new approach to managing
change
Elion decided to support the deployment of the fiber network
using Amdocs OSS. Elion used the Resource Manager, Task Engine
and Sync Engine modules within Amdocs OSS to model network
resources, automate processes and then link the network inventory
with GIS (graphical information system) data.
Amdocs OSS brought significant benefits and improvements to
managing network operations by enabling Elion to create a single,
centralized fiber inventory and streamline network management
operations. The flexibility of the commercial off-the-shelf (COTS)
Amdocs OSS products enabled Elion to fill gaps in their OSS
framework for the delivery of FTTx services without major changes
to existing business process.

In addition to supporting Elion’s pragmatic approach to transformation,
Amdocs has also reduced the cost of operations and made them
more efficient. Prior to deploying Amdocs OSS, Elion was handling
network operations with around five different data sources from
standalone databases through to simple spreadsheets. And much of
the activity surrounding data access and manipulation was manual.
By using Amdocs OSS to combine these different data sources into a
single system, Elion has significantly improved data quality and data
access. For example, engineers now have all the information they need,
at their finger tips, to plan and carry out network deployment tasks
helping to reduce operational process times by as much as 25 percent.
Open integration makes Amdocs OSS versatile
A partnership that reduces TCO
Amdocs OSS’ ability to integrate with GIS from GE Smallworld means
that GIS data can be easily merged with Elion’s existing network
inventory information to provide a complete physical and logic view
of the network. Other integrations include linking Amdocs OSS
with Elion’s service assurance solution so that it is much easier to
determine which customers will be impacted by changes and network
maintenance. This knowledge is then used to manage those customer
expectations during service for a better customer experience.
Key for Elion’s transformation program has been the long term, wellestablished partnership between Amdocs and its business partner
Ericsson. Experience working together over many years on multiple
Amdocs OSS projects meant that Ericsson could operate as the lead
contact and, during the early stages of the Amdocs OSS roll out, help
Elion with solution design, development and implementation.

An important benefit of Amdocs OSS is automated processes, and
Elion is starting to roll this capability across its OSS operations.
Automation will further increase operational efficiency and reduce
costs because it provides engineers with relevant information much
faster and removes the need to scroll through data manually.
Over time, Ericsson and Amdocs executed a successful, knowledge
transfer strategy that enabled Elion staff to gain knowledge and
experience of the solution to the extent that now Elion has taken most
of the development in-house.

The overall operational improvements and efficiencies that Amdocs
