IST) in sealed cover. व र. धान, य एवं भंडार Sr. Head, Purchase & Stores Request for Expression of Interest Introduction: Space Applications Centre, Ahmedabad has developed and demonstrated Satellite Mobile Radio terminal, A S-band terminal for two-way low bit rate voice communication application using high power MSS satellite. The terminal has been well received by different proposed user agencies in terms of functionality. This Request for Expression of Interest (REoI) is published to invite technology partnership from different technically competent vendors and to explore different options for realizing the terminal in ruggedized and miniaturized form factor for ease of use and better field usage. en t Satellite Mobile Radio is a terminal to support two-way voice & data communications services. The terminal is envisaged to be handheld and battery operated. The terminal also supports limited mobility up to a speed of 120 Kmph. The proposed solution should also include the roadmap for implementation and improvements possible in future with detailed technical analysis to strengthen the realization roadmap. The terminal should be able to make call over any other similar terminal in the network or to any phone in PSTN network or GSM network through the voice gateway at HUB. The proposed S-band transceiver terminal will work in star network configuration and will connect to outside world or any other network at HUB through gateway to be designed based on selected network protocol. In the present solution it is proposed to have forward signaling and communication channel as a high bit rate link programmable from 19.2 Kbps to 512 Kbps. The forward link will carry the combined information for multiple 2 terminals on a single channel/carrier. The return communication channel will be working as continuous 2.7 kbps link. The signaling channel will be working in Aloha mode at 2.7 kbps. Network Configuration: MSS Hub EO ID oc Tel. Exchange um en t The proposed network block diagram is shown below: Fig- Network Configuration The network is proposed to work in start network configuration. The network will be configured to support the forward link of 19.2 Kbps onward and return link of 2.7 kbps with the proposed terminal EIRP & G/T figures. The HUB will have the L-band modem with IP interface. The received data will be available through IP interface to connect to voice gateway for connecting to external networks. Proposed Technology Improvements: SAC team proposes the following technological improvements to be addressed in this proposal. 3 1. Present terminal used patch antenna of 50 mm x 50 mm size with beam width of ±45 deg. Vendors may propose better technology for facilitating miniaturization and improved coverage. It is anticipated that a coverage of ±60 deg. Will provide ease of operations. 2. The forward communication channel to be high data rate with improved channel coding as specified in the document. Vendors have to come up with the efficient network management and signaling protocol for network operations. 3. The channel coding in the forward link should be improved from QPSK rate ½ FEC to either TPC or small block LDPC to better coding gain at least by 2 dB. (present coding gain is 5.5 dB and BER of 1e-6 is achieved at 5.5 dB Eb/N0. We expect this to be achieved at 3.0 dB with new channel coding scheme.) en t 4. The terminal baseband should support touch screen keypad and LCD/LED display with user interface similar to available smart phones for better user experience. um 5. The terminal RF front end may be designed in such a way that it acts as a sleeve to any available Android Phone or could also be used as satellite phone with additional baseband card. ID oc 6. Baseband implementation may be targeted in such a way that it also supports Android OS, if needed. Scope of Development: The scope of development for REoI must include following: Development of miniaturized terminal as per specification and details given in document. The terminal development proposal may have two types specified separately, one as satellite phone and another as sleeve to available android phone. Development of Voice Gateway Unit for connecting to PSTN or GSM network from satellite network. This is to facilitate use of soft codec with good MOS at lower bit rate as specified in this document. Since forward link is proposed with improved channel coding either using TPC or short block LDPC, an L-band modulator for HUB with all technical details in source form is part of deliverables to ensure interoperatibility. NMS for controlling the resource allocation for forward link and to support voice routing to Satellite Terminal or GSM or PSTN network. The NMS design should at least be able to cater to 50 voice carriers simultaneously. The battery and packaging should be light weight. Use of available suitable battery packs for smart phones should be considered. EO 4 List of Deliverables: Following are the list of deliverables and must be quoted separately: Sub-System Qty. 1. No. This REoI is to explore and facilitate terminal & hub technology upgradation through Industry. SAC invites proposal from all vendors to realize the terminal and services as described in the document. After evaluation of all technical proposals and their feasibility of implementation, SAC will issue RFP to all the technically competent bidders for the technology implementation based on assessment of REoI by technical team at SAC. Thus all the design details during development will be part of deliverables in source form to SAC and SAC will reserve the right of using this technology for its future projects. SAC will facilitate testing of this technology through its available ground infrastructure. Once proven in the network, SAC may decide to offer the technology to multiple vendors for better time to market. The vendor has to quote the one-time development cost and terminal cost separately. The different component of NRE should be brought out clearly. Any development elements which may be treated as optional for the project should be quoted separately. The vendor has to submit the quote for slab quantity of terminals for future procurement in slabs of 1-100, 101- 999, 1K-10K and 10K+. Since the terminal envisaged to have low weight and user friendly package, all necessary useful accessories like headphone, charger etc. should be part of deliverables. Vendors are encouraged to explore better appealing and user friendly packaging.
