TEAM/WEAPONS OF MASS DESTRUCTION
A.
TEAM DESCRIPTION
The NDMS is charged with providing medical care personnel to assist State and local
health officials in providing for ill or injured victims at the site of major disasters or
emergencies. The National Medical Response Team/Weapons of Mass Destruction
(NMRT/WMD) was developed by HHS to deploy and provide medical and
decontamination (decon) services and/or assist Federal agencies in Hazardous
Materials (HazMat) environments. Requests for NMRT/WMDs come from Federal,
State, or local officials to the NDMS Duty Officer who will process the request through
OEP and/or the OEP Emergency Operations Center (OEP/EOC) and obtain final
approval from the ASH. The NMRT/WMD can be requested for planned events with a
credible threat, after a NBC event has occurred, or when the Federal Bureau of
Investigation (FBI) determines a credible threat exists. It can also be requested by State
or local jurisdictions to assist with technological accidents.
The NMRT/WMD is equipped and trained to perform the following specific functions:
n
Provide mass or standard decon;
n
Collect samples for laboratory analysis;
n
Provide medical care to contaminated victims;
n
Provide technical assistance to local EMS;
n
Assist in triage and medical care of NBC events before and after decon;
n
Provide technical assistance, decon, and medical care at a medical facility;
n
Provide medical care to Federal responders on site; and
n
Provide conventional medical care to victims of a non-NBC event.
Teams mobilize with two 15-passenger vans and two Crew Cab trucks towing utility
trailers. These vehicles can be loaded on various size military aircraft, ranging from a C131 to a C-5A airframe. Upon arrival on the incident site, the NMRT/WMD Team Leader
will report to the MST and determine what information is available. This includes the
agent(s) involved, approximate number of victims, real time of incident, containment
status of the agent(s) product runoff, and scope of the injuries. Team equipment will be
unloaded and stations set up to handle the decon process and medical care.

A.
TEAM DESCRIPTION
Operationally, the mass casualty decontamination (decon) site is separated into three
zones: Decon, Medical, and Support. Personnel decon procedures are divided into
ambulatory and non-ambulatory victims. Contaminated ambulatory victims are
decontaminated through a series of showers and monitored for residual contamination.
From there they pass into the Medical Zone, and are triaged and treated by Team
Medical personnel and eventually pass through to a clean area to be handed off to a
DMAT or local EMS and transported or released. The Team has the capability to
decontaminate approximately 120 ambulatory people per hour. Non-ambulatory victims
are placed in a holding area and monitored to ensure they remain stable. They are
processed through the decon station where any necessary critical medical interventions
are performed. After full decon, patients are further triaged and treated by Team
personnel in the Medical Zone. They are then handed off to a DMAT or local EMS in the
clean area for treatment and transport to an appropriate medical facility. The Team can
decontaminate approximately 20 non-ambulatory people per hour.
B.
ORGANIZATIONAL STRUCTURE
NMRT/WMDs are organized into a command structure of a Team Leader, a Command
Staff comprised of the Safety and Liaison Officers, and a General Staff of the
Operations, Logistics, and Administration/Planning Section Chiefs. Other specialists
make up the remainder of the Team which includes: medical personnel, HazMat
technicians, and logisticians. A standard NMRT/WMD response consist of 36 personnel
in 25 positions, although the number of positions and personnel can be modified to
meet the needs of the disaster. Once on-site the NMRT/WMD will report to and receive
its assignment from the MST.

POSITION REQUIREMENTS AND DESCRIPTIONS
1.
Introduction
The NMRT/WMD Team Position Descriptions provide a formal method to
document the basic duties and requirements of each position during a mission.
NMRT/WMD Teams are staffed and operated in a manner that meets the
functional requirements described in this document. The position requirements
outlined in this manual are based upon the Team meeting a 4-6 hour window
from the time of alert until the time of deployment from the Point of Departure
(POD).
Requirements, duties, and responsibilities have been identified for all Team
positions. These requirements are subdivided into General Requirements and
Training requirements. A General Requirements Section precedes the Position
Descriptions. The General Requirements contain items that are common to all
positions on the Team and therefore, do not have to be repeated in each position
description. The Position Descriptions are written in the KSA format. This is an
effective method of describing the requirements necessary for personnel to fulfill
the objectives of that particular position. Training requirements for each position
are also listed to document how the knowledge requirements can be obtained.
The criteria for what defines KSAs in this document is listed in Unit III-C-2 Important Terms.
General requirements may take years for some individuals to meet. Similar
courses taken by the individual that meet the course objectives of those listed in
this Unit may be substituted with the approval of the NMRT/WMD Team Leader
and OEP.
Requirements may be waived by OEP on a case-by-case basis when an
individual has demonstrated competence in the understanding of the position or
functional area, and if the employee completes applicable course work as new
courses become available.

Important Terms
The following is a description of various terms and definitions that are used in the
position descriptions.
a.
General
Certification – A written process that is used to confirm that an individual is
qualified to perform in a specified position(s).
Experience - Satisfactory performance evaluations from previous assignments in
the position or function being considered.
Qualified individual - A person who has been certified as having met all training,
experience, and fitness requirements for the position.
b.
Physical Fitness
Arduous physical fitness requirement - The duties of the position require primary
field work performed by individuals with above average endurance and physical
conditioning. Occasional demands for extraordinarily strenuous activities over
extended periods of time. Activities include long periods of standing, walking,
climbing, twisting, bending and moderate lifting with the work pace set by the
disaster situation. Long hours of work may be necessary.
Moderate physical fitness requirement - The duties require occasional field work
performed by individuals with average endurance and physical conditioning.
Individuals usually set their own pace. Disasters occasionally demand
moderately strenuous activity over long periods of time. Activities include
standing for long periods, walking, stooping, and moderate lifting. Long hours of
work may be necessary.

Physical Fitness (Continued)
Light physical fitness - The duties mainly involve office type work with occasional
field activity characterized by light physical exertion requiring individuals to be in
basic good health. Individuals almost always govern the extent and pace of their
physical activity. The activities may include climbing (such as stairs), standing,
operating a vehicle, some bending, stooping, or light lifting. Long hours of work
may be necessary.
c.
Knowledge, Skills and Abilities
Knowledge – Refers to an organized body of information, usually of a factual or
procedural nature which if applied, makes adequate performance on the job
possible. There are three broad levels of knowledge that are used throughout the
position descriptions.
Working knowledge of - Individuals comprise an awareness of the subject
matter to a level of understanding a majority of terms and definitions
associated with the subject. Can generally define the subject but has had
little or no formal training or experience.
Extensive knowledge of - Individuals have a wide or considerable extent of
knowledge of the subject matter. Has received some formal training and
some work related experience in the subject matter.
Comprehensive knowledge of - Individuals have had a wide range of
experience in the subject matter to a level to be considered a subject
matter expert.

Knowledge, Skills and Abilities (Continued)
Skill - Refers to the proficient manual, verbal or mental manipulation of data or
things. Skill can be readily measured by a performance test where quantity and
quality of performance are tested, usually within an established time limit.
Examples of proficient manipulation of things are skill in typing or in operating a
vehicle. Examples of proficient manipulation of data are skill in keeping track of
multiple resources, times and locations, events or activities, priorities, and
deadlines in the disaster environment.
Ability - Refers to the power to perform an observable activity at the present time.
Ability is evidenced through activities and behaviors that are similar to those
required to perform on the job, (i.e., ability to plan and organize work), and
participate in singular tasks to create a group solution, recommendation or plan.
3.
General Requirements
The following are general requirements that all NMRT/WMD members should
meet in order to comply with mobilization standards and performance
requirements.
Must be at least 18 years of age.
Must be a citizen of the U.S.
Must have a valid U.S. passport.
Must maintain a current and unrestricted license, certification, or
registration where required by the Team position.
Must be Available to report to a pre-designated Assembly Point or POD
within 4-6 hours for an assignment of up to 3-days.
Must be individually self sufficient for at least 24-hours (i.e., food and
water).
Must maintain current inoculations for diphtheria/tetanus (or tetanus only if
there is a contra-indication to diphtheria), Hepatitis A and B,
measles/mumps/rubella (if born after 1957), polio and a negative TB test.
Yearly flu vaccine is also recommended.

General Requirements (Continued)
Must be physically fit to handle the rigors of HazMat/disaster event
environments. There can be no physical or mental handicaps, limitations
or conditions that would preclude the safe performance of essential job
duties.
Must complete an annual health examination and successfully pass an
annual Occupational Safety and Health Administration (OSHA) health
surveillance examination.
Must maintain a personal physical fitness program.
Must maintain a group pager.
Must have written prior approval from employer to participate on an
NMRT/WMD and attend specialty training.
Must meet all individual Team qualifications for the appropriate position.
Must adhere to the NDMS Disaster Team Code of Conduct. See Appendix
C - NDMS Disaster Team Code of Conduct for more information.
a.
Knowledge
Must have working knowledge of communications and office automation
systems (portable radios, pagers, cellular telephones, computers) and
electronic transfer of information.
Must have working knowledge of ICS.
Must have comprehensive knowledge of NMRT/WMD standard operating
procedures commensurate with the position.
Must have extensive knowledge of DoD and NBC protocols as adapted by
OEP for civilian response.
Must understand and adhere to safe working practices and procedures as
required in the HazMat event environment.
Must have working knowledge of the HHS Health and Medical Response
System, its organizational structure, operating procedures, terminology
and communicating protocols, and reporting requirements.
Must be aware of the signs, symptoms, and corrective measures for
Extended Incident Stress Syndrome (EISS).
Must have working knowledge of computer applications including word
processing and database programs as appropriate for the position.

Must be capable of working in hazardous and stressful situations including
extreme weather environments.
Must be able to manage specialized equipment and support resources
during a disaster situation.
Must have the ability to effectively organize and plan during crisis
situations.
Must have the ability to maintain and perform minor equipment repairs in
the field.

Training Requirements
Qualification for a position on a NMRT/WMD depends upon training, experience,
and demonstrated ability. Team management must develop and implement
training programs for individual members, as well as Team functions and full
Team exercises. Training activities for the Team should provide the professional
and technical skills needed to provide decon and medical care under adverse
working conditions at a HazMat incident site. This entails regular HazMat
training, including specialized Team training, such as industrial HazMat drills,
mass decon drills, and NBC training. Additional training requirements for each
position may be imposed by individual Teams. Members must be given a basic
orientation to NDMS and NMRT/WMD concepts and be familiar with the duties
and responsibilities of other health and medical components in HazMat
operations. All members of a NMRT/WMD must also be credentialed through
NDMS prior to being placed on a Team. OEP maintains a master database of all
personnel rostered on each NMRT/WMD. When approved by the NMRT/WMD
Team Leader for a specific NMRT/WMD position, the individual must meet all
prerequisites for the position.
All personnel are minimally trained at the OSHA HazMat First Responder
Operations Level and EMT-B with specialized NBC medical training. Team
members must undergo regular HazMat training, including specialized training
from their Team. Training includes industrial HazMat drills, mass decon drills,
and NBC training. All personnel are cross-trained in at least 2 positions. Other
Team personnel requirements consist of an annual physical examination, OSHA
health surveillance examination, and participation in a required personal physical
fitness program.

POSITION DESCRIPTION
Functional Description
The NMRT/WMD Team Leader is responsible for managing and supervising all aspects
of a mission, from the time of activation through the return to the home jurisdiction
including all resources (i.e., personnel and equipment). The Team Leader reports
directly to the MST Division Supervisor.
Description of Duties
n
Manages and ensures proper and timely completion of the overall Team
functions of decon and medical;
n
Ensures all deployed NMRT/WMD personnel are properly credentialed by NDMS
and complete all NDMS deployment administrative requirements;
n
Resolves any medical deployability issues of individual Team members;
n
Supervises subordinates;
n
Evaluates and provides to Federal and local governing agencies information
concerning NBC activities as requested;
n
Advises local public health agencies and emergency services when requested
NBC activities as requested;
n
Ensures that supplies and support necessary to accomplish assignments and
activities are available;
n
Interacts with the MST for the coordination of Team activities and support
requirements;
n
Attends briefings with the MST and ensues all Team personnel are kept informed
of mission objectives and status changes;
n
Assures that regular Situation Reports (SITREPs) are forwarded to the MST;
n
Ensures the completion of all required reports and maintenance of records;
n
Ensures appropriate Personal Protective Equipment (PPE) is utilized by all
members;

Ensures EISS management activities for Team members are addressed;

Participates in the deployment After Action Review (AAR); and

Prepares performance evaluations for assigned personnel.

NMRT/WMD SAFETY OFFICER
POSITION DESCRIPTION
Functional Description
The Safety Officer is responsible for the anticipation, identification, and assessment of
hazardous and unsafe conditions. This includes developing measures to reduce risks in
order to enhance personnel safety and accountability. The Safety Officer reports directly
to the NMRT/WMD Team Leader.
Description of Duties
n
Oversees all health and safety aspects of the NMRT/WMD response personnel
while on a mission. This includes the personal safety of members while at the
Assembly Point and/or home base, in vehicles or aircraft used during transit, at
layover sites, the Point of Arrival/Mobilization Center (POA/MOB Center), the
Base of Operations (BoO), and the Area of Operations, as well as the safety of
patients treated by the Team;
n
Ensures that optimal safety and injury prevention is being practiced at all times
where appropriate, including: proper respiratory protection use, proper HazMat
PPE, Universal Precautions during medical care, safe operation of motor
vehicles, and other considerations;
n
Ensures medical surveillance of Team members;
n
Focuses on unsafe conditions and practices and ensures solutions are
developed to correct problems;
n
Investigates, completes, and forwards all reports in regard to Team personnel
injuries and illnesses to the MST Safety Officer after review by the NMRT/WMD
Team Leader;
n
Prevents various types of illnesses among Team members by ensuring adequate
isolation from contaminated areas, proper personal hygiene (i.e., hand washing;
stations, etc.), monitoring stress levels, ensuring adequate food and hydration is
available, etc.;
n
Intervenes immediately in unsafe activities to prevent the loss of life and/or
injuries;
n
Develops plans for physical security and safety of the Team members and
ensures it is included in the NMRT/WMD Safety Plan for implementation;
n
Ensures environmental sanitation activities are satisfactory and sanitation
standards are enforced; and
n
Monitors HazMat operations for compliance of all applicable standards and laws.

The Liaison Officer provides coordination between the NMRT/WMD and local fire, EMS,
and public safety officials for the purpose of coordinating operations and obtaining
necessary resources from the local community. The Liaison Officer reports directly to
the NMRT/WMD Team Leader.
Description of Duties

Establishes and maintains contact with local emergency response personnel;

Functional Description
The Operations Section Chief manages the full range of HazMat/medical care activities,
including prompt decon and health care provided to injured and/or contaminated victims
of a HazMat disaster and the proper patient hand-off to follow up medical care. The
Operations Section Chief reports directly to the NMRT/WMD Team Leader.
Description of Duties

Manages the activities of the Section;

Develops cumulative resource requirements for mission based on input from
Section Chiefs;

Advises and assists the NMRT/WMD Team Leader in evaluating the situation
and setting tactical goals and objectives for inclusion in the MST Action Plan;

for the purposes of on-site and post-incident analysis and historic documentation;

Receives briefings and SITREPs and ensures that all Administrative/Planning

The following checklists represent general operating procedures for members of a
NMRT/WMD while on mission assignment. The General Operational Checklists contain
common actions that must be accomplished at each stage of the deployment by all
positions. Some positions in the Operational Checklists section have no items in the Upon
Activation stage because there are no additional items outside of those listed in the
General Operational Checklist. The NMRT/WMD Team Leader may require additional
actions of Team members depending on the nature and magnitude of the assignment.
The list is intended to be a general summary of actions. It should be understood that:

Some required actions may not be listed, but must be identified and assumed by
this position;
n
Some actions may be the primary responsibility of another Team position, but
may require assistance and coordination from this position; and
n
The actions are listed in a general chronological order, but may necessitate
deviation to meet incident needs.

GENERAL OPERATIONAL CHECKLIST
The following are general items that pertain to all Team members:
Upon Activation

Receive notification of selection and assignment from Team management;
[ ]
Establish communications with the appropriate supervisor;
[ ]
Monitor mission-related information from local sources such as internet, radio,
and television;
[ ]
Review the personal equipment checklist. Assess your personal gear readiness
for the specific disaster area climate. Make necessary changes;
[ ]
Ensure that you have personal daypack, earplugs, and warm clothes for flight, if
required;
[ ]
Report to the assigned Assembly Point at the prescribed time;
[ ]
Complete check-in procedures to include medical screening;
[ ]
Receive the Federal Oath of Office and complete Appointment Affidavits —
Standard Form 61 or OF 306;
[ ]
Ensure that you receive any appropriate issue of gear (i.e., radio, functional vest,
etc.) pertinent to the position;
[ ]
Participate in Team briefings and meetings as requested;
[ ]
Ensure that electronic equipment is turned off prior to boarding aircraft;
[ ]
Review the NMRT/WMD Field Operations Guide (FOG) for information pertinent
to your position description, operational checklist, operational procedures, and
safety procedures;
[ ]
Review disaster related information as it becomes available;
[ ]
Take advantage of available travel time for rest prior to arrival; and

Carry out assignments as directed.
On-site Operations
[ ]

Ensure your physical readiness through proper nutrition, water intake, rest, and
stress control techniques;

Ensure use of all safety practices and procedures. Report safety shortfalls to
your supervisor immediately;

Ensure that all supplies and equipment are decontaminated, inventoried,

runoff is captured if possible and proper disposal procedures are followed;
[ ]
Ensure that complete climatic condition (i.e., heat index and wind chill factor,
storms, winds, etc.) monitoring is performed. These factors must be included in
each Team briefing and clothing/protection measures presented to the
NMRT/WMD Team Leader as warranted;

Upon Activation

Participate in initial Team planning meeting with NMRT/WMD Team Leader;
[ ]
Address medical needs and requirements of Team based on information
obtained on the incident;
[ ]
Setup and staff a Medical Check-In station to fully assess the fitness of deploying
Team personnel. Complete relevant documentation;
[ ]
Meet with assigned personnel to determine if they are personally prepared and
adequately equipped to perform their assignment;
[ ]
Ensure that assigned personnel are adequately briefed on and understand:
§
Individual and Team performance expectations;
§
Team problem-solving processes; and
§
Methods for establishing and changing Team priorities.
[ ]
Ensure appropriate medical coverage for any acute Team medical emergencies
is maintained during mobilization and deployment;
[ ]
Consider contacting the Centers for Disease Control and Prevention (CDC) for
medical care consultation, decon methods, and medical interventions; and
[ ]
In conjunction with the Logistics Section Chief, identify and initiate any outside
logistical requirements necessary for the Team to deploy personnel and
equipment.
On-site Operations

In conjunction with the NMRT/WMD Team Leader, establish and supervise setup
of Area of Operation including Decon, Medical, and Support Zones. Divide area
by functional operation. Consider:
§
Proximity to incident;
§
Proximity to local incident command post;
§
Available shelter;
§
Communications; and
§
Safety and security.

Make medical decision on go/no go for Team members based on vital signs and
other indicators;
[ ]
In conjunction with MST Operations Section Chief, develop plan to engage Team
personnel into local emergency operations;

Tactical HazMat operations to employee;

Functional requirements and immediate needs;

Work schedules for extended operations;
§
Rest and rotation periods for Operations Section personnel;
§
Adequacy of support facilities; and
§
Evaluate general sanitation issues (i.e., potable water, toilets, food prep,
etc.).

Provide systematic approach to victim processing, including sufficient space for
ambulatory and non-ambulatory care. Setup area to ensure:
§
Equipment cache setup;
§
Sanitation facilities;
§
Rehabilitation area;
§
Patient flow moves smoothly and adequately for space available;
§
Accountability and security of all patient personal effects; and
§
Patient disposition to other facilities, etc. is done systematically and with
proper records of transfers and personnel effects.

Continually evaluate the Operations Section for effectiveness and modify as
appropriate. This should include:
§
Appropriateness and effectiveness of decon and medical care provided;
§
Assessment of equipment shortages, needs, and implications to
effectiveness;
§
Input to the Safety Officer to ensure that the health and welfare needs of
Team members are addressed, including hydration, sanitation, nutrition,
and mental health;
§
Assessment of fatigue in Team members;
§
Assessment of signs of EISS in Team members; and
§
Monitor on-site coordination with other functions within the Team, other
HazMat teams, DMAT, DMORT, local health care providers, etc.

Evaluate the capability of assigned resources to complete the assignment;
[ ]
Resolve any coordination, communications, or personnel issues within the
Operations Section;
[ ]
Provide the NMRT/WMD Team Leader with periodic progress reports that
identify accomplishments or potential conflicts;

Participate in development of the NMRT/WMD Action Plan;

Keep Logistics Section Chief apprised of supply deficiencies and/or equipment
malfunctions;
[ ]
Submit summary reports and appropriate forms to the Administrative/Planning
Section Chief; and
[ ]
Provide NMRT/WMD Team Leader with regular situation status, including
numbers of patients, care provided, and patient disposition.
Deactivation

Review the current status of the Section’s operational readiness and personal
fitness and provide the NMRT/WMD Team Leader with a recommendation on
reassignment or demobilization;
[ ]
Provide input into the Demobilization Plan on length of time to clear patients from
the site;
[ ]
Ensure all Operations Section equipment is returned to the Logistics Section;
[ ]
Coordinate appropriate follow up care for any Team members treated by the
Operations Section;
[ ]
Notify the Logistics Section of any operational equipment loss and potential
maintenance requirements of tools and equipment assigned to the Operations
Section; and
[ ]
Ensure all Section performance evaluations are completed.

ensure proper PPE and decon safety equipment is available; and
[ ]
Activate the personnel accountability system.
On-site Operations
[ ]
Dress in Level C protective clothing;
[ ]
Locate in the Support Zone;
[ ]
Oversee the Decon Zone at all times for safety and general procedures;
[ ]
Assist with research on PPE and treatment when dealing with a commercial
product;
[ ]
Notify the Rapid Response Group Supervisor when any area under his/her
control needs to be changed for safety reasons;
[ ]
Prepare list of personnel with Social Security Numbers. Maintain extra lists for
fire department;
[ ]
Insure that pre-entry vital signs have been taken and recorded on proper forms;
[ ]
Determine go/no go decisions on whether responders dress out based on vital
signs with Rapid Response Group Supervisor;
[ ]
Oversee personnel donning of PPE. Inspect protective gear of each responder
prior to leaving dressing zone;
[ ]
Track entry and airtime of personnel entering contaminated area and forward to
Safety Officer. If possible, track time of set up, first and last victim removed;
[ ]
Continuously monitor Rapid Response Specialists for any signs of distress; and
[ ]
Monitor Team members returning to Support Zone at completion of decon duties.
Monitor vital signs of all members after incident.

Dress in Level A PPE;

Receive pre-entry briefing from Rapid Response Group Supervisor on
procedures to be followed, evacuation signals, etc.;

Receive final safety check;
[ ]
At the direction of the Rapid Response Group Supervisor enter the Decon Zone;
[ ]
Receive patients from staging area;
[ ]
Provide medical triage to victims in the Decon Zone;
[ ]
Treat or assist any downed emergency response personnel in the Decon Zone;
[ ]
Direct ambulatory patients to the correct area of the decon operation;
[ ]
Cut clothing from contaminated non-ambulatory victims and continue
assessment of medical condition;
[ ]
Provide critical medical interventions as necessary (i.e., medications or airway
assistance in the form of Bag Valve Mask (BVM) or intubation;
[ ]
Move patients to next decon shower;
[ ]
Maintain medical monitoring of patient and continue critical medical care;
[ ]
Provide Rapid Response Group Supervisor with regular status reports of
objectives, accomplished, problems encountered, etc.;
[ ]
Perform quick assessment and assist carrying non-ambulatory patients on litters
to the non-ambulatory decon area or holding area;
[ ]
Perform chemical monitoring and environmental sampling in the Hot Zone as
directed; and
[ ]
Complete post-entry medical surveillance.

Upon Activation

Assess the readiness of vehicles and equipment cache for immediate
deployment. Forward assessment of findings to NMRT/WMD Team Leader;
[ ]
Address any critical cache shortfalls if possible;
[ ]
Preplan obtaining any equipment/supply needs not already in cache;
[ ]
Participate in the initial management planning meeting with NMRT/WMD Team
Leader;
[ ]
Obtain expendable items for cache using established procedures;

Supervise the transportation of equipment cache on vehicles from home base to
POD or disaster site, as appropriate, in coordination with the civilian airport

Obtain completed DoD Flight Manifest Form from the Administrative/Planning
Section Chief and provide to aircraft Loadmaster, if appropriate;

Meet with assigned personnel to determine if they are personally prepared and
adequately equipped to perform their assignment;

Ensure that assigned personnel are adequately briefed on and understand:
§
Individual and Team performance expectations;
§
Team problem-solving processes; and
§

On-site Operations

Supervise the off loading of equipment cache from the transport vehicles;
[ ]
Assess and determine the availability of resources for identified logistical
requirements in conjunction the appropriate officials at the Mob. Center or the
Area of Operations;
[ ]
Coordinate with the NMRT/WMD Team Leader and local Incident Command
personnel the most appropriate site for NMRT/WMD operations;
[ ]
Establish the equipment cache staging to include:
§
Ensuring appropriate environmental protection of supplies and equipment;
§
Coordinating the appropriation of expendable support items, i.e., fuels,

TEAM EQUIPMENT AND INVENTORY
A mass casualty decon/medical team responding to a disaster cannot depend
upon the resources from the affected area for its logistics support; NMRT/WMDs
must therefore bring their own equipment and supplies with them. The
NMRT/WMD equipment cache should be sufficient to support the Team decon
and medical operations for the initial 12-hours with the exception of the water
necessary for decon purposes. Resupply items will be obtained through the MST.
Each NMRT/WMD must assemble and maintain its own equipment cache. The
cache should consist of supplies and equipment that is procured once and
reused repeatedly, as well as, supplies that are consumed in the course of
operations and require replacement. Additionally, there is the chance that some
or all of the cache could become contaminated during the incident and not be
recoverable. The recoverability of the cache will be determined by the MST.
The equipment cache must be compact, light in weight, economical and
adequate for the needs of the Team to support a medical/HazMat disaster
situation. Whenever possible, only supplies and equipment that are familiar to
Team personnel and used regularly be part of the cache. The equipment must be
rugged and functional in adverse environmental and operational conditions. All
purchased vehicles and equipment must include specifications, maintenance,
and operating manuals. Training for vehicle operation and specialized equipment
should be provided by the manufacturer or distributor. Refresher courses should
be scheduled at least yearly on essential equipment.
An equipment cache for a NMRT/WMD should meet the following requirements:
n
Have a weight and volume for ease of transport by Team vehicles that can
be loaded on military aircraft;
n
Provide austere equipment for all functions the Team is expected to
perform, including logistical functions required for limited self-sufficiency;
n
Arranged on the transport vehicles so that unloading can be done in a
minimal amount of time by driving the vehicles through the operational
zones and unloading the applicable equipment for each zone; and
n
Contain minimal perishable supplies to reduce inventory and rotation
costs.

Equipment Maintenance
All equipment should be appropriately serviced and maintained in
operationally ready condition. Mechanical equipment should be checked
and operated on a regular basis as specified in the Team’s equipment
cache maintenance plan. Sterile equipment should be periodically reautoclaved and repacked after exercises. NMRT/WMDs should not obtain
or store perishable supplies in excess of needs for immediate response.
These supplies should be kept in a secure area such as the hospital
pharmacy, and rotated on a regular basis if not used. Other consumable
supplies should be obtained on activation.

Equipment Storage
NMRT/WMDs responding to a disaster must move immediately in order to

Personal Equipment
NMRT/WMD personnel should be prepared to respond to a mission within
4-6 hours of alert and up to 3-days or at least until initial disaster recovery
efforts have ensured adequate support for its operations. Since Team
members may not find adequate food, shelter, or water available initially at
the site, and the BoO may not become operational until well into the
response, Team members must bring personal food and water for the
initial 24-hours. Additionally, each member must have a personal gear kit
of no more than 50 lbs., sufficient to enable him/her to live and work in
austere conditions. This should include appropriate clothing for the
environment, personal hygiene items, medications, and protective items
such as sunscreen and insect repellent. It should be contained in one or
two personal water protective packs at most. It is advantageous to be able
to split the personal gear so that a small carrying pack bag of personal
necessities can remain with the member at all times, while the gear not
needed during transport or at the Area of Operations can be left at the
NMRT/WMD BoO or the lodging location.

Medical Supplies for Team Use
The Team should maintain medical equipment for use on Team members
in cases of acute illnesses or injuries. This may be carried by backpack or
other method, but must remain available throughout the mission, from the
time of mobilization until the return home. It should be packed in an
appropriate manner so that it is readily accessible at all times, including
during transport by aircraft or ground vehicles.
