PROTOCOL
FOR SISTER-CITY RELATIONSHIP
BETWEEN
CITIES OF LUOYANG,THE PEOPLE'S REPUBLIC OF CHINA
AND
LA CROSSEJHE UNITED STATES OF AMERICA
The City of Luoyang,Henan Province,the People's Republic of China and the City of La
Crosse,State of Wisconsin,the United States of America,in accordance with principles of the
Communique on the Establishment of Diplomatic Relations between the People's Republic of
China and the United States of America and guided by the spirits of peace.friendship and
cooperation among all the peoples of the world as formulated in the Charter of World
Federation of Sister Cities,with the purpose of enhancing understanding and friendship
between the peoples of China and America,and of further strengthening and developing
friendship and cooperation between the cities of Luoyang and La Crosse.have reached,
through friendly consultation,the agreement on establishment of sister-city relationship
between them and have agreed on the following:
1.
Both sides shall be guided by the spirit of friendship and the principle of mutual
respect and mutual benefit in handling relations between them.
2.
According to the agreements made through consultation,both sides shall enhance
cooperation in the fields of education.science and culture,shall promote mutual
understanding on culture and civilization of their own and shall stimulate contacts
between specialized organizations.universities and cultural institutions.
3.
Both sides shall make joint efforts to develop friendly intercourse between the local
governments and the peoples of the two cities,to set up close economic and trade
relations and to actively carry out exchange and cooperation in the aspects of
sports,health care,environment protection .tourism and personnel trainning.etc.
4.
Representatives from both sides shall hold regular talks so as to explore and discuss
means to further develop and strengthen above-mentioned relations,including the
possibility to sign agreements and conventions on questions of common concern.
5.
This protocol has a permanent effect and can be supplemented or amended with the
mutual consent of both sides.Each side shall notify another the termination of this
protocol in writing one year early in advance.
The present protocol will take effect from the day of signature.
The present protocol has been drawn up in both Chinese and English languages and both
texts are equally authentic.
The present protocol is signed in Luoyang by both sides on Octorber 21,1997.
