GUIMARAS OIL SPILL INCIDENT: POST-OIL SPILL INITIATIVES Special Workshop on the Future of Maritime Transport in a Blue Economy Session 2: Addressing Oil Pollution from Transportation and Production Dr. Felipe Hilan A. Nava Governor, Province of Guimaras, Philippines Rapid Damage Assessment revealed the following: • Sixty (60) percent of the island’s residents were adversely affected • Contaminated fishing grounds and coastal habitats • Disrupted tourism activities—55% of beach resorts affected • Concerns on long term health and environmental sustainability Cause and Effect Diagram Livelihood shifted to the uplands causing increased pressure on resources Increased soil erosion due to livelihood activities OIL SPILL IMPACT: Degradation of Coastal and Marine Environments Increased sedimentation in coastal areas • Significant disturbances in two of the three main economic drivers (fisheries and tourism) • Increased pressure on the 3rd economic driver—agriculture • Issues on sustainability of resources to support economic activities Socio-economic development Regaining the affected economic drivers: F is Sustainability Agriculture sm he rie s uri To • Diversification of tourism sites development to relieve pressure on coastal areas • Optimize agriculture and inland tourism potentials • Explore alternatives in fishing • Promote complementary agriindustries • Establish environmental baseline data as basis for long term planning Community-Based Rural Tourism (CBRT) • Enables the community to directly benefit out of tourism activities • Promotes stewardship of the environment • Facilitates social transformation resulting to effective community participation in development • Starting from 5 pilot communities, the concept is now operational in 16 sites that include both upland and coastal areas • Income from tourism in addition to fishing and farming • Forest cover was 0 in 1990, 6% in 2004 and currently estimated at 10% • Promoted agro-forestry as a strategy in the land use plan • Provincial nursery to support reforestation program • Earth Day and Environment Month celebrations • Mangrove reforestation in partnership with community mangrove growers associations The Guimaras Environment Code -enacted prior to the Investment Code to establish development controls and define the kind of investments that are complementary to the island strategy Environmental Studies to establish the state of the Guimaras environment: • • • • • • • Status and Monitoring of marine wildlife and fisheries resources in Guimaras Island Hydrological Impacts of Land Use and Land Cover Change on Coastal Ecosystem of Guimaras Socio-economic effects of Solar 1 Oil Spill in Guimaras Assessing beaches in Guimaras Island recovering from a major oil spill Enzyme biomarkers as indicators of environmental contamination Evaluating the Impacts of the 2006 Oil Spill on Sea grasses and Mangroves in Guimaras Assessment of soil erosion and hydrocarbons in Guimaras Objectives of the fisheries and marine wildlife study: • • Update the profile & assess the status of municipal fisheries Develop a province-wide fisheries database o o • • • Validated listing of fisherfolks Gears, boats, catch (species, size & volume), effort Assess the status of marine wildlife Build the capability of LGU personnel Develop Conservation cum Management Plans for fisheries and marine wildlife o Implementation of a unified fisheries ordinance for all 5 municipalities Assessing Hydrologic Carrying Capacity of Watersheds in Guimaras The study aims to address the following concerns: o Water quality degradation o o o Fresh water shortage in some areas o o Land use changes Salt water intrusion Unsustainable ground water use Coastal areas o Oil spill event o Heavy metal, poly aromatic hydrocarbons Addressing beach erosion The study on soil erosion had revealed the following: • Improperly placed and designed engineering structures • Exacerbated beach loss by interfering with the natural migration of sand and increasing offshore sediment transport • Need for policies to rectify designs and locations of structures in coastal areas Integrated Coastal Management (ICM) Guimaras embraced ICM as the approach to facilitate integration of all initiatives and is currently pursuing the following: o o o Enhancement of the existing provincial land use plan to include “water use” plan Formulation of strategy for the management of coastal and marine environments to better respond to challenges brought about by climate change Mainstreaming of disaster risk management in local plans Priority Areas Learning from the 2006 Oil Spill: •Development of Oil Spill contingency plan for Guimaras •Effective response program—readiness to address threats of oil spills and other hazardous materials •Acquire capability for emergency response •Enhance community awareness and participation for oil spill preparedness and in responding to disasters Our advocacy Promote effective management of the Panay Gulf and Guimaras Strait • Managing the area as a Bioregion • Initiatives to address trans-boundary issues • National policies to regulate transportation of hazardous materials Mabuhay!
