WHEREAS, Sexual education does not have a universal standard; and
WHEREAS, Lesson plans may vary from each state, county, and school district; and
WHEREAS, Almost 250,000 babies were born to women aged 15–19 years, for a birth rate of
24.2 per 1,000 women in this age group; now, therefore, be it
RESOLVED, That the Congress here assembled will support the creation of a national sexual
health and responsible sexual behavior program.

A Resolution against the Sale of Arms to Saudi Arabia
1. Whereas: The State Department announced the potential sale of Military arms to Saudi
2. Arabia
3. Whereas: and the sale of arms may harm innocent civilians and may fuel a regional arms
4. race and;
5. Whereas: The sale of arms may also contribute to the killing of innocent Yemen citizens,
6. as has occurred in the past and may be further perpetuated by an influx of weapons into
7. the region.
8. Therefore: Be it resolved by the Congress assembled today that this legislative body
9. vehemently disagrees with the proposed sale of weapons to the Saudi Arabian military by
10. the United States State Department.

A BILL TO MAKE CANNABIS A SCHEDULE II DRUG TO REGULATE ITS USAGE, BOLSTER OUR
ECONOMY, AND PROTECT STATE RIGHTS.

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

Article I:
A. Cannabis shall hereby be moved to Schedule II of the Drug
3
Enforcement Administration (DEA).

B. Cannabis dispensaries in states that allow such businesses shall hereby
5
be taxed federally.
6
C. The Food and Drug Administration (FDA) shall oversee the regulation
7
and research of cannabis as a drug with medical use.
a) To further determine the legitimacy of cannabis as a drug, the FDA
8
shall conduct further testing on its effects and medicinal uses.
9
b) The FDA shall regulate cannabis as it regulates other drugs, in
10
quantities that it deems suitable for consumption.

Article II:
Schedule II shall be defined as the controlled substance schedule of the
13
DEA containing drugs with a high potential for abuse, with use potentially
14
leading to severe psychological or physical dependence.

Article III:
A. The DEA shall oversee the implementation of Article IA of this piece
16
of legislation.

B. The Department of the Treasury shall oversee the implementation of
18
Article IB of this piece of legislation.

Article IV:
This legislation will be implemented immediately upon passage.

Article V:
All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Reform NATO to Ensure Mutual Defense
1. Whereas: NATO-affiliated nations are not contributing the 2% of their national budget
2. necessary to be a member of NATO; and 3. Whereas: This issue leaves a void in the ability for NATO to defend its member nations 4. adequately; and 5. Whereas: This hole in NATO’s defense can allow for terrorist organizations such as ISIS 6. and Russia to breach NATO security. 7. Therefore, be it resolved by this Student Congress here assembled that: The United 8. States government should encourage NATO to collect the 2% that all member nations 9. should be contributing to its funds.

A Bill to Require All Places of Work to Offer Paid Maternity/Paternity Leave

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.
A. All places of employment will provide women 8 weeks and men 4
3.
weeks of paid child rearing leave commensurate to their usual salary.
4.
B. Documentation of childbirth or adoption must be provided to the
5.
employer within two weeks of the start of the child rearing leave.
6.
C. Employers in need of supplemental funding up to 75% of these salary
7.
costs, may submit an annual application to the Department of Health and
8.
Human Services. This application must show a loss of profit of at least
9.
2.0% from these child rearing leaves.
10. SECTION 2.
A. A place of employment shall be defined as an organization which pays
11.
people for their services.
12.
B. Birth certificate, adoption certificate and documents from a midwife,
13.
doctor or hospital will be the forms of documentation accepted.
14. SECTION 3.
A. This bill will be enforced by U.S. Departments of Health & Human
15.
Services and Labor.
16.
B. Any additional funding for this bill from the above departments will be
17.
from a 2% cut in the U.S. Department of Defense budget.
18. SECTION 5.
This legislation will take effect at the beginning of the 2019 fiscal year.

A Bill to Create a Wall Along the Mexico/United States Border in Order to Control Illegal Immigration
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. A security wall will be built along the Mexico/United States border excluding any mountain ranges
deemed too treacherous to pass.
A. There will be 50 armed Homeland Security Personnel (HSP) stationed along the wall every
mile to prevent illegal immigrants from coming through.
B. A gate at every current legal Mexico-United States border crossing will be put in place for
legal admittance and legal dismissal. There will be 150 HSP at each gate to handle traffic
between Mexico and the United States.
SECTION 2. The Mexico/United States border is defined as the area in which the United States and Mexico meet.
The Department of the Interior will determine whether a mountain is too treacherous for passage.
SECTION 3. Homeland Security and the Department of the Interior will oversee this bill.
SECTION 4. 25 billion U.S. dollars will be contributed to the funding of this wall from the United States Military
Budget. Annual maintenance funds will not exceed 2 billion U.S. dollars.
SECTION 5. The construction of this wall will be put into effect twelve months after passage of this bill and will
be manned after one month of the wall being completed.
SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Increase Trade with Mexico
BE IT ENACTED BY THIS CONGRESS THAT:
SECTION I.
The United States will increase a free-trade market with Mexico, along
with other countries and their territories.
SECTION II.
A free-trade market shall be defined as the unrestricted purchase and sale
of goods and services between countries without the imposition of constraints such as tariffs,
duties and quotas. Other North American countries shall include Canada, Germany, and Japan,
along with their territories.
SECTION III.
The United States Trade Representative shall oversee the passage of this
bill.
SECTION IV.
This bill shall be implemented a month upon passage.
SECTION V.
All other laws that are in conflict with this bill shall hereby be declared
null and void.
A BILL TO ABOLISH MANDATORY MINIMUM SENTENCES BE IT ENACTED BY THE STUDENT
CONGRESS HERE ASSEMBLED THAT: Article I: All mandatory minimum sentencing laws and
guidelines for federal crimes shall be abolished. In addition, all existing prisoners, which have
been sentenced through mandatory minimums, will be allowed to apply for retroactive
reduced sentencing after completing one fourth of the pre- existing sentence. Article II:
“Mandatory minimums” refers to the sentencing guidelines formerly enacted by Congress to
set a minimum amount of prison time for offenders of federal laws. Article III: This act shall
take effect six months after enactment. Article IV: The Department of Justice will be
responsible for the implementation and enforcement of this legislation along with creating a
committee upon passage of this legislation to produce federal sentencing guidelines for
federal crimes. These guidelines shall be non-mandated and return jurisdiction to judges, and
be reasonable and based on judicial opinion. Article V: All other laws in conflict with this new
policy are hereby declared null and void.
A RESOLUTION TO RELOCATE THE DETENTION CAMP AT THE GUANTANAMO BAY NAVAL
FACILITY TO THE NATION OF ALBANIA
WHEREAS,
The Guantanamo Bay Detention Facility (hereby referred to as Guantanamo
Bay) incarcerates dangerous terrorists extremely close to the continental
United States and,
WHEREAS,
Guantanamo Bay currently is a major detriment on the increasing
diplomatic
relations with the nation of Cuba; and,
WHEREAS,
the relocation process of former Guantanamo Bay detainees has been highly
successful when in the nation of Albania and also Albania has expressed interests
in relocating a large number of Guantanamo Bay detainees; and
WHEREAS,
many human rights abuses in Guantanamo Bay are caused by outdated facilities
and training of military personnel
RESOLVED,
By a majority of the Congress here assembled, that the United States close
Guantanamo Bay, create a treaty with the nation of Albania to allow the creation
of a modern, humane US military detention facility in Albania, and upon the
creation of this facility, create new training procedures for its staff.
A Bill to Subsidize the African Farming Industry
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States shall provide 12 million dollars in micro loans to

African farmers.

SECTION 2. Micro loans are defined as small loans (microloans) given to
4
impoverished borrowers who typically lack collateral, steady employment
5
and a verifiable credit history. The loans specified in this legislation will
6
not exceed $6,000 per farmer, and will be designated to be used for
7
creating sustainable agriculture.

SECTION 3. The United States Agency For International Development will oversee the
implementation of this legislation.

A. The microloans will be provided directly to the farmers in Africa.

B. At the end of the 2017 fiscal year, USAID will determine the
12
effectiveness of the microloans and determine whether an additional 12
13
million dollars will be provided annually.

C. If the aid is determined to be ineffective, the program shall be shut down
immediately.
D. The funds for this legislation will be supplied from the existing Official
Development Funds (ODA) being supplied to African countries.

SECTION 4. This legislation will be implemented at the start of the 2016 fiscal year.
