TECHNICAL SPECIFICATIONS
FOR
BUSHINGS FOR MEDIUM VOLTAGE SYSTEMS
1.
GENERAL
1.1.
Scope and Content
This Specification covers the technical characteristics of bushings having rated current less than
3150 A, to be purchased for use in medium voltage distribution networks having system voltage
of 36 kV and lower.
Unless otherwise stated in the Specification and in its annexes, bushings in the scope of this
Specification shall be delivered as a complete unit with its all auxiliary accessories.
Types and technical characteristics of bushings to be purchased are specified in the Bill of
Materials and/or Schedule of Guaranteed Characteristics.
1.2.
Standards
Design, manufacturing and tests of bushings in the scope of this Specification shall be
performed complying with the last editions of standards given below.
TS595/IEC 137 Bushings used in alternating voltages over 1000 V.
IEC 815
Guide for insulator selection according to pollution conditions
TS6080/IEC 437 Radio interference test in high voltage insulators
If different standards are applied, which are equivalent or superior, their Turkish or English
copies shall be given with the bid.
1.3.
Operating Conditions
Unless otherwise stated in the Bill of Materials, bushings considered for ordering shall be
suitable to the operating conditions defined below.

TECHNICAL CHARACTERISTICS
2.1.
Type
Bushings shall be made of ceramic, glass or resin and shall be of these types below according
to its usage areas:
- Outside of building - inside of building (ceramic or glass)
- Inside of building (epoxy resin, ceramic or glass)

Structural Characteristics
2.3.1.
Insulation Sections
- Bushings shall endure both at normal operating conditions and against drawing,
torsion and bending forces caused by extreme voltages and short circuits occurring in
the system, forces caused by earthquake and vibration, in addition, they shall be
designed and manufactured not to crack and to be broken by stress due to sudden
temperature changes, expansion or shrinking.
- Insulation sections of insulators shall be flat and symmetric, shall provide uniform
distribution of mechanical stresses and electric fields, and shall be designed to
minimize radio interferences. Radio interference voltage (RIV) produced by insulators
shall not exceed the values pointed in IEC 437.

- There shall be no foreign matters, crack, barking, air bubble, scratch, sand,
roughness, spot, stain and similar faults.
- Ceramics of insulators shall have high quality and homogenous structure, bare
surfaces of insulators to atmosphere shall be glazed by a brown and bright glaze
smoothly. Glaze shall not be affected by sudden temperature changes, and shall be
endurable to industrial pollution, ozone, acid, alkalis, powder and the other
atmospheric conditions.
- Glass insulators shall be produced by hardened lime – soda glass.
- In the manufacturing of bushings only organic material shall be used, insulator made
of different organic materials shall not be accepted.
2.3.2.
Metal Sections
All bushings shall have conductors. All metal parts and bolt arrangement shall be
determined not to separate from insulator body under temperature changes and
mechanical forcing; material to be used for the determination shall have high quality and
shall have characteristics not to make chemical reactions with metal parts.
All metal parts of bushings except conductors shall be made of corrosion enduring
metals or shall be hot dived galvanizing. Characteristics of galvanizes shall comply with
TS 914/ISO 1459, 1460, 1461. Galvanize coating thickness shall be;
- For iron and steel cast and forged materials

2.3.3.
Terminals
Connection terminals of conductors of bushings shall be produced by materials which
do not make electro-coupling effect with aluminum conductors. Terminals shall have
capacities to carry the rated currents without occurring any heating in any part of the
gate insulator.
The Bidders shall add the drawings showing shapes, dimensions and cross sections of
conductors and terminals to their bids.
2.3.4.
Mounting Formation
Bushings shall be equipped with an endurable and not deformable determination flange
for mounting.
At each rated voltages, for all rated currents, angle between the dimensions of
determination flanges of bushings and determination holes shall have the same
measuring.
There shall be earthling nut of at least M12 measure on the determination flange and it
shall be marked with earth symbol.
2.3.5.
Label
On all of the bushings, there shall be label made of stainless steel or other corrosion
endurable metal.

Label shall be attached on insulator flange by steel screws or pin at normal operating
conditions that can easily be visible. Writings and marks shall not be decayed by the
time.
This information given below shall be on the label:
- Name and/or mark of manufacturer
- Its manufacturing year and serial number or type
- Rated voltage, rated phase – earth voltage and rated frequency
- Lightning pulse strength voltage
- Rated current
3.
TESTS
Unless otherwise unstated, gate insulator tests shall be done according to TS595/IEC137 standards.
3.1.
Type Tests
Type tests to be applied on all bushings in the content of Specification is revealed below:
- Network frequency voltage strength test at wet,
- Lightning pulse voltage strength test at dry,
- Temperature increasing test
- Short term thermal current strength test
- Dynamic current strength test
- Consol load strength test
- Measuring of radio interference test (IEC 437)
3.2.
Routine Tests
Routine tests to be applied by manufacturer to each bushings manufactured are defined as
below.
- Measuring of dielectric loss factor (tan ë) (shall be applied to epoxy resin bushings)
- Network frequency voltage strength at dry
- Measuring of partial discharging level (epoxy resin shall be applied to bushings) (IEC 137 and
IEC 270)
3.3.
Acceptance Tests and Rules
3.3.1.
Acceptance Tests and Sampling
Acceptance tests contents below, otherwise unstated in contract documents and in its
annexes;
- Type tests in Article 3.1.
Repeating all or some of the type tests may be required as acceptance test. Type
tests (if required) shall be carried out for all manufacturing types of bushings on the
required number of sample(s) by tests.
- Routine tests revealed in Article 3.2.
All routine tests shall be repeated on samples taken from each delivery parties.
The same type or structure of bushings in one turn are considered to be one party.
Samples shall be selected randomly by the Purchaser’s representative at each
delivery and if otherwise unstated, number of samples shall be according to the table
below.

3.3.2.
Acceptance Criteria
a) Positive results should be taken from all types of type tests. In case of a type test is
resulted negative, if Purchaser concludes that operation security of bushings will be
lost, he/she shall be able to reject all the insulators at the same type. The Purchaser,
on condition that expenditures belongs to him, can accept demands of manufacturer
to make changes on the design of bushings, and on condition that expenditures
belongs to him, he may repeat all type tests clarified in the Specification demanded
by Purchaser.
b) Positive result were taken form all sample tests – if any – in allowable tolerances. If
negative result is taken from any routine tests, all bushings forming this party shall
be re-tested. According to this, faulty units shall be changed by manufacturer, on
condition that expenditures are belonging to him.
3.3.3.
Rules Related to Acceptance Tests
i) In case the type test reports are not given or the given reports are considered
inadequate, all or some of the type tests described in Article 3.1. as indicated in the
Specification shall be carried out at the manufacturer’s establishments or in the
domestic or in a neutral laboratory in abroad on condition that expenditures are
belonging to the Supplier.
If some of the type tests are decided to be carried out at abroad, the other tests shall
not be started to be carried out before successful test reports belonging to them are
presented to the Purchaser.
Supplier shall be able to demand prolongation for the possible delays of delivery due
to the acceptance tests.
No payment shall be done to Supplier until the acceptance tests are resulted.
ii) Although type test reports given with the bid are considered to be adequate or
positive results were taken from type tests carried out during the acceptance tests of
the first party delivery, the Purchaser, on condition that belonging his decision
completely to him, may require repeating of all or some of the tests in the
manufacturer’s establishment or in domestic or at abroad in a neutral laboratory at
the first party of delivery or at the subsequent deliveries.
Necessary amount of sample(s) required by tests/standards for type tests shall be
selected by Purchaser representatives. For type tests to be carried out in domestic
and at abroad, samples shall be sealed and sent to laboratory in which the test shall
be done by manufacturer.
In case of positive results are taken from these tests, all the expenditures are paid by
the Purchaser, on the type test prices indicated in the contract in TL. If the test prices
are given in foreign currency, it shall be exchanged to TL by the selling exchange
rate of the Central Bank of Republic of Turkey of the test date.
In case or negative results are taken from the test, all the expenditures of test shall
be paid by the Supplier and remaining part of the order shall be canceled.

3.3.4.
Acceptance Procedure
i) Purchaser can test the materials during manufacturing or transportation, at the
manufacturer or subcontractor’s place. Supplier shall provide all kinds of aid and
convenience for the Purchaser representatives to do these tests.
ii) Supplier shall send the test program to the Purchaser after the contract signed.
Supplier shall inform the Purchaser the essential beginning of the tests at least 20
(twenty) days before the tests to be carried out abroad, and 7 (seven) days before
the tests to be carried out in domestic.
iii) Carrying out of all routine tests at the manufacturer’s establishment is essential. If
there are tests was not carried out although they are considered to be done at the
manufacturer’s establishment, they shall be provided to complete in 15 (fifteen) days
following its acceptance tests. Otherwise, the material is considered to be unready to
delivery. Date of tests carried out delayed is taken as delivery date on condition that
they are delivered to the Purchaser in 7 (seven) days. However, the Purchaser
keeps the rights of implementation of the related particulars of the contract about
delays.
iv) Tests shall be conducted in front of the Purchaser’s representative. At the test
report, there shall be serial numbers of the sample(s) and information ensuring the
determination of all the main sections, and reports shall be arranged to indicate that
the reports and materials are suitable for this contract and condition in annexes and
signed mutually. If the test report is positive, the Purchaser’s representative shall
write the shipping order for the related material party.
Purchaser can notify that he will not be present at the tests by informing on time. In
this case, Supplier shall carry out the tests and inform the Purchaser about the
results. Test reports prepared and signed by Supplier shall be sent as 5 sets to
Purchaser for his investigation and approve. In case of the test reports are approved,
shipment order shall be given by Purchaser, approved 1 (one) set of Test Report
shall be sent to Supplier.
If Purchaser were not present during the tests were carried out abroad, sample(s)
shall be resealed and sent back by laboratory after the test is completed. The said
sample(s) shall be investigated by Purchaser’s representatives at the manufacturer’s
establishments.
v) If the materials are examined, underwent to test and accepted by the Purchaser and
its representatives, it does not limit or eliminate the rights to reinvestigate, making
tests and reject if necessary at the last delivery place.
vi) Carrying out these particulars of this article does not eliminate guarantee and the
other obligations of the Supplier in scope of the contract.
4.
MISCELLANEOUS CONDITIONS
4.1.
Packaging
Bushings shall be dispatched after they are packaged.
Each insulator shall be placed in a box made of cardboard or other proper material after it is
wrapped by reliable packaging cards.
Insulators shall be packaged in strong chases and chases shall be bonded by steel hoops
against damages during their transportation.

Woods used in packaging chase shall be made of pine or similar lumber, poplar or similar week
woods shall not be used. Woods shall have fewer branches as much as possible, and woods
having disintegrated branches, rotten parts and spitted and departed woods shall not be used.
Supplier shall reveal packaging methods, thickness of packaging woods, outer dimensions of
chases and transportation weights in his bid, and he shall also present them to the Purchaser’s
approve.
The information given below shall be written on chases as not to be affected from environmental
conditions:
- Name of Manufacturer
- Name and Address of Purchaser
- Order Number of Purchaser
- Type of Insulator
- Rated Voltage
- Rated Current
- Number of insulators in chase
- Chase weight
- Chase dimensions
4.2.
Documents to be submitted with the Bid
The documents given below shall be given with the bid:
- Schedule of Guaranteed Characteristics
The Bidders shall fill out and sign the Schedule of Guaranteed Characteristics for bushings at
the each pose, and shall add one of their copies to their bids. The information given in this list
shall be binding.
- Reports or certificates of type tests carried out in a neutral laboratory
Test reports shall comprise reports or certificates of test carried out in a neutral laboratory,
name of the laboratory in which the test is carried out, sign of persons who had carried out the
test or presented as an observer and test dates.
In the previous orders, test report carried out in the presence of Purchaser shall also be
accepted. Test reports should belong to proposed type.
Test reports should belong to proposed type. For this reason, Purchaser, if necessary, may
require from the Bidders to prove the test reports belong to the proposed type.
If manufacturing is done under a license, in this case type test report shall belong to domestic
manufacturing.
- Detailed pictures showing figures and main dimensions considered to be given in the related
standards and tolerances to be applied.
- Pictures showing dimensions and shapes of conductors and connection terminals,
- Catalogs defining manufacturing and technical characteristics of bushings,
- Packaging method, chase dimensions and weights,
- ISO 9001 or 9002 quality system document and/or Compliance with Turkish Standards
document
Purchaser may be given the right for rejection of the bid, if one of the required documents or
pictures are missing or missing information is given.
The Purchaser, on condition that belonging his decision completely to him, for materials of
which type test report are not given or considered to be inadequate; on condition that
expenditures or type tests to be carried out in domestic or at abroad belong to Supplier, he may
take the bid into evaluation on sample(s) to be selected from the first party delivery of which

tests can be carried out in domestic, on condition that he have it done before the first party
delivery for tests can be carried out at abroad.
4.3.
Documents to be submitted for Approval
Supplier shall send the documents given below for approval after the order is given, in duration
to be defined in the contract.

Bid prices shall include the prices below;
- Bushings,
- Routine tests (including tests to be repeated for acceptance purpose)
- Packaging
The Bidders shall give separately;
- Unit prices of type tests carried out in domestic,
- Each type test prices including laboratory test price, transportation, insurance etc. of type tests
to be carried out at abroad.
4.5.
Warranty
Supplier shall guarantee each bushings sold, against the material, workmanship and design
faults for 24 (twenty-four) months of duration beginning from the delivery date of compact center
and in its equipments.
In case of insulators are found to be faulty or failed due to the design, material and
manufacturing faults, the Supplier shall make changes as approved by the Purchaser on
condition that dismounting, transportation, mounting, etc. expenditures are belonging to him.
Material that is changed by this manner shall exactly comply with the guarantee conditions
above.
