Terms of References Introduction Contract type: Desk based – field work This consultancy is part of the Marine Program and covers widely all other WWF-Pakistan program’s. It aims to provide technical advice and expertise in developing projects, implementation, reports, scientific publications, awareness materials, compliance to international agreements and advocating and lobbying government and non-government stakeholders for improved natural resource management (for themes such as fisheries, wildlife, illegal trade, but not restricted to them). Background: The management of the marine natural resources is a serious concern, as limited information about the resources, their spatial and temporal distribution and extent of exploitation is generally not known. The habitat destruction, illicit catch of juveniles of commercially important fish species, in particular for the highly migratory species (such as tuna and tuna like species) have marred the marine biodiversity in Northern Indian Ocean. High bycatch in fishing operations, excessive pollution and dumping of untreated waste in the sea have further deteriorated the natural habitat and stocks of important species in the area. This has led to the disturbance of the whole ecology of the northern Indian Ocean. The coastal and marine ecosystem is largely affected from the overexploitation of natural resources and ill planned development on the coast. There are settlements all across the coastline whose main source of earning is from fishing, but because of the use of destructive practices including use of banned or small mesh sized nets, increase in fishing capacity and effort are all related with overexploitation of the fish stocks. This is further flawed with post-harvest losses, poor facilities at landing sites, lack of awareness and limited access to markets. While, Pakistan has a rich coastline stretching from the Rann of Kutch in the east to Jiwani in the west which is around 1,050 km long, having EEZ of approximately 250,000 Sq Km. Pakistan comprises of two coastal provinces, i) Sindh, and ii) Balochistan. The coast of Balochistan comprises of sandy beaches and the continental shelf is steep whereas the Sindh coast is comprised of creeks and the continental shelf is shallow. One of the prominent features of the Sindh coast are the mangrove forests, however due to several anthropogenic factors such as the diversion of freshwater, illicit cutting of mangrove wood, overharvesting of fisheries and poor natural resource practices have degraded the habitat affecting mangrove forest cover, biodiversity loss and decline in fisheries production. Whereas, Balochistan coast is known for its serene and unpolluted beaches, presence of lagoons and important bays which are known for its rich marine diversity. The Balochistan and Karachi coast are famous for nesting sites of green turtles, whereas around 140 species of elasmobranchs (sharks, rays, skates and guitarfishes) and 19 species of cetaceans, along with 300 species commercially important fish have been recorded from Pakistan’s waters. This showcases that Pakistan has rich marine resources and it supports livelihoods of around a million people directly and indirectly. The unsustainable practices however continue to deplete the marine/oceanic resources through the uncontrolled catch of juveniles of commercially important fish species, illegal trade, the extensive and unregulated use of nets which are in non-compliance to many regulations as well as marine pollution are some of the very pertinent issues that the Arabian Sea and the North Indian Ocean faces. Fisheries are the major economic resource and comprise of around 1% of GDP of Pakistan. It is being exploited unsustainably and has severe pressure, with increasing vessel numbers operating in the Northern Arabian Sea and resource practices it is important to put a cap on the exploitation of these resources. Although Pakistan’s fishing fleets are mostly small scale in nature, there is no regulation and the practices of artisanal fishers are at risk. In order to better understand the nature of artisanal fishers and their use of bait in fisheries it is important to encompass knowledge and management efforts to secure the vested interests of artisanal fishers. The Task The scope of this consultancy is to provide technical advice and expertise on the program activities of WWF-Pakistan’s marine programme, in particular project related activities for promoting sustainable tuna fisheries in the Indian Ocean and strengthening the Indian Ocean Tuna Commission supported by WWFSwitzerland. Under this consultancy, toolkits, tuna action plans, facilitate development of NIO informal group, development of at least 2 FIPs for small scale fisheries and help development of bycatch saferelease and best practice guidelines for tuna gillnet fisheries feeding into the project and the 5-year action plan. Accordingly, the consultant will prepare project proposals, reports, scientific publications, NPOA for tuna and tuna like species, sea turtles, awareness materials, and conduct/moderate dialogues at the national and provincial level from the tasks which are proposed as under (this can be amended in discussions with the consultant): Provide technical input in developing FIPs for small-scale fisheries Provide technical expertise and knowledge for developing national plan of action for tuna and tuna like species To develop scientific publications on tuna landings, bycatch and other species To advocate and lobby with government and non-government stakeholders for adopting robust conservation management measures To lobby with concerned stakeholders to help pilot new MCS technologies To develop content and designs for awareness material Conduct trainings and build capacity of observers collecting data on-board tuna gillnet vessels Conduct trainings of at least 10 fishermen communities on best practice management Facilitate formation of informal group at the NIO level Develop safe-release and best practice guide for tuna gillnet fisheries Specific Deliverables The consultant is expected to provide the following services deliverables, which must include but are not limited to the following: Activities Outputs Endorsement of NPOA Sharks Advocate and lobby with government stakeholders for endorsement of NPOA for sharks Status of Tuna in Arabian Sea Publications One scientific publication on neritic tuna and determine its CPUE Develop awareness materials, such as banners, brochures, fact sheets for safe release and best practice guides for tuna gillnet fisheries Develop NPOA for Tuna Support and facilitate 2 FIP development and pilot questionnaire Fisheries value addition plans Facilitate formation of informal group at NIO level Development of NIO toolkit for fisheries under MSC and potential fisheries for MSC certification Conduct trainings and build capacity of observers collecting data on-board tuna gillnet vessels Conduct trainings of at least 10 fishermen communities on best practice management Develop bird identification guide Draft NPOA-Tuna Develop agenda, consultation with experts, and moderate field testing of questionnaire Baseline, value addition plans, implementation Facilitation, dialogues, working papers Toolkit Trainings, curriculum, observer forms Fisher trainings, modules Requirements for experience and qualifications Minimum Requirements Education: Degree in fisheries, marine biology, environmental related studies and some experience on trainings and capacity building At least 10 years of experience of and knowledge of fisheries sector Good understanding of fisheries related issues Excellent writing skills and fluency in English Competencies Demonstrates openness to change and ability to manage complexities Demonstrate abilities of analytical work and excellent report writing Proactive and able to work with minimal supervision and high degree of initiative, reliability , flexibility, motivation and resourcefulness Professionalism, flexibility to make ad-hoc changes as and when the need arises, ability to perform under stress, willingness to keep flexible working hours Duration The duration of this consultancy would be from October 2016 – February 2017 (5 months) The consultant will need to work a minimum of five-days a week from WWF-Pakistan Sindh regional office Two weeks will be considered a man-month Funding The funding for this consultancy will be borne by WWF-Pakistan’s programs, based on projects, in case where project funding is not available, the funds may be sought from core or other regional pool of funding. The consultancy is not restricted to project based activities. The numeration of the consultant will be PKR 120,000/= (only) for one month exclusive of all taxes (sales tax and withholding tax).
