Vol. 2: Between the Two World Wars:
during much of the
nineteenth century, is one
of peaceful relations
between nations. Business
relations and intemational
trade are of special
importance here.
During the nineteenth and
early twentieth century,
great importance was
attached by monetary
theorists to classifying the
various sorts of money.
Mises comments here on
some of the most wellknown of these attempts.
He is especially concerned
to disprove theories which
hold the state responsible
for the creation of money.

deletions and additions in

Critique of Interventionism
A very important piece,
probably the most
important of Mises's
earlier articles on
methodology. "Sociology"
was Mises's earlier name
for what he later called
praxeology, i.e., a
deductive science of
human action. He here
criticizes those who deny
the need for a deductive
approach, attempting to
reduce economics to
history. These include
Sombart and Arthur
Vierkandt.
A plan to make credit
available through
government provision, in
order to promote increased
investment, has aroused
much discussion. It is
unsound and the work of

Epistemological Problems of Economics
Discusses the origins of
the subjective theory of
value. As developed by
Menger, value theory was
in a position to solve
problems that the British
classical economists could
not answer
Given the evident truth of
marginal utility, why do
some social scientists
reject it? The reason ties
in a general social trend of
irrationalism. Reason is
deprecated and romantic
illusions prevail
It is not an argument
against the efficiency of
capitalism that 'excess' or
unused capital exists.
Given the need of
producers for flexibility in
meeting changes in
demand, sometimes the
most efficient course will
be to hold productive
assets in reserve.

The new American

hopes of great Italians of
the past who sought

"Dictatorships have failed.
The one in Italy could not

vision of a restored

all the tattered rags of
empire."
Replying to Ludwig

consider it a good
objection to the Austrian
theory of the business
cycle that businessmen
perhaps will not lengthen
the structure of production
if bank credit expands. If
they do not, the business
cycle will not start-but the
aim of economics is
merely to explain those
cycles that do occur

It is false that the capitalist
economy is unplanned.
The use of the
coordinating mechanism
of the market is in fact the
only rational way in which
economic planning can
occur.
The problems of
conflicting groups arise
not from intrinsic
antagonism, but from the
use of the state by interest
groups to advance their
members' interests
through coercion. Only
through a laissez-faire
economic policy can
groups resolve their
differences peacefully.

did so through the
extravagant and unsound

based upon a spurious

Introduction to excerpts of
Richter's Pictures of the
Socialistic Future (1891).
Mises comments on
Richter (1838-1906) ,
leader of the German
liberal party, who "tried to
stem the rising tide of
totalitarianism."
A policy of economic
intervention is responsible
for the rise of dictatorship
in Germany. The Nazi
system is not controlled
by businessmen: on the
contrary, owners of
factories must carry out
the orders of the state.
Prior to the publication of
Mises' Human Action, he
was asked by Plain Talk
why he wrote the book:
"Economics does not
allow of any breaking up
into special branches....All
economic facts condition
one another mutually.
Each of the various
economic problems must
be dealt with in the frame
of a comprehensive
system assigning its due
place and weight to every
aspect of human wants
and desires....To provide
such a comprehensive
analysis is the task of my
book, Human Action: A
Treatise on Economics."

Middle-of-the-Road Policy Leads to

In 1938 at the instigation
of French philosopher
Professor Louis Rougier, a
conference was held on
economic freedom. Later
meetings were prevented
by World War II. In 1957,
Centre Paul Hymans'
chairman Paul Hatry

economist Jacques Rueff
queried the 1938
participants planning to
attend the 1957 gathering.
This article is Mises'
response.
Mises regards the idea of
liberty for the masses as
arising only with the onset
of capitalism. Before that,
elites viewed themselves
in opposition to the
masses. Under capitalism,
production is controlled
by consumers. Socialists,
ignoring this, endorse
dictatorship and a return
to the earlier form of
elitism.

regimes, based on
exploitation of the great
mass of the people, the
elite under capitalism can
prosper only by providing
the masses with the
commodities they desire.
Marxism falsely sees
wage rates as the product
of struggle between
capitalists and workers. In
reality, consumers
ultimately are responsible
for all market prices. The
"reserve army of the
unemployed" is an
especially penicious
Marxist doctrine.
Marx's view of class is
untenable. He assumes
that classes are entities
and have interests apart
from the individuals who
compose them. Marx was
never able adequately to
define the notion of class.
