ST HELENA GOVERNMENT BUILDING SURVEYOR TERMS OF REFERENCE 1. Introduction 1.1 St Helena, a remote UK Overseas Territory, is poised for the biggest transformation in the island’s history with the imminent construction of an airport. The next three years will see St Helena Government (SHG) implement a number of reforms necessary to open the island’s economy to inward investment and increased tourism. As part of the reforms is the need for SHG to address the maintenance of the Estate. Reporting to the Crown Estates Manager, the Building Surveyor will play a key role in addressing the backlog of maintenance on the Estate, the implementation of a planned maintenance programme, and the provision of technical support to the maintenance and projects teams. 2. The Role 2.1 SHG’s Directorate of Infrastructure and Utilities (DIU) manages the Crown Estate along with the provision of utility services on St Helena. The role is as a Building Surveyor within the Estates Department of DIU, providing technical assistance to the department. 2.2 In addition the successful candidate will assist in the training of staff to meet the RICS requirements for Associate (Technical) membership. 3. Key Objectives 3.1 To undertake a full range of Building Surveying duties and responsibilities in order to maintain and improve the SHG’s portfolio and housing stock, working within the framework of best value and the Governments own financial constraints; to ensure that SHG’s responsibilities and duties as landlord and service provider are upheld in line with current legislation. 4. Job Context 4.1 The Building Surveyor operates on a wide range of maintenance and improvement schemes in connection with SHG’s property portfolio and housing stock. The officer must be conversant with a wide range of construction, property and contract related legislation. The officer must use his ability to ensure that the built environment he oversees for SHG staff, tenants and leaseholders is of the highest quality given the many constraints of each individual property. He must ensure that all works carried out on them is undertaken in a manner that least interferes with their day to day operation and that it is undertaken safely and in a professional manner, that it is completed within budget and on time. 4.2 The officer must have an in depth construction knowledge and must be able through his knowledge and experience to supply contractors and clients with solutions to problems they encounter during the construction process. He must be able to make decisions and show initiative. 4.3 The amount, range and impact of property related legislation continues to increase with the introduction of revised Building Regulations. 5. Main Tasks 5.1 The main tasks to be undertaken are as follows: To develop and maintain a close understanding and knowledge of the Crown Estates buildings. To prepare design drawings, specifications and pre-tender safety plans for the extension, alteration and refurbishment of SHG’s buildings, either directly or through the use of Technical Services or external consultants. To prepare tender documents and invite tenders/quotations for various types of building projects and to perform all associated contract administration and project management duties, either directly or through the use of Technical Services or external consultants. To be responsible for a rolling programme of stock condition surveys and compiling and updating stock condition data used in the development of planned maintenance programmes. To assist in the management of a planned maintenance programme. To undertake structural surveys of SHG buildings in order to establish the extent and cause of any defects and to prepare reports with recommendations relating to the extent and nature of any necessary remedial works. To assist in the preparation of forward planned preventative maintenance programmes with budget costings. To provide technical advice to client staff on a range of building maintenance and improvement matters, some typical examples being as follows:• insurance assessments and claims. • health and safety aspects of buildings. • scheme designs with costings. Decide and resolve jointly with colleagues the priorities for work on buildings so as to balance the needs of conservation and departmental requirements within available budgets. Update, maintain and develop the procedures and manuals necessary for the guidance and direction of staff, contractors and consultants. To act as a contributing member of the Buildings Team and to undertake such other duties as may be reasonably required. 6. Outputs and Deliverables Within one months of arriving in St Helena, to provide an initial overview of the tasks to be addressed, highlighting the main issues and produce half yearly reports thereafter. Develop and implement a series of tender documents for various types of building projects and to perform all associated contract administration and project management duties form the schedule of works. Undertake an initial stock condition survey of all SHG buildings and a programme of continued surveys thereafter. Develop and implement a rolling programme of planned maintenance from the stock condition surveys and to ensure data is updated onto the database as required. Undertake structural surveys of SHG buildings in order to establish the extent and cause of any defects and to prepare reports with recommendations, including work specifications, relating to the extent and nature of any necessary remedial works. Assist with training of staff to meet RICS requirements for Associate (Technical) membership. 7. CONTRACTUAL ARRANGEMENTS 7.1 The Building Surveyor will be an employee of SHG and hold a contract with them for a period of 3 years. 8. Reporting 8.1 The Building Surveyor will report to the Crown Estates Manager. However, in carrying out this role, the successful applicant will need to liaise closely with, amongst others, the staff involved in Crown Estate Management. The Advisor will produce half yearly reports on progress towards the objectives and a final report at the end of contract for the Crown Estates Manager, copied to the Director of Infrastructure and Utilities and Chief Secretary. 9 Personal Specifications 9.1 The successful candidate should have: Attributes Essential Desirable 1. Relevant experience A minimum of ten years experience in building surveying A minimum of five years experience of project management and contract administration Experience of managing a planned maintenance A trades background prior to qualification as a Surveyor Relevant experience in small islands Experience in training others 2.
