Manchester Cancer Manchester Cancer is an Integrated Cancer System for Greater Manchester and Cheshire. It brings together service delivery with the two other key components of cancer treatment; research and education. Its aim is to make the city region of Manchester one of the top five Integrated Cancer Systems in the world, securing world class outcomes for the cancer patients and populations served, so that by 2020 more than two thirds of newly diagnosed patients will survive their cancer for more than 5 years. Manchester Cancer is made up of three strands; Manchester Cancer Research, Manchester Cancer Education and Greater Manchester Cancer Services. Greater Manchester Cancer Services (GMCS), and its respective Provider Board, is the strand that covers the operational delivery of cancer services. GMCS represents the arrangements put in place in order to deliver the commitment made at the Greater Manchester Cancer Summit (September 2012) to create the whole system change necessary to achieve world‐class cancer outcomes. It specifically addresses the agreement to develop a new unified provider board, which will be responsible for providing single integrated pathways of care across organisational boundaries so that patients from across Greater Manchester and Cheshire receive the same high quality service, wherever they live. The following provider organisations have co-created Greater Manchester Cancer Services: •Central Manchester University Hospitals NHS Foundation Trust •Stockport NHS Foundation Trust •Tameside Hospital NHS Foundation Trust •Bolton NHS Foundation Trust • Pennine Acute NHS Trust •Salford Royal NHS Foundation Trust •East Cheshire NHS Trust •Wrightington, Wigan and Leigh NHS Foundation Trust •The Christie NHS Foundation Trust •University Hospital of South Manchester NHS Foundation Trust •Mid Cheshire Hospitals NHS Foundation Trust GMCS Provider Board and its partners will work together to contribute to the objectives of Manchester Cancer for clinical services endorsed by the Manchester Academic Health Science Centre and the Academic Health Science Network: Progressively increasing 1, 3 and 5 year survival especially for the common cancers so that our overall ambition of two thirds of patients surviving for more than 5 years can be achieved by 2020 Going beyond securing compliance with national Improving Outcomes Guidance by achieving over 90% compliance for all MDTs against the national standards by 2014 Consistently achieving scores in the upper quartile of all domains in the National Cancer Patient Survey by 2014 Demonstrating high standards of Patient Safety through the minimisation of defined adverse events for cancer care Promoting increased ease and equity of access to clinical services, research opportunities and educational opportunities across our communities, organisations and staff groups It is recognised these objectives represent considerable ambition and will require focussed collective effort if they are to be achieved. This will require the members of GMCS to work with commissioners to develop and implement services specifications that deliver agreed objectives for each pathway of care. Core to effective delivery will be patient and population, strong partnership working and governance and clear clinical leadership across traditional organisational boundaries. This radical refocusing of our hospitals towards working in partnership around patients will require us to work together as a co-ordinated, coherent system; providing comprehensive pathways of excellent care for every patient irrespective of where they access our system or the type of cancer they have. We are seeking to appoint a Clinical Director for the GMCS Provider Board to support these changes through dedicated personal and professional leadership, on a part- time basis in the first instance. A key early task of the Clinical Director role will be to oversee the configuration of specialist cancer surgical sites across GMCS in order to comply with Improving Outcomes Guidance and the successful post-holder will advise on the operational agenda, timescales and other implications of implementation. In due course the GMCS Provider Board shall nominate a lead provider and single clinical lead for each of the specialist cancer surgical sites. Clinical Director – Greater Manchester Cancer Services Leadership The Clinical Director for GMCS will promote and support partnership working for patient benefit through the example of their own personal approach and constant focus on delivering the best possible pathway and experience for patients. They will be responsible for the development of leadership skills and behaviours that deliver an integrated partnership around patients and local populations. As the most senior clinician and executive within GMCS, the Clinical Director will act as a figurehead: representing GMCS and Manchester Cancer – and its component partners – at a local and national level. The post-holder will need to have the experience and capability to promote Manchester Cancer on a local, national and global stage and harness international innovation and learning for the benefit of the whole population served by the GMCS Provider Board and its integrated cancer system. The Clinical Director will need to have established through their career impeccable and demonstrable clinical credibility, as well as a reputation for integrity that secures the confidence of clinical staff across Manchester Cancer. They may need to lead in the consideration of challenging decisions, sometimes in the face of opposition, where these are in the best interests of significantly improved patient outcome and experience. The CMO will provide leadership for Cancer Pathway Directors, supporting their professional development and empowering them to take accountability for the quality and delivery of an entire cancer pathway across Greater Manchester and Cheshire, and beyond for the more rare tumour sites. The role will support each cancer pathway to design an annual plan with clear objectives and milestones based on a patient-centred, populated scorecard to improve patient experience and outcomes of care in Manchester Cancer. It will also engage primary care clinicians through education and development in order to achieve the system wide improved outcomes. Governance The governance structure of GMCS Provider Board is still under development and will further inform this job description, but it is acknowledged its organisational form will have a Board of constituent partners to support and oversee the delivery of agreed objectives. The Clinical Director will be accountable to the Independent Chair of the GMCS Provider Board for the delivery of these objectives. As the leader and most senior clinician within GMCS, the Clinical Director will need to be both a committed member of the Manchester Cancer Board, provide leadership and act as the clinical advisor to the independent Chair of the GMCS Provider Board. They will provide a pivotal voice and guidance in designing and implementing a GMCS clinical strategy. Communication & Involvement The Clinical Director will encourage involvement of partners from all professional backgrounds in the evolution of GMCS. They will exemplify Manchester Cancer’s ambition to communicate its vision to deliver real change for local communities and to ensure Manchester Cancer is world class. The Clinical Director will establish effective leadership relationships across professional and organisational boundaries, attracting expertise from external bodies and user involvement specialists to develop the patient role in emerging GMCS projects and structures. The post will drive information sharing and transparency of clinical decision-making and care pathways across Manchester Cancer, promoting informed patient choice and integrated care. Research & Innovation The Clinical Director will lead a programme of work to embed research across GMCS for personalised care, equitable access to trials, the discovery of new treatments and evaluating new ways of working together with patients. They will guide the local clinical leads of the National Cancer Research Network and work with the Directors of Manchester Cancer Research and Manchester Cancer Education to develop Manchester Cancer as an efficient platform and partner for industry to bring access to innovation for the population. The Candidate An outstanding clinical leader with experience gained working across organisational boundaries in the Health Service and/or medical research sector. The candidate will have exceptional leadership and relationship management skills, with the ability to work with a diverse group of high profile external stakeholders. An individual who can lead an ambitious agenda to change health outcomes at pace and scale; who has the strength to drive change in a challenging climate. They will have a clear personal commitment to improving health outcomes that matter to our population, and unrelenting determination to structure care around the patient. Person Specification Essential Criteria Demonstrable track record of leading positive change with excellent leadership, influencing and communication skills. International profile, with an impressive track record in research. Ability to communicate complex and challenging issues to stakeholders in science and healthcare and more widely across academia, the NHS and government. Ability to collaborate with and influence a wide range of individuals and groups in professionally based organisations whilst remaining sensitive to the autonomy and individual accountability of the member and partner organisations. Experience of formulating and delivering a strategic plan and experience of strategic leadership of clinical or research services, especially to drive new models of care. Relevant clinical qualifications plus a higher academic degree, e.g. MD/MS or PhD or evidence of an equivalent level in research publications. Understanding of the role and remit of the NHS; and awareness of relevant cancer services and NHS policy; and the importance of clinical and research governance in clinical service delivery. Possessing the highest ethical and professional standards in research, education and clinical practice and a flexible attitude. Desirable Criteria Active research profile with a track record of external research grant funding – acknowledging the shift in career this post will bring to a greater focus on leadership. Track record of leading or participating in successful applications for programme grants from major funding agencies. Experience of establishing new governance structures and procedures based on networks of influence and persuasion in a clinical environment. Involvement in continuing professional development and appreciation of Equal Opportunities policy and its application in the workplace; experience of recruitment and selection. Experience of successful liaison with industry partners for the benefit of population health Terms and Conditions This position will be for at least 5 PAs with an appointment period of 3 years with annual review. The post holder will be paid on a pro rata basis for this time. The appointment will initially be hosted by The Christie NHS Foundation Trust and will be therefore be subject to The Christie’s terms and conditions of employment. The Director, GMCS will be remunerated by agreement with the individual appointed and travel and other appropriate expenses will be paid in accordance with the policies of The Christie.
