Ms G was approaching release from a 4.5 year sentence for arson and assessed as posing a
very high risk of serious harm to the public.
Her history of violent and aggressive offending was linked to substance misuse and mental health
problems, having been diagnosed with borderline personality disorder and chronic post-traumatic
stress.
Given the nature of her current offending, it was apparent that Ms G would experience significant
difficulties securing stable accommodation upon release, which would increase her risk of
reoffending, relapsing into substance misuse and harming the public.
A MAPPA level 2 meeting was held to discuss Ms G’s release. It was agreed that a local alcohol
and drug treatment provider would continue to work with her to secure funding for residential
rehabilitation upon release. Surrey & Sussex Probation Trust’s (SSPT’s) housing worker referred
Ms G to probation approved premises in the event that funding for residential rehabilitation was
not secured. The community forensic mental health team agreed to work with Ms G before and
after release to ensure her emotional treatment needs were being met.
Children’s Services agreed to make contact with Ms S’s ex-partner to ensure that he was aware
of the potential risk posed to him and their children. As a result of her MAPPA management, Ms
G was released to a residential rehabilitation unit. Funding was initially secured for a three month
placement but this was later extended to six months.
A robust risk management plan is in place and can be activated if Ms G absconds or breaches
the conditions of her licence. The Community Forensic Mental Health Team remain in contact
with Ms G and she is currently emotionally stable. She has not lapsed into substance misuse
since her release. There have been no reported incidents of self harm and she has complied with
the terms of her licence.
