Cooperation agreement
This agreement has been concluded among
- the Southern Great Plain Bath Association-Thermal Cluster (3 Rábai street, Gyula, H5700, Hungary)
-The Northern- Great Plain Thermal Association (54 Piac street, Debrecen H-4024,
Hungary),
-The Serbia-Vajdaság Regional Health Tourism Cluster (1 Main square, Magyarkanizsa
24420, Serbia-Vajdaság)
-Romania OTBR (2 Trianon street, sector 3, Bucharest, Romania,)
in the undersigned place, time and with the following conditions:
I. Preamble
The area of Great Plain is lowland, which is 100 meters above the nearest sea-level. Its
landscape is divided up by rivers such as the Danube- Tisza Interfluve, the corner of the
Maros- Tisza-Danube, and the area of between the Tisza and Maros. It is bordered by the
Danube on the west and south, on the north and east by the three mountainous regions of the
Carpathian Mountains. Its district is more than 100 000 km2 .The Great Plain is shared by
three countries such as Hungary (Danube- Tisza Interfluve and one part of the Tisza’s left
riverbank), southern Serbia (one part of Bánát, Bácska) and Romania ( the another part of the
Bánát, Körös region, Szamos valley).
Our cooperation exceeds the geographical borders, because it affects the baths of the
Romanian Upland
The Plain has rich thermal water resources, which is utilized by more than one hundred of
baths. The great majority of our baths have been passed through significant development and
modernization for the last 10 years. With the European measure, some of them supply
prominent services.
Important developments have taken place on the Hungarian part of the Great Plain as well as
in Romania (Oradea -Félixfürdő, Szováta, Tusnád, Brassow, Mennyháza, Buziás and other
towns). The region of Vajdaság (southern Serbia) can keep in reserve and advantages of
excellent values and possibilities for of the health tourism which during the complex
development programme can be raised to the leading supply of the European health tourism.
Networking of Cluster has been reinforced as well as the regional cooperation, the
regional marketing activity, the common action on the market of Europe and the world,
although it is failured to arrive at that level, which the last development justified. In
development and getting to the European market the regional appearance, the individual
characteristics, the accurate supply based on standards and the common quick react on the
challenge of market play more and more important role. The European integrated process is a
dominant factor in the modernization of the south-east European region.
In the realization of this strategic function the tourism institutions can be played the
significant and effective role such as the establishing of European Tourism Clusters.
In Hungary at the surroundings of the baths the Clusters based on the common interest were
established (for example the Southern Great Plain Thermal Cluster and Northern Great Plain
Thermal Cluster. In the same time of their establishments they enter into bilateral agreements
with Romania OPTBR, and with the Vajdaság (south Serbia) Magyarkanizsa Health Tourism
Cluster
Our cooperation has been successful for 5 years, as a result we took place common
conferences, seminars, intergovernmental tourism cooperating forums. We set up the first
Hungarian-Serbian Balneology Conference. On the Southern Great Plain Thermal Cluster
of the 5 or 10 years jubilee sessions the 4 cooperating parties sign an agreement about
the next years’ exercises.
II. Purposes and exercises of the cooperation
The contracting parties cooperate continuously on the area of tourism in marketing, educational, -informational, -innovation and developing aims. The exercises of contracting
parties are aimed at the regional (the Great Plain) and thematic (health tourism) cooperation,
which will be harmonized in the 4 destinations. Also they would like to reach market
advantages with a coordinated development and good cooperation, resources of the European
Union and better social relationships.
The purpose of agreement is a kind of competition based on the partnership. The parties
cooperate to organize the health tourism and its marketing, which would be an
European regional cooperation. This cooperation can connect the health industry with
development, innovation, new technologies and their supply, employment, education and
those interested in marketing. The cooperated parties are connected in informational and
cooperated networks in order to turn their attention to the achievement of health tourism in
the Great Plain (medical tourism and wellness tourism), representation of Europe, protection
of natural resources, development of enterpriser and the common marketing.
We declared in the bilateral agreement to take part in “the European Tourism Education
Sample Area” programme and to know the purposes and exercises of this project. The
European Union leaders and organizers of this programme have accepted that with their help
we will be able to develop the organizational and professional frame of European
Medicinal and Rural Education Sample Area and we put an efficient structure into
management.
The common interest of the contracting parties to make the world acquainted with the health
tourism supply of the Great Plain of European Regional Tourism, to make destinations of
management and to take advance of the cooperation.
The contracting parties are set the following exercises in the frame of their cooperation:
 They agree with the requirement of “Alföld Spa” brand (Great-Plain Spa brand). They
work on opening up the individual features of the Alföld Spa, creating and realizing
standards and its symbols.
 For the sake of the common behaviour and marketing work, we will establish a
common informational basic, a common EU portal.
 We are going to work on the union and guide of the ideas of Medical and Rural
Tourism, into the European Tourism Education Sample Area.
III. Rights and engagements of the contracting parties
The contracting parties undertake to ensure the performance of physical and personal
conditions of the performance. Besides they establish a Cooperation Council. The contracting
parties accept, this agreement concludes contract law relation among them. The Cooperation
Council created by them has no separated law subject or wealth, cannot reach laws and accept
engagements independently.
V. Final decree
The contracting parties put down in writing, in this cooperation agreement the not recorded
items will be proceeded in the light of jurisdiction of our country and of the existing
agreement of other countries.
