Performance Based Grant Allocations
for 2014
NCDDS - Local Governments and Climate Change

Background
8 Districts / Municipalities to receive PBCR Grants in 2014
Funding Available is $US 320,000 = $US 40,000 per D/M
Rules for allocation are in MOU:
1. 75% of the grant is allocated in proportion to D/M
and C/S Fund allocations (D/MF + Total C/SF / 2)
2. 25% of the grant is allocated according to
Performance Scores
Allocations must be announced at the same time as (or
immediately after) D/M F and C/S F allocation
announcements (November 2013?)
Amount for Performance Allocation
All Districts / Municipalities must fulfill Minimum
Conditions (MC) to receive ANY PBCR Grant.
Amount for Performance Allocation (APA) = $US
320,000 * 25% = $US 80,000
Districts / Municipalities scoring less than 50% on
Performance Assessment do not receive any

Districts / Municipalities with Performance Score (PX)
>50% are entitled to a share of the APA
The share for each District / Municipality is in proportion
to its Performance Score (SX)
Performance Based Allocation PX = APA x SX / ∑S
∑S = the total Performance Score for all Districts / Municipalities scoring
50% or more
Performance Measures
There are 2 kinds of Performance Measure:
1. Public Resources Management Performance
indicators
2. Climate Change Adaptation Performance Indicators
5 Districts in Battambang are only starting LGCC
implementation. For these Districts we can only score the
Public Resources Management (type 1) indicators

Therefore D/M in Takeo will score from maximum 25
points and Districts in Battambang will score from
maximum 14 points.
• We will take the AVERAGE score for CCA for the
3 D/M in Takeo and add this number of points to
the score for each District in Battambang
