Bank-financed activities should
avoid
adverse
effects
on
biodiversity.
If
the
project/program
involves
environmental
resources
or
services, it should advance
protection for natural habitats and
forests. The project or program
must respect areas that contain
globally, regionally, or nationally
significant concentrations
of
biodiversity values or endemism;
are in or contain rare, threatened,
or
endangered
ecosystems;
provide
essential
ecological
functions; and are important for
meeting the basic needs of local
communities or are critical to
local
communities’
cultural
identity.

Bank and borrower shall take all
necessary measures to avoid
negative impacts on areas that
contain globally, regionally or
nationally
significant
concentrations of biodiversity
values that are in or contain rare,
threatened,
or
endangered
ecosystems; provide essential
ecological functions; and are
important for meeting the basic
needs of local communities or are
critical to local communities’
cultural identity.
Projects or
programs
involving
natural
resources, environmental services
or
with an environmental
footprint, should seek to conserve
biodiversity,
maintain
and
enhance the benefits of ecosystem
services, and promote sustainable
management of living natural
resources.
Risk Indicator Questions
1. Project/Program Area and Contextual Risks.
Trigger: All projects/programs to answer these questions.
1.1 In the project/program area, are there areas of threatened or
endemic species, or those of cultural, religious importance,
particularly to indigenous peoples or local communities, women or
marginalized and/or vulnerable groups?
1.2 Are there problems of poaching or trade in endangered species in
the project/program area?
1.3 Is there a national law protecting the biodiversity of the
project/program area? Is it enforced adequately? Did the

Critical habitats are areas with high
biodiversity value, including any of the
following features: (i) habitat of significant
importance to Critically Endangered and/or
Endangered species; (ii) habitat of significant
importance to endemic and/or restricted-range
species; (iii) habitat supporting globally
significant concentrations of migratory species
and/or congregatory species; (iv) highly
threatened and/or unique ecosystems; and/or (v)
areas associated with key evolutionary
processes. Critical habitats include those areas
that are (i) legally protected, (ii) officially
proposed for protection, (ii) identified by
authoritative sources for their high conservation
value (such as areas that meet criteria of the
World Conservation Union classification, the
Ramsar List of Wetlands of International
Importance, and the United Nations Scientific
and Cultural Organization’s world heritage
sites), or (iv) recognized as protected by
traditional local communities.

