Statsbygg and Statens fastighetsverk have, on behalf of the Ministries of
Foreign Affairs in Norway, Denmark and Sweden, developed a space- and
function program for a new common chancellery on the Swedish-owned plot
and three new residences and 21 apartments on the Norwegian-owned plot,
within the enclave in Islamabad.
Project Background
The Scandinavian embassies, residences and
apartments are currently outside the enclave in
Islamabad. The enclave is the only area in
Islamabad where Pakistani authorities for
security reasons wish that all embassies should
be located. Norway, Sweden and Denmark
wishes to look at a possible co-location on
the two plots that Statens fastighetsverk and
Statsbygg have acquired within the enclaved in
previous projects that have not been realized.
The purpose of the project is to build a safe
common chancelleries on the Swedish plot and
secure residences and apartments on the
Norwegian plot. It is a requirement of the
principals that the ROS-analysis from 2014
conducted by Forsvarsbygg on assignment from
Norwegian/Danish Foreign Affairs, shall be the
guideline for the design of the project.
Furthermore, the project will have an environmental profile adapted to local conditions, which
will specifically look at the consumption and
staggering use of power and water, which is in
short supply in Islamabad.
The project at both plots consists of a common
chancelleries for 69-86 number of employees, 3
residences and 21 apartments for posted
diplomats from Norway, Sweden and Denmark.

Programme Phase
Sketches for space- and function program for
the chancellery, residences and apartments
have been drawn up, in order that local
contractors in Islamabad may be able to make
accurate cost calculations. Programmatic sketches are also helpful to local architects, builders
and contractors, as a way of showing that the
space requirements may be positioned on the
two sites (chancelleries and housing) which
make up the common embassy enclave. The
final solution to the design of the chancelleries,
residences and apartments will be implemented

in the next design phase, within the specified
area limit and attached space- and function
program.
Social goal
The overall project shall be an instrument for
achieving the goals of the three countries for
the bilateral collaboration with Pakistan. The
project will help to increase the safety of the
respective countries’ posted employees.
Impact goal
The overall project is being implemented to
achieve:
• Secure office premises and residences for
employees at the embassies in Islamabad
• Satisfactory security solutions
• Functional residential units, residences and
offices
• Flexibility for a modified security level in the
future

Environmental Goal
The project is aiming for the following:
• The architecture should aim to increase the
passive properties in the building mass to
increase energy efficiency
• Consider other alternative energy sources,
such as solar energy usage for lighting and
heating of water to limit power consumption
• Water management, rain water harvesting and
recycling of grey water
• Waste management
• Minimizing transport by selecting local/
short-travelled materials
• Use environmentally friendly building
materials. No tropical materials or listed
timber shall be used anywhere on the property
