Introduction – PSRTI Mandate
The Philippine Statistical Research and Training Institute
 created by Republic Act 10625 (Philippine Statistical Act of
2013)
 Mandates are to:
 develop a comprehensive and integrated research and training
program on the theories, concepts and methodologies for the
promotion of the Philippine Statistical System
 undertake research on statistical concepts, definitions and
methods
 promote collaborative research efforts among members of the
academic community, data producers and users

Introduction – PSRTI Mission
 improve the quality of statistical information generated by the
PSS through the conduct of high quality, objective and
responsive statistical research and training
 to fulfill its mission, the PSRTI conducts non-degree
training programs to upgrade the quality of statistical
personnel and expand the statistical manpower base in
support of the needs of the PSS
 research activities are undertaken as parallel efforts for
statistical data improvement

Issues and Concerns in Conducting
Regional Research and Training
 No PSRTI regional presence and limited number of PSRTI
research and training staff
 Limited number of resource persons/consultants
 Contextualizing training topics and research concerns to the
needs of a particular area
 Insufficient number of qualified teachers for Statistics and
Probability of Grade 11

Objective of the Partnership
 Main objective - build statistical capability in areas that the
PSRTI is currently unable to reach, through HEIs with the
technical capability to conduct statistical research and training
 PSRTI’s mission in the “improvement of the quality of
statistical information generated by the country’s statistical
system through the conduct of high quality, objective and
responsive statistical research and training”

Benefits from the Partnership
 Local research and training needs are better addressed by
HEIs in consultation with local government authorities
 HEIs are kept abreast of current and emerging concerns at the
national level that need to be localized to their respective
areas. In the same way, local statistical concerns are elevated
to the national level and addressed accordingly.
 Through the HEIs, the PSRTI can “expand” its presence in the
regions in response to the research and training requirements
at the local level.

Benefits from the Partnership
 HEIs-PSRTI jointly work on improving statistical information
generated at the local area which will redound to better
planning and monitoring at the local/regional level, e.g., for
the SDGs and the training of Grade 11 teachers for Statistics
and Probability
 Reduction in the cost of research and training activities
 Mutual enhancement of expertise for the PSRTI and the HEIs
 Fulfillment of the PSRTI’s mandate of promoting collaborative
research efforts among members of the academic community,
data producers and users; and the HEIs in transmitting
knowledge and skills

Moving Forward with the Partnership
 MOA between the HEI and the PSRTI
 PSRTI - develop a regional research and training agenda in
consultation with its regional partners taking into
consideration needs identified both in the PSDP and RSDP
prepared by the PSA. RSCs will be consulted.
 Resource persons/consultants will come from the HEIs and
their facilities will be used, when possible, for training
activities, research dissemination fora, and other activities
related to the partnership.

Moving Forward with the Partnership
 Programs initially identified
 training of Grade 11 teachers for Statistics and Probability
 conduct of SDG-related research and training activities as
parallel efforts to the PSA’s formulation of core regional
indicators (CoRe-Is)

Moving Forward with the Partnership
 PSRTI - 5-year program (2017–2021) to support the
development of SDG indicators.
(i) standardization of definitions of indicators
(ii) research activities to estimate provincial level SDG indicators using
small area estimation methodology
(iii) conduct appreciation courses for Local Government Officials and
SHS teachers of Statistics and Probability subjects regarding SDGs;
(iv) technical training on small area estimation methodologies
developed; and,
(v) institutionalization of the methodologies developed in the
generation of official statistics for the SDGs.

Conclusion
 The proposed partnership will benefit the PSS as research and
training activities appropriate to the needs of a particular area
will be undertaken.
 The PSRTI must pursue this partnership as it takes on a more
active role in the development of SDG indicators & in ensuring
that Statistics and Probability in the K to 12 Basic Education
Program is properly taught.
 Enhance orientation of students to undertake more research
activities.
 The partnership will build institutional and human capacity of
the HEIs, PSRTI, statistical agencies, regional offices and LGUs.
