European Semester 2016
"Spain's Research and Development intensity
(public and private spending) is losing ground
(lowest level since 2007) with Spain's innovation

"Available evidence also points to weak cooperation
between the public and business R&I sector with
poor incentives for research performance, and to
duplications and gaps between national and
regional research and innovation programmes."

including on the
implementation of
their RIS3
"Incentives for research performance
are also weak"
• Most of Spain's
science funding is
not reliant on

review
• Funding to
universities and
public research
organisations is not
based on
performance

European Semester 2016
Positive Developments
Recent policies take on board some
recommendations of the 2014
independent review of Spain's research
and innovation system
ES 2016 - Positive Developments
-Recruitment policy to fill out 100% vacancies for civil servants
in public research organisations
-"Industrial PhD" scheme
-Priority of available public funding towards global societal
challenges
-State Agency for Research was legally incorporated Dec 2015
-Agreement between the central and regional administrations on
the Map of Scientific and Technological Infrastructures (ICTS)
-Slight increase of R&I funding in central government's budget
law for 2016
Some recommendations of the independent
review still pending of a specific follow up.
• “Changes to the structure and management of research
careers to attract and retain talent and foster mobility
between research institutions and between these and the
private sector”
• “Linking resource allocation for research institutes and
universities to results and to increase the proportion of
competitive funding”
• AND
A MARKET AND A CULTURE FOR INNOVATION
"Fostering innovation should be a part of the formal
mission statement of all ministries."
"This goal needs to be shared by the ministries with
procurement budgets and their equivalents in the
Autonomous Communities."
